Senate climate bill streamlines carbon allowances
The recently unveiled Senate climate-and-energy bill aims to impose different emission requirements for economic sectors and narrow down the number of direct recipients of carbon allowances. "There's fewer buckets," said John Larsen, an executive with the World Resources Institute. "There are clearer categories of recipients. ... That's somewhat of a departure from other proposals."
