Anyone who promotes the Energiewende as Germany’s solution to climate change needs to understand that it is first being used to retire Germany’s zero-carbon nuclear fleet, and only when that has been completed will it start to squeeze fossil-based power off the grid. Germany has given nuclear retirement a higher priority than climate action, pure and simple.
To anyone not ideologically anti-nuclear power, this is a manifestly wrong-headed policy. The arguments about nuclear waste and proliferation hardly apply to existing nuclear power stations. The problems are real, but they are not worsened by continuing operation. Nor are they mitigated by early shut-down. They may be powerful arguments against building nuclear capacity in new countries, but are poor arguments in the case of Germany or Switzerland.

Innovation is not led by the private sector; it lacks the long term horizons and risk appetite to do so. Instead, the most innovative countries and regions have the state playing a very active role, not just in funding basic research or making sure markets work properly, as in limiting anti-competitive practices that can stymie new entrants. Instead, the state plays an active role along the entire value chain. One result of the wide-spread misperception that the private sectors deserves most of the credit is that businesses are able to skim a disproportionate level of the returns for themselves.

IAEA Experts to Visit Japan to Present Results of Fukushima Seawater Analysis Comparison, Take New Samples

31 October 2014 | Two IAEA marine experts will visit Japan from 4 to 7 November 2014 to report on a comparison of sea water analysis between Japanese and IAEA laboratories, as well as results from a proficiency test of 30 laboratories, including 12 from Japan. The experts also will take new samples in the coastal waters near the Fukushima Daiichi Nuclear Power Station.
The experts, David Osborn, Director of the IAEA Environment Laboratories in Monaco, and Iolanda Osvath, Head of the IAEA Radiometrics Laboratory, will take part in a news briefing at the foreign press centre in Tokyo.
The inter-laboratory comparison and the proficiency test aim to foster greater transparency and confidence in the marine monitoring results produced, and to present those results to the public in a scientifically correct and understandable way. This work is in line with advisory points on marine monitoring included in a report by the IAEA International Peer Review Mission on Mid- and Long-Term Roadmap Towards the Decommissioning of TEPCO's Fukushima Daiichi Nuclear Power Station Units 1-4, which in late 2013 reviewed Japan's efforts to plan and implement the decommissioning of the plant.
The IAEA conducts similar exercises for analytical laboratories worldwide to help improve analytical capabilities.
The foreign press centre in Tokyo will organize a news briefing at 15.00 on 4 November 2014. To participate in the news briefing, journalists should contact the foreign press centre. In addition, Japan's Nuclear Regulatory Authority (NRA) will organize photo and interview opportunities on 5 November 2014 at Hisanohama port, from where the boat will leave for sea water sampling near the Fukushima Daiichi Nuclear Power Station. When the Pilgrim nuclear power plant got a second “white” performance indicator in the same area of performance in 2014 it meant we would ratchet up our level of scrutiny until the underlying issues were resolved.
Starting Monday, that scrutiny will take the form of a team inspection at the Plymouth, Mass., facility. Eight NRC inspectors will begin performing evaluations in several key areas.
For one, they will review the evaluation done by Entergy, the plant’s owner and operator, looking at why the problems that triggered the indicator changes occurred. The team will also dig into the fixes, or corrective actions, put in place by the company to prevent the issues from happening again. They will also look at whether the issues could have affected other parts of plant operations. The timeframe for the inspection gave Pilgrim time to evaluate and fix the problems, so the NRC inspectors can make sure the corrective actions are adequate.
Another area the team will assess will be whether there were any safety culture weaknesses that caused or played a part in the performance issues. The NRC defines nuclear safety culture as values and behaviors that emphasize safety over competing goals to ensure protection of people and the environment.
Once the team’s on-site work is finished, the inspectors will brief Entergy at a high level regarding what it has found. That is followed by an inspection report issued within 45 days.
We also plan to conduct a public meeting with Entergy after the inspection is wrapped up. This meeting, which would likely occur in December or January near the plant, will provide a forum for the NRC and the company to discuss the performance issues, their underlying causes and any improvement steps.
The NRC will provide notice on the date, time and location for this session.
As a refresher on earlier developments, the Pilgrim plant’s performance indicator for Unplanned Scrams (shutdowns) with Complications crossed the threshold from “green” to “white” following the third quarter of 2013. Then, in the fourth quarter of last year, the performance indicator for Unplanned Scrams per 7,000 Hours of Operation also changed to “white,” something that occurs if a plant has more than three such shutdowns during the designated period. This placed Pilgrim in the Degraded Cornerstone Column of the Action Matrix used by the NRC to assess plant performance.
And that, in turn, requires the heightened NRC attention to be paid during the team inspection this week.

