While federal debt rises, TVA cuts its borrowings | Times Free Press: While Congress this week raised the federal debt ceiling to avoid a default on the growing federal debt, the government's biggest utility said Friday it is cutting its debt more rapidly than planned under its long-term debt reduction strategy and may be able to avoid any increase in power rates next year as a result.
