The beginning of construction at Bangladesh’s first nuclear power reactor on 30 November 2017 marked a significant milestone in the decade-long process to bring the benefits of nuclear energy to the world’s eighth most populous country. The IAEA has been supporting Bangladesh on its way to becoming the third ‘newcomer’ country to nuclear power in 30 years, following the United Arab Emirates in 2012 and Belarus in 2013.
Bangladesh is in the process of implementing an ambitious, multifaceted development programme to become a middle-income country by 2021 and a developed country by 2041. Vastly increased electricity production, with the goal of connecting 2.7 million more homes to the grid by 2021, is a cornerstone of this push for development, and nuclear energy will play a key role in this area, said Mohammad Shawkat Akbar, Managing Director of Nuclear Power Plant Company Bangladesh Limited. Bangladesh is also working to diversify its energy supply to enhance energy security, reduce its dependence on imports and on its limited domestic resources, he added.
Bangladesh is introducing nuclear energy as a safe, environmentally friendly and economically viable source of electricity generation.

“Bangladesh is introducing nuclear energy as a safe, environmentally friendly and economically viable source of electricity generation,” said Akbar.  The plant in Rooppur, 160 kilometres north-west of Dhaka, will consist of two units, with a combined power capacity of 2400 MW(e). It is being built by a subsidiary of Russia’s State Atomic Energy Corporation ROSATOM. The first unit is scheduled to come online in 2023 and the second in 2024.  “This project will enhance the development of the social, economic, scientific and technological potential of the country,” Akbar said.
The country’s goal of increased electricity production via nuclear energy will soon be a reality, Akbar said. “For 60 years, Bangladesh has had a dream of building its own nuclear power plant. The Rooppur Nuclear Power Plant will provide not only a stable baseload of electricity, but it will enhance our knowledge and allow us to increase our economic efficiency.”
Milestones for nuclear
Bangladesh is among around 30 countries that are considering, planning or starting the introduction of nuclear power. The IAEA assists them in developing their programmes through the Milestones Approach — a methodology that provides guidance on working towards the establishment of nuclear power in a newcomer country, including the associated infrastructure. It focuses on pointing out gaps, if any, in countries’ progress towards the introduction of nuclear power.
The IAEA has been supporting Bangladesh in developing its nuclear power infrastructure, including in establishing a regulatory framework and developing a radioactive waste-management system. This support has been delivered under the IAEA technical cooperation programme and is partially funded through the Peaceful Uses Initiative.
Nuclear infrastructure is multifaceted, containing governmental, legal, regulatory and managerial components, in addition to the physical infrastructure. The Milestones Approach consists of three phases, with a milestone to be reached at the end of each.
The first phase involves considerations before a decision is taken to start a nuclear power programme and concludes with the official commitment to the programme. The second phase entails preparatory work for the contracting and construction of a nuclear power plant, ending with the commencement of bids or contract negotiations for the construction. The final phase includes activities to implement the nuclear power plant, such as the final investment decision, contracting and construction. The duration of these phases varies by country, but they typically take between 10 and 15 years.
“The IAEA Milestones Approach is a guiding document and the Integrated Work Plan (IWP) is the important means of bringing all of the stakeholders in Bangladesh together to ensure the fulfilment of all safety, security, and safeguards requirements of the Rooppur NPP project,” said Akbar. “This IWP enabled Bangladesh to develop a holistic approach to implementing IAEA guidance as well as cooperating with national stakeholders and other bilateral partners towards the development of a national nuclear power programme.”

INIR Mission
The Integrated Nuclear Infrastructure Review (INIR) is a holistic peer review to assist Member States in assessing the status of their national infrastructure for introducing nuclear power. The IAEA completed its first INIR mission to Bangladesh in November 2011, making recommendations on how to develop a plan to establish the nuclear infrastructure. Nearly five years later, in May 2016, a follow-up mission was conducted, which noted the progress made — Bangladesh had established a nuclear regulatory body, had chosen a site for the power plant and had completed site characterization and environmental impact assessment.
“The IAEA and other bodies, including those from experienced countries, can and do provide support, but the responsibility for safety and security will lie with the Government,” said Dohee Hahn, Director of the IAEA’s Division of Nuclear Power, at the ceremony for the pouring of the first nuclear safety-related concrete at Rooppur on 30 November 2017. “The IAEA stands ready to continue supporting Bangladesh in developing a safe, secure, peaceful and sustainable nuclear power programme.”