The Volga Interregional Department for Supervision of Nuclear and Radiation Safety, a specialist commission of Russian regulator Rostechnadzor, has completed its checks of information submitted as part of the licence application for building a nuclear research facility with the multi-purpose fast neutron reactor, or MBIR by its Russian acronym.
According to World Nuclear News, the Research Institute of Atomic Reactors (RIAR) submitted the application, its parent company Rosatom said yesterday.
The regulatory inspection confirmed that NIIAR is "ready for the construction of the MBIR research reactor and the information submitted to Rostechnadzor for obtaining a construction licence is accurate and consistent with the actual status" of the project.
Rospriprodnadzor, the Federal Service for Supervision of Natural Resources – which is under the jurisdiction of the Ministry of Natural Resources and Environment - approved the expert commission's conclusion to approve a construction license for MBIR.
Completion of the licensing procedure is expected next spring, Rosatom said.
The reactor complex - the International Research Centre - will be located at RIAR's site in Dimitrovgrad. The total, fully equipped cost is estimated to be $1 billion. Of that, the Russian budget has already provided $300 million, Rosatom deputy director general Vyacheslav Pershukov and MBIR project director Alexander Tuzov said at the International Atomic Energy Agency's General Conference in Vienna last month.
RIAR will be the legal owner of MBIR, performing operational and administrative functions as and when required, while the International Research Centre will be the legal entity responsible for marketing and research management.
MBIR will replace RIAR's BOR-60, which is the world's only fast research reactor in operation. Commissioned in 1969, BOR-60 is "fully contracted till the end of its lifetime in December 2020," Tuzov said. "Long-term irradiation tests in process with BOR-60 will be transferred to MBIR."
MBIR will use vibropacked mixed-oxide (VMOX) fuel, a Russian variant for MOX fuel production, in which blended (U, Pu) O2 and UO2 powders are loaded and compressed directly into the cladding tube. The VMOX for MBIR will have a plutonium content of 38%.

Top of the Agenda Ukraine and Russia Reach Gas Deal Ukrainian and Russian officials signed a natural gas deal (NYT) on Thursday that provides Russian gas deliveries to Ukraine through March 2015. The deal had been delayed for months due to Ukraine's unpaid bills and Russia's annexation of Crimea. The European Union, which led negotiations, is also a signatory of the agreement, making this the first trilateral energy agreement (EU Observer) of its kind. Funds from the EU and the International Monetary Fund will help Ukraine repay its debts. Analysis "Russia's supply lines run through Ukraine to several EU countries, and as much as 70% of its gas to the EU is carried through those pipes. So while Russia has in recent years tried to bypass Ukraine, in particular with the Nord Stream and South Stream projects, the two countries are, for now, inextricably linked," writes Paul Kirby for the BBC. "Many analysts believe Ukraine cannot get through the coming winter without cutting some kind of gas purchase deal with Russia. That question would not have arisen if Ukraine's leaders had made better decisions years ago and the country were now producing 30 BCM of gas," writes Steven Pifer in the American Interest. "[Ukraine]'s economy is heavily dependent on Russia, not only for gas but also as its largest export client. Cutting off Russia—as joining the E.U. might entail—would be a risky move. As for the infusion of Western money, it could disappear into a hole of corruption. Ukraine's admission into the E.U. seems unlikely, despite the trade deal, Poroshenko's optimism, and all the flags," writes Nicolas Niarchos in the New Yorker. Israeli nuclear weapons, 2014

Abstract

Although the Israeli government neither confirms nor denies that it possesses nuclear weapons, it is generally accepted by friend and foe alike that Israel is a nuclear-armed state—and has been so for nearly half a century. The basis for this conclusion has been strengthened significantly since our previous estimate in 2002, particularly thanks to new documents obtained by scholars under the US Freedom of Information Act and other openly available sources.¹ We conclude that many of the public claims about the size of the Israeli nuclear arsenal are exaggerated. We estimate that Israel has a stockpile of approximately 80 nuclear warheads for delivery by two dozen missiles, a couple of squadrons of aircraft, and perhaps a small number of sea-launched cruise missiles.
