Japan Nuclear Fuel Reprocessing Plant Faces Further Delay 

Japan Nuclear Fuel intends to finish the construction and testing of its $28 billion reprocessing facility in Japan in 2013, even after the Japanese government announced it would phase out nuclear power. The company planned to start up the plant in 1997, but operational and technical issues delayed the schedule.
