In particular, it will affect the six-year fight in New York to shut the Indian Point power plants 25 miles north of New York City; and Vermont’s ongoing effort to shut the Vermont Yankee power plant.

Summary
This new report analyses the global Coal market, the market drivers and the key components for future growth and development. For the first time China became a net importer of coal last year. Demand from Southern and South Eastern provinces was met by cheaper imports from Indonesia and Australia rather than more expensive coal from the provinces of Shanxi and Inner in the north, due to logistic costs. Domestic supply is also likely to diminish owing to the country's strategy of consolidating the nation's mines to eventually close unsafe and inefficient mines. In India, companies are buying up coal assets overseas, particularly in Australia, and are importing more coal. As domes-tic coal production is unlikely to meet growing demand even if logistics and operations within the country are substantially improved. Elsewhere, coal demand is expected to grow, but not at the same pace as China and India, due to rising natural gas prices.

Scope
In the near and long-term India, China and perhaps Brazil are expected to drive growth for coking coal for the domestic steel sector following projections of strong growth in steel production and consumption in these countries. Demand for coal will be driven more by China than India, in the former coal will be increasingly used to produce a liquid fuel and chemicals such as olefins, a long-chain polymer synthetic fiber, to reduce the country's reliance on imports. Australia, Indonesia and South Africa are expected to remain as major exporters, with growth in exports from Russia, Mongolia and other countries in the region to meet demand from China and, to a lesser extent, India. For the US mining sector, operations in the Power River Basin region may increase. But will be balanced out by a reduction in output from the East Appalachian region that mainly uses invasive mountain-top mining operations. Any resurgence in the US coal mining sector will only occur with improved clarity regarding the permitting process, and incentives ensure domestic coal is cheaper than imports.

The switch from underground to surface mining is expected to continue along with the consolidation of mining assets. More mergers and acquisitions involving big players are likely.

The issue of climate change and burgeoning power demand are driving nations to include CBM in their power mix. A question we receive with some frequency from reporters involves how the grid copes with the power loss when a large baseload electricity producer such as a nuclear power plant suddenly goes off-line. Put another way, what keeps the lights on, the coffee-maker brewing and the refrigerator humming along when a reactor in their area isn’t in operation?

This question takes on greater urgency during peak energy demand seasons, summer being number one in this regard thanks to all of the air-conditioners merrily cranking away as temperatures creep up.

The simple answer is that the various grid operators, like the Boy Scouts, always strive to be prepared. They do this by maintaining power reserves, though the amounts available can vary by region. So-called “peaker” power plants can be called into service when necessary to help maintain sufficient electricity flows.

Of course, since nuclear power provides about 20 percent of the electricity used in the U.S., close tabs are kept on the status of the nation’s reactors, especially during times of peak demand. The NRC makes that information available to the public on its website each day.

Here is a handy graphic compiled by the U.S. Energy Information Administration (EIA) that provides a good summary of reserve margins for the various grid operators around the country.

As the EIA so succinctly states, “The electricity industry uses a simple strategy for maintaining reliability: always have more generating and transmission capacity available than may be required, taking into account unexpectedly high demand or the possibility of unplanned outages of generators or a major transmission line.”

The good news is the reserves are projected to be sufficient as the summer of 2013 rolls on.

In addition to the EIA, another good source of information on U.S. power reserves is the North American Electric Reliability Corp.

Dutch Safety Requirements for nuclear reactors will now be more closely aligned with international and IAEA Safety Standards.
Following a comprehensive review in April, May and June 2013, the IAEA formulated a report suggesting areas for further improvement in the new regulatory document Safety Requirements for Nuclear Reactors: Fundamental Safety Requirements, also known as the Dutch Safety Requirements (DSR).
The Government of The Netherlands requested the review.
During the review the IAEA consulted with the Ministry of Economic Affairs in The Hague, and experts from the "Gesellschaft für Anlagen- und Reaktorsicherheit", a German technical support organisation for nuclear safety that was involved in the preparation of the Dutch Safety Requirements.
Peter Hughes, Head of the IAEA Safety Assessment Section, in the Department of Nuclear Safety and Security, said, "The IAEA recognises that Dutch nuclear authorities and their collaborating agencies have made considerable effort to develop the DSR, and that the discussions between the IAEA and these organisations have been conducted in a positive way, with active, engaged participation by all involved.
