The Environmental Protection Agency's increasing efforts to regulate greenhouse-gas emissions from industrial facilities starting next year are not being welcomed by some states. Texas and Arizona are fighting the EPA's plan to force states to submit to federal regulations, while other states are concerned that the agency might be rushing to enforce its rules without giving adequate guidance to state regulators.
