Why feds filing toxic exposure claims are having a hard time: The Energy Employees Occupational Illness Compensation Program was passed into law in 2000 to provide medical and financial compensation to federal employees and contractors who had taken part in Department of Energy development of nuclear weapons and later became ill because of exposure to toxic substances.
