United Nations -- Director General Yukiya Amano addressed the United Nations General Assembly today and spoke about developments and milestones reached over the past year in the IAEA’s efforts to improve the lives of people around the world through the use of nuclear science and technology.
In his annual statement to the world body, he highlighted the IAEA’s work to support sustainable development by transferring knowledge and expertise in areas such as energy, food and agriculture, industry, water management and health.
“Delivering concrete results in everything to do with Atoms for Peace and Development will remain my focus in the coming years,” Mr Amano told the 72nd regular session of the General Assembly.
He singled out important achievements, including progress in the extensive modernisation of the IAEA’s eight nuclear application laboratories outside Vienna.
“This is one of the most important projects ever undertaken by the Agency, with investment likely to total around 60 million euros,” Mr Amano said. “When completed in a few years’ time, the expanded laboratory complex will greatly increase our capabilities as a technology holder, to the benefit of all 168 IAEA Member States.” 
As part of the project, a new Insect Pest Control Laboratory was inaugurated in September to help countries to use nuclear techniques to control pests such as mosquitoes, tsetse flies and fruit flies that spread disease and damage crops.
Turning to energy, he said nuclear power was likely to make a growing contribution to sustainable development in the coming decades. As this energy form produces virtually no greenhouse gas emissions during operation, he said increased use of nuclear power – and of renewables – will help countries to achieve their climate change goals. He also highlighted the IAEA Ministerial Conference on Nuclear Power in the 21st Century that took place in Abu Dhabi 10 days ago.
On the IAEA’s work to prevent the spread of nuclear weapons, the Director General said 182 countries now have safeguards agreements. Of those, one hundred and thirty countries have additional protocols in force, giving the IAEA wider access to information and locations. “I encourage all countries to implement the additional protocol,” he said.
He updated the General Assembly on the IAEA’s verification and monitoring of Iran’s implementation of its nuclear-related commitments under the Joint Comprehensive Plan of Action, which was agreed in 2015.
“The nuclear-related commitments undertaken by Iran under the JCPOA are being implemented,” Mr Amano said. “Iran is now subject to the world’s most robust nuclear verification regime.”
He expressed serious concern, however, about the nuclear programme of the Democratic People's Republic of Korea (DPRK) and called its nuclear test in September – its sixth and largest – extremely regrettable. He urged the DPRK to comply fully with its obligations under all relevant resolutions of the United Nations Security Council and the IAEA.
The IAEA is working to maintain readiness to return its inspectors – who had to leave in 2009 – to the country when political developments make this possible, he added.
While nuclear safety and security are national responsibilities, the IAEA plays a vital role in enabling countries to share experiences and best practices. On safety, Mr Amano said lessons from the Fukushima Daiichi accident in 2011 had now been incorporated into all IAEA nuclear safety requirements, ensuring that they become part of global safety practice. “Safety must always come first,” he said.
The IAEA is also expanding assistance aimed at helping to minimize the risk of nuclear and other radioactive material being used in a malicious way, Mr Amano said.
Mr Amano – who in June became an International Gender Champion as part of a leadership network to break down gender barriers – said the IAEA had significantly increased the proportion of women in the professional and higher staff categories to 29.4%, its highest level ever.
“But we can and must do better,” he said. “I made a commitment to increase the proportion of women at very senior level in the Agency.”

The goal of limiting the global temperature increase to well below 2˚C requires new climate policies, investment incentives, and a massive adoption of low carbon energy technologies, including nuclear power, participants at an IAEA side event to the Bonn Climate Change Conference heard yesterday.
“As we look at the future of nuclear power and the issue of climate change, it is worth taking a moment to lay out a roadmap showing how nuclear energy innovations can support our Member States with their national climate action plans,” said Mikhail Chudakov, IAEA Deputy Director General and Head of the Department of Nuclear Energy, in his video message to the event.
At the two-week-long 23rd Conference of Parties (COP23) to the United Nations Framework Convention on Climate Change (UNFCCC), the IAEA is leading three side events on energy policy, sustainable development, nuclear power and climate change.
“Existing nuclear power plants account for a third of the low carbon energy produced globally,” Chudakov said. “To meet the targets set out in the Paris Agreement, we need to substantially increase nuclear power capacity by 2050 and beyond.”
Under the Paris Agreement on Climate Change, all Parties submit their planned actions to reduce greenhouse gas emissions, known as Nationally Determined Contributions (NDCs). Starting from 2020, governments will submit updates to their NDCs every five years to the UNFCCC with increasingly ambitious climate actions to achieve the Paris Agreement goals.
At the side event on ‘Connecting Roadmaps for Innovation in Nuclear Energy to the NDC Timeline’, senior representatives from the industry discussed how advanced nuclear energy technologies can help achieve a low carbon future. Panellists outlined options to incorporate innovative nuclear power technologies into climate action plans and NDC timelines.

