France Confirms Closure Of Unit 1 This Month, Unit 2 In June :: The Independent Global Nuclear News Agency: The Fessenheim-1 nuclear power plant in France will be permanently shut down as scheduled on 22 February followed by Fessenheim-2 in June, French prime minister Edouard Philippe confirmed on Wednesday.

Fessenheim-1 and -2 are both 880-MW pressurised water reactor units which began commercial operation in 1978. This makes them the oldest reactor units still operational in the French nuclear fleet.

In September French state-controlled utility EDF submitted an application to the national nuclear regulator ASN and the French government for the permanent shutdown of the two-unit Fessenheim station near Colmar in northeast France.

Look for WINS at the IAEA International Conference on Nuclear Security

WINS is excited for a very active programme during the upcoming International Conference on Nuclear Security: Sustaining and Strengthening Efforts (ICONS). Convened by the IAEA from 10 to 14 February 2020, the event is open to all 171 Member States of the IAEA to discuss the future of nuclear security.
WINS has an exhibition space near the main entrance to the Rotunda of the Vienna International Centre. We invite conference participants to visit, speak with WINS staff and receive information on all of our programmes. A special feature of the exhibit will be the promotion of our new, standalone WINS Academy course on Radioactive Source Security Management.
In addition, WINS staff will be active in the technical programme throughout the week. WINS Executive Director Dr Roger Howsley will be sharing the outcome of the cross-sector benchmarking study comparing the aviation and nuclear sectors’ approaches to security. Rhonda Evans will speak about nuclear security capacity building, and Dan Johnson will make an interactive content presentation on WINS’ programme in support of nuclear security training and support centres. WINS will also host a lunchtime side event on Gender and Nuclear Security in collaboration with the Nuclear Threat Initiative and the World Nuclear Association from 12:30-14:00 on Thursday, 13 February 2020.

COMING SOON: The State of Nuclear Security in 2020 Survey Results

WINS will be releasing the results of the State of Nuclear Security 2020: A WINS Global Security Attitude Survey in February. This is the largest-ever survey conducted to examine the opinions of professionals about civil nuclear security. A total of 730 nuclear security practitioners in 98 countries completed the survey, sharing their perspectives on a range of nuclear security issues ranging from the current state of security to their priorities for the future and predictions about significant security incidents.
We would like to extend special thanks to WINS members, who made up 85% of the respondents, including WINS Academy Alumni, who contributed more than a fifth of responses to the survey.
Three respondents were chosen randomly from the full survey data set and offered one of two prizes: either free enrolment in a WINS Academy Professional Development Course, or an expenses-paid invitation to attend a WINS event in 2020. We are delighted to announce the winners:

Nuclear Security Takes Centre Stage

WINS will be hosting a new theatre production in Vienna on 12 February 2020, during the week of the 3rd IAEA International Conference on Nuclear Security.
This production, titled “Pay Up or Melt Down”, centres on a cyber-crisis at the fictional Sweetwater Nuclear Power Plant. The event is designed to allow the audience to experience the power of theatre to challenge thinking and stimulate action. Sponsored by the government of Canada and performed by AKT Productions (London), the show will explore misconceptions about cybersecurity and the importance of effective oversight by senior management. WINS Welcomes IAEA Director General’s Pledge to Expand Nuclear Security Support

WINS welcomes IAEA Director General Rafael Mariano Grossi’s pledge to utilise the current momentum to strengthen international cooperation in nuclear security.
The Director General made the remarks at an event convened by the Vienna Centre for Disarmament and Non-Proliferation in the run-up to the International Conference on Nuclear Security (ICONS) with the theme Building Bridges and Facilitating Consensus for a Successful ICONS 2020.

Director General Grossi said he expected Member States to highlight their political commitment to nuclear security at the conference. “Our job is to ensure that those political commitments are realised. I will work to expand our support to all Agency Member States. This will be a priority for me as Director General,” he said.

In particular WINS welcomes the Director General’s desire to strengthen the international norms that support nuclear security with a view to these reaching the same maturity level as those norms that support nuclear safety.

WINS conducted an international workshop on Countering Violent Extremism and the Insider Threat in the Nuclear Sector in London from 3 to 5 December 2019. This event provided participants with the opportunity to better understand the threat of violent extremism and reviewed the key elements of a comprehensive insider threat mitigation programme. NOW AVAILABLE: WINS Academy Module Online Knowledge Tests

We have developed module tests to help Academy learners prepare for the formal exam at a Pearson VUE centre. These self-tests will be available to online learners via their WINS Member Dashboard once they have completed all the unit knowledge checks. The module tests for most Academy modules were published in December, with the module tests for Nuclear Security Governance and Transport Security Management coming in 2020.

WINS Marks Anniversary of INFCIRC 901 with Panel on Gender Parity

WINS and the Permanent Mission of Canada co-hosted a panel discussion on the links between gender parity and demonstrable competence in honour of the third anniversary of Information Circular 901 at the Vienna Centre for Non-Proliferation and Disarmament.
The panel, presented by VCDNP Executive Director Elena Sokova, was composed of Canadian Ambassador Her Excellency Ms Heidi Hulan, Norwegian Ambassador Her Excellency Ms Kjersti Andersen and WINS Executive Director Dr Roger Howsley.
“The human factor is a key way we have to improve nuclear security,” Ambassador Hulan said, adding that certified training is an important step in promoting security culture. She also pointed out that certification boosts participants’ confidence and promotion prospects, which is especially relevant for women.
