Japanese Trade Minister Yukio Edano urged local leaders in Japan's Fukui prefecture to permit the restart of Kansai Electric Power's Ohi nuclear plant. "I request your understanding and that of local people for the restarts," Edano said to Fukui Gov. Issei Nishikawa. Edano's effort came after the Japanese government ruled that two reactors at the facility are safe to resume operations. The Wall Street Journal
