EPA to Release BACT Standards for Power Plants, Refineries
A senior EPA official said the agency would soon release BACT standards for power plants, refineries, cement factories and other facilities that must reduce GHG emissions, Dow Jones Newswires reported. The standards, expected to be submitted to the White House regulatory-review office in "days rather than weeks," would "lay out a sane and sensible process for this BACT analysis," said the official.

The electricity industry has been concerned the guidance would force them to switch from coal to natural gas to fuel power plants. EEI spokesman Dan Riedinger was quoted as saying: "Certainly, what we want to avoid is having a state come in and say fuel switching or major modifications to power plants already up and running are needed." The industry would rather upgrade facilities that would allow them to produce more power using less coal, said Dow Jones Newswires.
