Nuclear weapons might save the world from an asteroid strike – but we need to change the law first

Nuclear weapons might save the world from an asteroid strike – but we need to change the law first: The schlocky 1998 Bruce Willis movie Armageddon was the highest grossing film of that year. The blockbuster saw a master oil driller (Willis) and an unlikely crew of misfits place a nuclear bomb inside a giant asteroid heading for Earth, blow it up – and save humanity. Armageddon isn't exactly a documentary: it's packed full of sci-fi nonsense. But, 20 years on, its basic plot – of using a nuclear explosion to avert a cataclysmic asteroid collision – doesn't seem quite as silly as it did at the time.

PG&E to Shut Off Power When Dangerous Winds Gust | Law & Crime: Pacific Gas & Electric Co. (PG&E), the largest utility company in the world, plans to cut up to one-eighth of Californians' power when "dangerously high winds arise" to prevent their "in need of repair" power lines from sparking another wildfire. Power could be out for up to five days, potentially putting communities at risk, particularly, the sick and elderly, and cause financial losses with slim hope of compensation, according to the Wall Street Journal.

SMITHEREENS: Reflections on Bits & Pieces

"Newsom and the Nukes
"It's crunch time at the Diablo Canyon nuclear plant," says anti-nuclear activist Harvey "Sluggo" Wasserman. California's last remaining reactor is currently off-line for repairs. Diablo Canyon's aging Unit One reactor—showing signs of cracking from radiation-caused embrittlement, suffering from years of deferred maintenance, and located near an active seismic fault—is recognized as one of the world's most dangerous plants.
Nuclear watchdogs argue that Diablo should not be allowed to restart, noting that it's not just the reactor that's broken down.
The reactor is owned and operated by PG&E, a bankrupt company convicted of numerous felonies that have resulted in more than 160 deaths and widespread property damage from pipeline explosions and wildfires. (Not the kind of resume you want for a company in charge of preventing a nuclear meltdown.)
MoveOn.org is pushing a petition asking Governor Gavin Newsom to order the shutdown of the reactor or, at the very least, to conduct critical structural tests to determine whether it would be safe to reopen the crumbling nuke. The governor can be reached by phone [(916) 445-2841], by fax [(916) 558-3160], or mail (Capitol, Sacramento, CA 95814]. "

Legacy of TMI, power of gas industry makes subsidies uphill battle | News | witf.org: Three Mile Island nuclear plant incident - President Jimmy Carter, second from left, visits the nuclear plant near Harrisburg, Pa., USA, April 4, 1979. The plant started leaking radioactive steam, Thursday, March 28, contaminating the area. (AP-Photo) (Harrisburg) -- Pennsylvania is the latest state to debate whether to provide a rescue package to its nuclear power industry, but the commonwealth's unique history and current energy landscape may make subsidies a tougher sell here. The nuclear industry has struggled with stagnant demand for electricity, competition from cheaper natural gas and renewables, and high operating costs. Its response in part has been to make a controversial, but often successful, pitch to state governments to create so-called zero emission credits -- effectively broadening the definition of what counts as clean energy. It's worked in Illinois, New York, Connecticut, and New Jersey. But Pennsylvania is different. Cost is 'a little hard to swallow'...

California regulators approve $373M PG&E rate hike - SFChronicle.com

California regulators approve $373M PG&E rate hike - SFChronicle.com: SAN FRANCISCO (AP) — California regulators have approved a $373 million rate hike for Pacific Gas & Electric to pay costs related to a series of wildfires. KTVU-TV says the California Public Utilities Commission Thursday unanimously OK'd an increase that raises the average bill by $3.50 a month over 12 months. The station says the money is supposed to be used to pay PG&E's costs for nine fire, wind and rain events in 2016 and 2017, including repairs and clearing brush and trees from under power lines to prevent future fires. The hike won't cover the billions it will cost PG&E in connection with 2018's devastating wildfires. The utility, which has filed for bankruptcy, is also seeking about $22 a month in rate increases for wildfire safety and to attract investors.

Letter to New York Times commenting on article entitled "Blamed for Wildfires, PG&E Seeks Higher Electricity Rates."

