Senate energy and water to ride on three-bill "minibus" Senate Appropriations Committee Chairman Richard Shelby (R-AL) is expected to bundle the Energy and Water bill with the LHHS and DOD bills during the first week of markups. "About half of energy and water is connected to defense; you know the nuclear research. So you've got a nexus there," Shelby said. "If we had DOD, LHHS, and energy and water, we'd have three bills out of 12 and about 70 percent of [total discretionary spending]." It's unclear whether this three-bill "minibus" will see floor action in September, expect to see a Senate markup shortly after Congress returns from recess on September 9.
