Appropriators Look to Move Forward in the House Most appropriations observers expect that the FY2020 House and Senate Energy and Water bills will be among the first to move in Congress this year.   The latest word is that the House will begin marking up these bills before Memorial Day recess. The Senate is expected to begin mark ups after the Memorial Day recess.
