Cincinnati -- The U.S.
Department of Energy (DOE) today issued a Final Request for Proposal
(RFP) for the Central Plateau Cleanup Contract (CPCC) at the Hanford
Site. DOE invites proposals to perform services to achieve measurable
results towards end state completion of the DOE-Office of Environmental
Management mission at the Hanford Site by accomplishing the maximum
amount of environmental cleanup within the 10-year ordering period and
at the best value to the U.S. taxpayer. The total estimated value of the
Master IDIQ contract is up to approximately $10 billion over a 10-year
ordering period. The current Plateau Remediation Contract (PRC) at
Hanford is held by CH2M HILL Plateau Remediation Company and will expire
on September 30, 2019.
DOE anticipates the contract will be an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract under which Firm-Fixed-Price (FFP) and/or Cost Reimbursement (CR) task orders may be issued. The preference under the Contract will be for the issuance of Cost-Plus-Incentive-Fee (CPIF) and FFP task orders. The Final RFP provides for full and open competition and includes requirements for meaningful work to be performed by small businesses.
The CPCC contractor selected will provide services for the transition from the current PRC to the CPCC; management of site safe and compliant base operations for the Department of Energy Richland (DOE-RL) cleanup facilities; Deactivation, Decommissioning, Decontamination, and Demolition (D4) of facilities and remediation of waste sites; management of transuranic (TRU) waste; preparation of Resource Conversation and Recovery Act (RCRA)/Comprehensive Environmental Response Compensation, and Liability Act (CERCLA) decision documents to support cleanup actions associated with the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) (TPA); and business core functions to support these efforts.
