Video: Watts Bar Nuclear Plant Builds Tornado-Proof Storage for FLEX Safety Equipment The Tennessee Valley Authority is wrapping up construction of a hardened building for safety equipment at its Watts Bar nuclear plant. Thanks to 18-inch-thick concrete walls, the structure can withstand 360-mile-per-hour winds and potential impacts from flying cars and telephone poles. The building is part of the nuclear power industry's FLEX approach to readiness in the event of a beyond-design-basis accident. It relies, in part, on mobile equipment like pumps and generators located at plants and at regional centers like the one that recently opened in Memphis.  TVA is also in the process of completing unit 2 at the Tennessee plant, a 1,150 megawatt reactor that had been mothballed in the 1980s.
