ABSTRACT
In
2013, China’s president, Xi Jinping, launched a massive reclamation and
construction campaign on seven reefs in the Spratly Islands in the
South China Sea. Beijing insisted that its actions were responsible and
in accord with international law, but foreign critics questioned Xi’s
real intentions. Recently available internal documents involving China’s
leader reveal his views about war, the importance of oceans in
protecting and rejuvenating the nation, and the motives underlying his
moves in the South China Sea. Central to those motives is China’s
rivalry with the United States and the grand strategy needed to
determine its outcome. To this end, Xi created five externally oriented
and proactive military theater commands, one of which would protect
newly built assets in the South China Sea and the sea lanes – sometimes
referred to as the Maritime Silk Road – that pass through this sea to
Eurasia and beyond. Simultaneously, China’s actions in the Spratlys
complicated and worsened the US-China rivalry, and security communities
in both countries recognized that these actions could erupt into armed
crises – despite decades of engagement to prevent them. A permanent
problem-solving mechanism may allow the two countries to move toward a
positive shared future.

resolve to use it. But new technology is empowering navies to peer
underneath the sea, finding deep-running submarines more effectively
than ever before. This calls into question the invulnerability of
nuclear-powered ballistic-missile submarines, the most invulnerable
retaliatory asset there is. This article explores the dynamics shaping
undersea nuclear deterrence in the second nuclear age and ventures some
speculation about how submarine combat may unfold in the coming decades.

ABSTRACT
The
modernization of China’s land-based nuclear-capable missile force has
progressed significantly over the past year, with Beijing fielding a new
version of an existing nuclear missile and a new dual-capable missile.
The country has also reorganized its nuclear missile command structure.
The authors estimate that, in total, China has a stockpile of
approximately 260 nuclear warheads for delivery by nearly 150 land-based
ballistic missiles, 48 sea-based ballistic missiles, and bombers. The
Chinese intercontinental ballistic missile (ICBM) force will probably
continue to grow slowly, such that the number of ICBM warheads primarily
targeted against the United States may exceed 100 a decade from now.
Although there is no sign that the Chinese government has officially
diverted from its no-first-use nuclear policy, its modernization program
is adding significant new capabilities. These qualitative improvements
may in turn alter Chinese nuclear policy and strategy.

Steam generators are also referred as heat exchangers used to convert

heat between the two loops from primary loop to the secondary loop
attached to the generator. Nuclear steam generator which is attached
between the primary and secondary loop generate electricity from the
nuclear plant. Water flowing between the primary and secondary loops
never mixes with each other. Materials which are used to manufacture
turbine and piping system of a nuclear steam generator have special
features to withstand heat and radiation of the reactor. Normal nuclear plant steam generator take the dimension up to 70 feet (approximately 21 meter) in length and around 800 tons in weight.

November 2015 video broadcast of a high-level meeting of Russian
military and defense industry officials gave viewers a peek at Russia’s
ostensive plans for Status-6, an underwater nuclear drone to be armed
with a high-yield thermonuclear warhead capable of radioactively
contaminating vast coastal areas. The author’s analysis is that the
video was staged to send an intimidating message to the West, and that
the drone itself does not fit the Russian pattern of maintaining
absolute, centralized control over nuclear weapons delivery.
Nevertheless, the author considers the leaked video to be cause for
concern, because it demonstrates a growing Russian willingness to make
nuclear threats as a means to achieving political ends.

