New President Elect Biden

We
have a transition to a new President elect Biden Administration. ECA
has developed its priority list and is beginning to reach out to the DOE
potential transition team.
This will be a unique transition as the President is challenging the results of the election and the General Services Administration
is the coordinator for all transition activities. The formal transition
will likely not take place until the President concedes the election.
We will see this week if a “normal” transition
is permitted by the Administration. DOE is expected to focus on zero
carbon emissions and climate change issues (in addition to continuing
the EM and NNSA missions).

New NNSA Leadership

On Friday, NNSA changed leadership. The new acting Administrator of NNSA is William Bookless
(Principal Deputy Administrator). DOE announced on Friday the
departure of Lisa E. Gordon-Hagerty. Gordon-Hagerty submitted her
resignation, according to a report in Defense News,
which first reported her departure. The press identified tensions
between Gordon-Hagerty and Secretary Brouillette as a reason for her
departure. Regardless, inside sources tell ECA she was likely leaving
the Administration as the new Administration was unlikely to keep her as
Administrator.

Early Names Floated for DOE Secretary

Politico reports (reminder that no one predicted Secretary Chu's appointment):
"Arun Majumdar:
Majumdar is a renowned scientist who spent most of his non-government
career at Stanford, but he is best known in Washington, D.C. as the
first leader of the Advanced Research Project Agency - Energy, making it
a permanent fixture in the federal government. He later became acting
under secretary of the Energy Department under then-Secretary of Energy
Ernest Moniz. During the Trump administration, he did
a stint at Google before returning to Stanford.
Ernest Moniz: The former Energy Secretary could be
welcomed into the administration, either taking back his old job or as a
climate czar, though that would likely draw protests from progressives
because of his work with fossil fuel and nuclear power companies. Moniz
is an experienced hand who already knows Biden. He is widely respected
across the energy industry, and he has spent the last three years
pumping out reports on decarbonizing the world's economy. Greens have
criticized him in the past for serving on advisory boards to BP and
General Electric.
Elizabeth Sherwood-Randall: A former deputy energy
secretary to Moniz under Obama, Sherwood-Randall has long been seen as a
strong candidate for the job. She would be the rare Energy Secretary
with a background in defense and foreign policy, having served at the
Clinton Defense Department and as an arms control adviser to Obama
before she joined DOE. That experience makes her unusually qualified to
lead a department whose public facing work focuses on research, but the
bulk
whose budget is to manage the nation’s nuclear stockpile."
