Ninety-seven of the country's 104 commercial nuclear facilities are operating in the two highest safety categories, according to the Nuclear Regulatory Commission. The agency employs five levels in measuring performance that ranges from "meeting all safety cornerstone objectives" to "unacceptable performance."
