ANS Winter Meeting ends on high note

Readers of Atomic Power Review likely saw the posts on ANS Nuclear Cafe covering various meeting events, as well as live Twitter commentary on various sessions by the ANS Twitter feed, my own, Steve Skutnik's, and others.  Now that I'm back, regular articles and posts will again appear here at APR.

The last session I attended at the ANS 2012 Winter Meeting was a series of fascinating lectures on various papers covering the FSR molten salt cooled, discrete fuel element reactor concept.  Due to complications, all of the papers (which were co-authored by many graduate students at MIT) were delivered by Charles Forsberg and Edward Blandford.  The concept is not near the hardware stage yet, but a great deal of theoretical work has been done and is underway in a number of quarters.  I found that ending the long week on a forward looking and in ways futuristic manner was quite satisfying - especially since much of my week was devoted to Fukushima Daiichi. 

I'll begin posting again here at APR this week, so keep an eye here and on ANS Nuclear Cafe as well for the Winter Meeting wrap-up.

“Government-to-Government” — Recognizing Tribal Interests

November is Native American Heritage Month, so it seems a suitable time to highlight the NRC’s current efforts to develop a Tribal Policy Statement and improve our interactions with Native Americans.
Throughout the regulatory process, the NRC works in cooperation with other governmental entities, including federal, state and local governments – and tribes. This cooperation helps to ensure effective communication and to promote greater awareness of the policies, activities and concerns of all parties involved.
Native American tribes have a unique relationship with the NRC and the federal government. There are 566 federally recognized tribes that are “sovereign”— that is, they have the legal authority to govern themselves. As a result, when the NRC meets or consults with tribal representatives, it does so on a “government-to-government” basis, much as it does with the leaders of foreign countries.
The NRC recently published a draft Tribal Protocol Manual to provide more clarity, and to obtain feedback, on how the agency conducts its meetings with tribes. The manual, originally developed as an internal document to provide guidance to NRC staff participating in tribal consultations and interactions, has been published to explain how the NRC conducts these consultations. It will help to create more open and productive working relationships between the NRC and tribal governments. It will also serve as a starting point for the staff to develop a policy statement on tribal consultations.
The manual contains information NRC staff collected from many sources, including Native Americans, NRC staff with experience in interacting with tribes, and other federal agencies with established tribal outreach programs. It will help NRC staff to work more effectively with Native American tribes by providing both sides with a clear roadmap to the regulatory process and the opportunities for interactions within it.
Anyone interested in NRC’s interactions with tribes is invited to comment on the draft and to provide input to the policy statement.

Commentary - Japanese Press Promotes Wide-spread Distrust
The Japanese Press refuses to give Tepco credit for learning from the past and bringing themselves to a level of acceptable informational transparency. Why does the Press in Japan continue to promote unrestricted cynicism and conveniently ignore what seems to be quite obvious? Continuing to promote unmitigated distrust towards Tepco is a disservice to the Japanese people.
 
Now for some some updates - A nation-wide group of 13,000 citizens have submitted a criminal complaint against Tepco and the now-defunct Nuclear Safety Commission... Forty-one people evacuated from within 30 kilometers of F. Daiichi are jointly suing Tepco for about $25 million... The lead story across Japan is Prime Minister Noda’s dissolution of the Diet’s Lower House (House of Representatives)... Tepco is putting together plans to build a sealed outer structure around F. Daiichi unit #3... Tepco’s deputy site manager for the Kashiwazaki-Kariwa nuclear station, Shiro Arai, says “It is too premature to talk about when [our] reactor restarts will happen,” because of the need to meet Tokyo's post-Fukushima mandates concerning safety.
