Court: New Mexico regulators must reconsider utility case - SFGate: ALBUQUERQUE, N.M. (AP) - The New Mexico Supreme Court on Thursday ordered utility regulators to reconsider a 2016 decision that cleared the way for the state's largest electric provider to increase rates.
The court in its ruling found that the state Public Regulation Commission violated Public Service Co. of New Mexico's due process rights by denying the utility the ability to recoup future costs related to decommissioning the Palo Verde nuclear power plant in Arizona.
The commission had found that the utility acted imprudently in repurchasing part of the Palo Verde Nuclear Generating Station and renewing leases for power from the plant. As a result, the commission decided to limit the amount of spending on Palo Verde that PNM could recoup from customers through rates.
The court said most of the limitations outlined in the rate case were lawful, but that the commission failed to give PNM any notice at the rate hearing before deciding to exclude future decommissioning costs from rates.

IAEA Concludes Long Term Operational Safety Review at China’s Qinshan 1 Nuclear Power Plant

An International Atomic Energy Agency (IAEA) team of experts completed a review of long term operational safety at the Qinshan Nuclear Power Plant (NPP) Unit 1 in China on 10 May.
The SALTO (Safety Aspects of Long Term Operation) follow-up review mission was requested by the plant’s operator, Nuclear Power Operations Management Co (CNNO), a unit of China National Nuclear Power Co. The Qinshan NPP Unit 1 went into operation in 1991 and CNNO has submitted a request to China’s National Nuclear Safety Administration (NNSA) to renew the plant’s operating license for a period of 20 years after its current license expires in 2021.
The SALTO team, which began its work on 7 May, reviewed CNNO’s response to recommendations and suggestions made during an initial SALTO mission in 2017.
The team—comprising five experts from Argentina, the Netherlands, Sweden, the United States and the IAEA - said the plant had:
  • improved coordination among current plant operational programmes and ageing management programmes;
  • implemented ageing management programmes for electrical, instrumentation and control components; and
  • improved competence and knowledge management processes.
The team noted that further work is necessary to complete a periodic safety review and implement an environmental qualification programme.
Plant management expressed determination to continue to address the remaining issues and prepare the NPP for safe Long Term Operation.
The team provided a draft report to the plant management and the NNSA at the end of the mission. The plant management and NNSA will have an opportunity to make factual comments on the draft. A final report will be submitted to the plant management, NNSA and the Chinese Government within three months.

They complement OSART missions, which are designed as a review of programmes and activities essential to operational safety. Neither SALTO nor OSART reviews are regulatory inspections, nor are they design reviews or substitutes for an exhaustive assessment of a plant's overall safety status.

Dear NSE colleagues, alumni and friends,

It’s been another terrific spring semester and I have much to share with you.

I am happy to announce the launch of a new NSE undergraduate flex degree — 22-ENG. The effort, led by Michael Short, Class ’42 Career Development Assistant Professor of NSE, will launch this fall. As the field of nuclear science and engineering evolves and expands, our students want to explore new combinations of disciplines. The 22-ENG program will allow students to build courses of study that include a broader range of topics while maintain a core focus on nuclear science and engineering. MIT is implementing new opportunities for our undergraduates, with the Schwartzman College of Computing being the most recent example; 22-ENG will serve to grow the evolving demands of our undergraduate student population for a multi-disciplinary education.

I am also delighted to announce that last week Emilio Baglietto and Scott Kemp, who joined the NSE faculty in 2012, were promoted to associate professors with tenure. An expert in the development of computational fluid dynamics technology for the nuclear industry, Emilio has contributed to the growth and development of advanced computation and simulation research in the Department. Scott has been pivotal in establishing and growing the nuclear security program within the Department. He integrates physics, politics, and history to identify options for addressing societal problems in the areas of nuclear proliferation and energy. Both Emilio and Scott have been critical in the growth and evolution of NSE. Please join me in congratulating them on their promotions.

Some personal news — after four years I have decided to step down as Department Head on July 1. I will remain on the NSE faculty and continue as director of the Plasma Science and Fusion Center. It has been one the highlights of my career to lead this wonderful department, but I have decided that I need to place my full-time attention on our new efforts in magnetic fusion energy and the SPARC project. It has been very rewarding to see our department be rejuvenated by the talent and passion of our young faculty. During my tenure as Head, we have added four outstanding faculty members — Matteo Bucci, Zach Hartwig, Mingda Li, and Koroush Shirvan — have promoted four to tenure — Paola Cappellaro, Nuno Loureiro, Scott Kemp, and Emilio Baglietto — and three to full professor — Bilge Yildiz, Anne White, and Benoit Forget.  I hope you will continue to follow the research and education successes of these young faculty stars.  I have also seen the growing enthusiasm and accomplishments of our students— a great sign for the future of the field. It has indeed been an honor to have been able to guide the Department through these developments. A search is currently underway and the Dean hopes to appoint the new Department Head before the start of the fall semester.

Despite our recent successes there is still much to be done. Thank you for all for being a part of our NSE family and for your support over the years. I hope you will continue to engage with the Department and visit the fusion center whenever you are in Cambridge.

House Bipartisan Duo Introduces Nuclear Waste Policy Amendments Act of 2019


Today, Representatives Jerry McNerney (D-CA) and John Shimkus (R-IL) introduced H.R. 2699, the Nuclear Waste Policy Amendments Act of 2019. The legislation is similar to H.R. 3053, which passed the House of Representatives in 2018 with bipartisan support.

"This approach, which simultaneously advances interim storage and permanent disposal, is the only solution to our nation's nuclear waste stalemate that has gone through the legislative process and earned broad bipartisan support in either chamber," Rep. Shimkus said. "If we're serious about reducing emissions, the reality is nuclear power must remain a robust portion of our energy portfolio. But a failure to resolve the waste issue will compromise this key component of any serious proposal to address climate change."

Sfpuc Report Studies Feasibility Of City Acquiring Pg&E Assets - SFGate: SAN FRANCISCO (BCN)

The San Francisco Public Utilities Commission released a report Monday identifying ways the city could decrease its dependence on PG&E while still providing clean, reliable energy options to its residents.

Mayor London Breed requested the preliminary report earlier this year after PG&E announced it would file for bankruptcy as it faces lawsuits connected to several recent devastating California wildfires.

The SFPUC owns and operates transmission and distribution assets in and around San Francisco but relies on PG&E to deliver energy to customers of CleanPowerSF, the city's municipal power program, and Hetch Hetchy Power, which provides power to vital city services and some residential and commercial customers.

The report laid out three options for moving forward, including that involves acquiring PG&E assets for full independence.

Although the possible acquisition of PG&E property would be a long process, the deal could help the city meets its goal of being 100 percent carbon neutral by 2030, according to the SFPUC.

House Energy and Water Appropriations Bill Draft Released

Today, the House Appropriations Committee released its draft of the FY 2020 Energy and Water Appropriations bill. The proposal provides $1.3 billion for the Department of Energy Office of Nuclear Energy, an increase of $494 million above the initial FY 2020 request. It also includes funding to "begin interim storage activities."
 
The subcommittee will meet to markup the appropriations bill tomorrow, at 12:00 p.m. EST. You can view the hearing HERE. However, no amendments are expected and the detailed Committee Report will not be publicly available until shortly before the full House Appropriations Committee markup, likely next week.