ABSTRACT
Following
the November 2015 “leak” of a classified slide purporting to show a
Russian nuclear-armed and nuclear-powered drone intended to create
long-lasting “zones of extensive radiological contamination,” both
Russian and Western observers have suggested that Moscow may be
developing a cobalt bomb. This conjectural device, which served as the
basis of the “doomsday machine” in the classic 1964 film Dr. Strangelove,
would employ radioactive cobalt to create unusually intense long-lived
fallout. This article reviews the history and science of the cobalt bomb
to assess the likelihood that Russia is developing such a weapon. It
argues that while the lethality of the cobalt bomb compares unfavorably
to that of “conventional” thermonuclear weapons, it might actually be a
preferred means of creating long-lasting radioactive contamination
because it could force an adversary to abandon territory while
minimizing the number of immediate fatalities. But exploiting this
principle in practice would be forbiddingly difficult because of the
difficulty of predicting the ultimate distribution of the radioactive
contamination, particularly for an underwater detonation like that
envisioned for the “Status-6” drone seen in the Russian slide. While the
underwater detonation of a massive cobalt or “conventional” nuclear
weapon might create zones of long-lasting contamination, Russian
decision makers would have little confidence that these areas would be
in the intended locations, undermining the strategic case for such
attacks. These findings suggest that the Kremlin is not pursuing
radiological “doomsday bombs,” even though the nuclear-powered drone on
the slide seems to be a real research project.

ABSTRACT
In
2013, China’s president, Xi Jinping, launched a massive reclamation and
construction campaign on seven reefs in the Spratly Islands in the
South China Sea. Beijing insisted that its actions were responsible and
in accord with international law, but foreign critics questioned Xi’s
real intentions. Recently available internal documents involving China’s
leader reveal his views about war, the importance of oceans in
protecting and rejuvenating the nation, and the motives underlying his
moves in the South China Sea. Central to those motives is China’s
rivalry with the United States and the grand strategy needed to
determine its outcome. To this end, Xi created five externally oriented
and proactive military theater commands, one of which would protect
newly built assets in the South China Sea and the sea lanes – sometimes
referred to as the Maritime Silk Road – that pass through this sea to
Eurasia and beyond. Simultaneously, China’s actions in the Spratlys
complicated and worsened the US-China rivalry, and security communities
in both countries recognized that these actions could erupt into armed
crises – despite decades of engagement to prevent them. A permanent
problem-solving mechanism may allow the two countries to move toward a
positive shared future.

In order to deter adversaries, a nuclear-armed power must deploy an invulnerable second-strike force; its leadership must display the willingness to use that force under certain well-defined circumstances; and it must make believers out of the prospective foes it hopes to deter, convincing them that its capability is real, and it has the resolve to use it. But new technology is empowering navies to peer underneath the sea, finding deep-running submarines more effectively than ever before. This calls into question the invulnerability of nuclear-powered ballistic-missile submarines, the most invulnerable retaliatory asset there is. Energy Department Announces Plans to FundRadiochemistry Traineeships at University
The
U.S. faces a growing demand for scientists trained and educated in
radiochemistry, the chemical study of radioactive elements. With that in
mind, the Energy Department's offices of Nuclear Energy (NE) and Environmental Management (EM) are co-funding a new traineeship program in radiochemistry at Washington State University
(WSU) in Pullman. The five-year cooperative agreement will train
graduate students in disciplines aligned with the Department's science,
technology, engineering and mathematics (STEM) workforce needs in
radiochemistry.
Much of radiochemistry deals with the use of radioactivity to study
ordinary chemical reactions. The Department has mission-critical
workforce needs in the area of radiochemistry in NE and EM, and will
need radiochemistry expertise for decades to come to support the
nation’s energy and security interests. Traineeship programs like this
also will help the U.S. maintain global leadership in the next
generation of safe nuclear energy.
WSU was chosen following a rigorous, competitive process. This award,
valued at up to $3 million, will support training for the next
generation of STEM professionals who will accomplish complex scientific
and technical work at the lead university, collaborating national
laboratories and other universities.
Once established, the WSU Radiochemistry Traineeship will
significantly advance the Department's program objectives by employing
its well-established Radiochemistry Institute for graduate students as
well as an established radiochemistry program. In addition to its own
personnel, WSU is partnering with the Colorado School of Mines and three national laboratories — the Idaho, Pacific Northwest, and Lawrence Livermore national laboratories.