IAEA Director General met President Giorgi Margvelashvili of Georgia this week, following the country’s deposit, on 10 April, of its Instrument of Accession to the Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency.
“I welcome Georgia’s adherence to this important treaty, and contribution to nuclear safety globally,” Mr Amano said.
Adopted after the Chernobyl nuclear plant accident, the Convention sets out an international framework for co-operation among States Parties and with the IAEA to facilitate prompt assistance and support in the event of nuclear accidents or radiological emergencies. So far, the Convention has 116 Parties.
Mr Amano also met Levan Davitashvili, Minister of Environmental Protection and Agriculture, and Vasil Gedevanishvili, Head of the Agency of Nuclear and Radiation Safety (ANRS), which is responsible for regulatory oversight in the country.
Georgia uses radioactive sources in medicine and industry and operates radioactive waste management facilities. With the support of the IAEA, it has decommissioned its only research reactor, an IRT-type at the State University of Tbilisi. The IAEA is also helping the country establish a laboratory that will provide environmental monitoring services using nuclear technologies.
Georgia’s authorities are exploring different options for radioactive waste disposal, in particular a central waste treatment and storage facility. In recent years, the Government and ANRS, with assistance from the IAEA, introduced new safety regulations and increased the number of regulatory inspections.
To assess the regulatory safety framework in the country, an IAEA Integrated Regulatory Review Service (IRRS) team concluded a 10-day mission to the country in February this year. The team found that Georgia had made significant progress in strengthening its regulatory framework for nuclear and radiation safety. It also pointed to challenges ahead as Georgia seeks to achieve further progress.
These challenges include the need to develop competencies for safety professionals, separate the roles of the regulatory body and the operator of radioactive waste facilities, and define a plan for radioactive waste disposal.
IRRS missions are designed to strengthen the effectiveness of the national safety regulatory infrastructure, while recognizing the responsibility of each State to ensure nuclear and radiation safety.
Over the years, the IAEA has been supporting Georgia through its technical cooperation programme in other areas as well, including nuclear medicine, cancer treatment, non-destructive testing and water resource management. A new field they are tapping into is the rapid detection of animal diseases with the use of molecular diagnostic tools. Mr Amano’s visit coincides with the first regional technical cooperation project meeting on this topic in Tbilisi.

Future Challenges and Opportunities in Maintenance Training for Nuclear Facilities Highlighted at IAEA Meeting

Training and developing the workforce responsible for surveillance, repair and service activities in nuclear power plants is crucial for a plant’s safe, reliable and efficient operation. To ensure that the workforce responsible for maintenance work is highly qualified, operating facilities in Member States are running a variety of maintenance training programmes. These programmes, and how innovative technologies offer new opportunities in training maintenance staff, were discussed at an IAEA technical meeting last week.
Some 50 representatives from 16 operating and embarking countries attended the Technical Meeting on Maintenance Training: Future Challenges and Opportunities, hosted by the Rosatom Technical Academy, in Obninsk, the Russian Federation, on 10–13 April 2018.

They were managers, training experts and human resource development specialists, who addressed topics such as measurement and evaluation of effective maintenance training, how to ensure the competence of maintenance personnel and contractors at nuclear power plants, and the impact of digital technologies on maintenance training. They also shared experiences on establishing and running maintenance training centres. The discussions and presentations emphasized that maintenance training in all Member States focuses on a safety culture using different human performance tools, for example pre- and post-job briefings.
“Training programmes for maintenance personnel need to ensure that all activities are performed safely and in accordance with the operating facility’s procedures and policies,” said Pal Vincze, Head of the IAEA Nuclear Power Engineering Section.
Digital technologies
Digital technologies, such as virtual reality (VR) or augmented reality (AR), 360-degree videos, 3D models, process simulators, holograms and e-learning offer new opportunities in maintenance training, participants heard.
“Digital technologies can help create a new realistic experience,” explained Lotta Halt, IAEA Scientific Secretary of the meeting. “They can be used, for example, in pre-job briefings, to better plan, understand and optimize maintenance work or in testing equipment in advance.”
Some participants demonstrated how digital technologies can be adapted to support maintenance, outages and operator training. For example, Fortum Oy, the operator of the Loviisa nuclear power plant in Finland, combines a VR control room, field operation simulators and 360-degree videos with traditional training for different categories of maintenance personnel at the nuclear power plant.
“I have learned that at the Loviisa nuclear power plant, they have a digitalization coordinator, which is a good example for how a company can succeed with digitalization,” said Erika Löfqvist from the Oskarshamn nuclear power plant in Sweden.
Jana Beerova, from the Dukovany nuclear power plant in the Czech Republic, added: “We see our future progress in digital technology, especially 3D cameras, to be used in contractor training.”
However, participants also recognized that the cost for most digital technologies is high. Another challenge is that in some cases, maintenance staff is not yet accepting these technologies as a real, practical training. IT and commercial security issues may also pose challenges.
Maintenance training centres
Many Member States have maintenance training centres to develop the necessary competences of the workforce with mock-up equipment, such as valves, pumps, lifting and rigging. For example, KSU, the Swedish nuclear training and safety centre, uses the shutdown Barsebäck nuclear power plant as a full scope training centre, offering a real environment. The Novovorenezh nuclear power plant in the Russian Federation has a modern technology based maintenance training centre including both practical and digital training tools, such as VR simulator equipment and control systems as well as different training simulators.
The meeting also addressed how the experienced and young generations can support each other through mentoring, coaching, on-the-job training and other methods to assure knowledge transfer.
Systematic Approach to Training (SAT)
Several nuclear facilities run maintenance training programmes based on SAT, which covers all phases of the nuclear power plant life cycle: commissioning, operation, plant life extension and decommissioning. SAT includes 5 steps: analysing the training needs, designing the training programme, developing appropriate training materials, implementing the training and evaluating the outcome.
“Many Member States find the evaluation part of SAT a challenge,” added Lotta Halt. “Clear performance indicators are needed to evaluate the training outcome. Then the expected return on investment can be assessed in terms of improved safety and plant performance, as well as justify financial investment in training.”
For nuclear newcomer countries it is important to understand that maintenance training already starts with the construction of a nuclear power plant. Belarus, which is building its first nuclear power plant at the Ostrovets site, is in the phase of recruiting its future workforce. “We are now purchasing simulators and mock-up equipment that will support our maintenance training efforts,” said Maksim Aksianovic from the Republican Unitary Enterprise ‘Belarusian Nuclear Power Plant’.