“Enhanced Accident Tolerant Fuels are revolutionary concepts of the next generation to be deployed within the next decade,” said Elmar Schweitzer, AREVA’s senior expert on Materials and Thermal-Mechanics.
There are a number of other advanced nuclear power technologies such as accident High Temperature Reactors, Small Modular Reactors (SMRs), non-electric nuclear applications and innovative nuclear systems with great potential for enhanced competiveness and sustainability. With this knowledge, Member States may choose to include new nuclear technologies in the updates of their NDCs, participants at the session heard.
Through various activities, the IAEA helps Member States use nuclear technologies to mitigate climate change and achieve other Sustainable Development Goals. These include supporting energy planning and infrastructure development with training and guidance, providing information on innovative nuclear power technologies such as advanced reactor designs and innovative fuels, as well as new applications.
In parallel to the main sessions at COP23, the IAEA serves as the focal point for the United Nations exhibit on Energy, Industry, Innovation and Infrastructure. Located in the One UN Exhibit Area, the exhibition showcases the IAEA’s latest publications and integrated approach in nuclear science and technology that can help address climate change.

Trump's association, of course, poisons any possible credibility to
Binney's claims, and the Intercept article raises real  issue's with
Binney's assertions.  However, the circumstances of Crowdstrike's
original "explanation" without their also providing
the basic data and access to any third party, and Crowdstrike's various
dubious associations make the "Russia did the hacking" conventional
wisdom extremely problematic, even if it is accepted truth throughout
the mainstream.  The whole matter still needs
an investigation by a competent and objective authority, if such a
thing can be found.  Mueller?  The FBI?  Somewhere else?

Energy Department Announces New Funding Opportunity for Innovative Small Modular Reactors

WASHINGTON – As part of the Obama Administration’s all-of-the-above energy strategy to speed the transition to more sustainable sources of energy, the Energy Department today issued a new funding opportunity announcement to help U.S. industry design and certify innovative small modular nuclear reactors (SMRs). Building off the cost-share agreement announced in November 2012, this follow-on solicitation is open to other companies and manufacturers and is focused on furthering small modular reactor efficiency, operations and design.
“As President Obama said in the State of the Union, the Administration is committed to speeding the transition to more sustainable sources of energy. Innovative energy technologies, including small modular reactors, will help provide low-carbon energy to American homes and businesses, while giving our nation a key competitive edge in the global clean energy race,” said Energy Secretary Steven Chu. “The funding opportunity announced today is focused on bringing innovative small modular reactors to market, creating new jobs and businesses in the United States.”
The Energy Department will solicit proposals for cost-shared small modular reactor projects that have the potential to be licensed by the Nuclear Regulatory Commission and achieve commercial operation around 2025, while offering innovative and effective solutions for enhanced safety, operations and performance. Selected projects will span a five-year period with at least 50 percent provided by private industry. Subject to congressional appropriations, federal funding for this solicitation and the project announced last year will be derived from the total $452 million identified for the Department’s Small Modular Reactor Licensing Technical Support program.
Small modular reactors – which are approximately one-third the size of current nuclear power plants – have compact, scalable designs that are expected to offer a host of safety, construction and economic benefits. The Energy Department is seeking 300 megawatts or smaller reactor designs that can be made in factories and transported to sites where they would be ready to “plug and play” upon arrival. The smaller size reduces both capital costs and construction times and also makes these reactors ideal for small electric grids and for locations that cannot support large reactors.  
Today’s funding opportunity announcement follows the Energy Department’s cost-share agreement announced last year to accelerate commercialization of a small modular reactor design that targets a 2022 deployment date. Under that agreement, the Department will share costs on the design, certification and licensing of the B&W mPower small modular reactor design, with B&W providing at least 50 percent of the total cost.  The Tennessee Valley Authority plans to deploy two 180 megawatt small modular reactor units for commercial operation in Roane County, Tennessee, by 2021, with as many as six mPower units at that site.

ITER Corrects False and Misleading Statements

One month ago, New Energy Times published an investigation about the International Thermonuclear Experimental Reactor (ITER). The ITER project, under construction in southern France, is the largest and most expensive science experiment on Earth today. Its cost is second only to that of the International Space Station.

New Energy Times revealed how managers of the ITER project have, for years, been using false and misleading language to deceive the public and legislators about the promised performance of the ITER fusion reactor. The project managers had claimed that, when complete, the fusion reactor would produce 500 megawatts of net power. In fact, according to its design, it won't produce any net power. At a price tag of $22 billion, it is a hoax of nuclear proportion.

Yesterday, New Energy Times reported that the ITER organization, without making any announcement, had corrected most of the false and misleading statements on its Web site. There are repercussions not only for ITER, but every nuclear fusion research project in the world.