Dear New York Times Editors:

April 25, 2019

Please publish my 192-word letter to the editor in response to Ivan Penn's
informative  April 23, 2019 news story, "Blamed for Wildfires, PG&E Seeks
Higher Electricity Rates"
https://www.nytimes.com/2019/04/23/business/blamed-for-wildfires-pge-seeks-higher-electricity-rates.html

___________

Californians for Green Nuclear Power, Inc., (CGNP) is  an independent
nonprofit intervenor in several proceedings now  before the California
Public Utilities Commission (CPUC.) CGNP underscores  the critical role
nuclear power plays in fighting climate change. CGNP opposes fossil-fuel
advocacy for policies that "embed" large amounts of natural-gas-fired
generation in the power grid - needlessly inflating costs. In typical
special-interest fashion, PG&E is now requesting an exorbitant return on
equity instead of focusing on bringing the rest of PG&E to the high safety
standards of the Diablo Canyon Power Plant (DCPP.)  Zero-carbon  DCPP
annually produces more than five Hoover Dams of electricity at a price
below in-state fossil generation.

CGNP continues to pursue legal challenges to PG&E's plans to close the
highly-functioning DCPP  in 2025 to boost corporate profits. The facts are
on CGNP's side. CGNP will eventually prevail on merits.

We are encouraging New York State nuclear power advocates to help protect
Indian Point Energy Center (IPEC) from  wasteful, premature closure in
about two years. The safe, abundant, cost-effective IPEC protects the
lives of millions of New Yorkers from freezing during recurrent polar
vortices when the supply of natural gas is sharply curtailed.

Letter: Nuclear power: a key part of a green future - Times Union

Letter: Nuclear power: a key part of a green future - Times Union: Climate change is real and happening now. The primary cause is the burning of fossil fuels by humans. This fact is confirmed by the climate scientists at the National Aeronautics and Space Administration and every respected meteorological organization on the planet.
The question is: How should we meaningfully decrease the release of carbon dioxide into the atmosphere? The United States has been pushing for wind and solar power. These sources of energy should be promoted, but there are issues. These sources are uncontrollable and varying due to changes in weather conditions. Having virtually no control over these means of producing electricity poses a real problem. Electric companies must constantly balance the generation of electric power to meet the demand for electric power. As a result, fossil fuel power plants must be put on standby to compensate for any sudden, sharp changes in power production by these renewable sources, which is wasteful and expensive.
The only practical solution is nuclear power. Nuclear power is safe and does not produce any greenhouse gases. The nuclear waste problem comes from making nuclear weapons, not the safety of nuclear power facilities. Plant

"Opening Bids" for Nuclear Waste Policy Debate in the Senate
Today, Senator John Barrasso (R-WY) released a discussion draft of the Nuclear Waste Policy Amendments Act of 2019 for public review. The release precedes a hearing in the Senate Environment and Public Works Committee scheduled for next Wednesday, May 1. The draft language largely mirrors H.R. 3053, which passed the U.S. House last year by a vote of (340 - 72).

Senator's John Alexander (R-TN) and Dianne Feinstein (D-CA) are also widely expected to reintroduce the Nuclear Waste Administration Act when Congress returns from its Easter recess. This legislation, first introduced in 2015, would create an independent Nuclear Waste Administration within the U.S. Department of Energy, authorize interim storage, and create a consent-based process for siting a geologic repository.

Finally, the Senate Energy and Natural Resources Committee has announced a hearing next Tuesday, April 30 on the Nuclear Energy Leadership Act (NELA).

The discussion draft provides practical reforms to the nation’s nuclear waste management policy to ensure the federal government’s legal obligations to dispose of spent nuclear fuel and high-level waste are fulfilled.

“Nuclear energy is critical if we are going to reduce carbon emissions in a meaningful way,” said Barrasso. “Last Congress, bipartisan legislation to support America’s nuclear innovators was passed and signed into law. The law of the land requires Washington to take responsibility to manage and dispose of spent nuclear fuel. Spent nuclear fuel and high-level radioactive waste is currently stored in 39 states across the country. It’s time for Washington to fulfill its long-overdue promise to permanently and safely dispose of spent nuclear fuel.

“My draft legislation takes commonsense steps to advance the licensing of the Yucca Mountain facility. The legislation also strengthens the nation’s nuclear waste manage
