Diplomacy: ExtendedOn November 24th, Secretary of State John Kerry stepped to the podium in Vienna to report that negotiations have brought the parties very close to achieving a comprehensive deal to prevent a nuclear-armed Iran, but that more time was needed. The Center for Arms Control and Non-Proliferation released a statement praising the progress made by our negotiators, and urging Congress to stand this one out. The Bulldozers in CongressAs soon as news of the extension hit, a few of the likely suspects in Congress began calling for yet more sanctions on Iran—which would effectively scuttle the negotiations. How Low Can We Go?The current U.S. stockpile of 5,000 nuclear weapons is an improvement compared to the 30,000 we once maintained during the Cold War. But in reality, our nuclear force is still significantly higher than what is needed for deterrence, and much more costly than what we can afford. In a recent article published in the National Interest, Center Chair Lt. Gen. Robert Gard and Scoville Fellow Greg Terryn make a convincing case for adopting a minimal deterrence strategy in order to save big both in terms of risk and in budget. [12/1]

Climbing the Ladder toward Nuclear SecurityYesterday, Undersecretary for Arms Control and International Security Rose Gottemoeller took the stage in Prague—the same place where in 2009, President Obama announced his pledge for a nuclear-weapons free world—to announce a new disarmament project. How to Save $160 BillionEach year, the Congressional Budget Office details the areas of potential savings in the federal budget. For the Fiscal Year 2015 budget, the CBO has pointed to six specific areas within the Department of Defense, the savings of which—if adopted—would total over $160 billion over a ten year period. Across a gargantuan Pentagon budget, six items doesn’t seem like much to cut, but $160 billion is really no chump change: in fact, it’s $30 billion more than the Department of Education’s budget this year. Why Hasn’t the IAEA Followed Up Iran’s Inspection Offer?

When Iran offered last month to allow the International Atomic Energy Agency (IAEA) to visit the Marivan region near the border with Iraq, the IAEA might have been expected to respond with alacrity to the opportunity.
The IAEA had been complaining for months that Iran had not provided the information and access required to “clarify” allegations of nuclear weapons-related experiments. But the immediate IAEA response to the Iranian offer, as well as the previous history of the Marivan issue, suggest that the nuclear agency is less than eager to take advantage of it. That reason appears to be because the Agency’s source for the alleged experiments failed to identify the site where the alleged experiments were supposed to have been conducted.

The Agency’s November 2011 report asserted that “information” provided by a “Member State” indicated that Iran had carried out “large scale high explosive experiments” in “the region of Marivan” using a technique for initiating an explosive charge found in “some known nuclear explosive devices.”
In a significant development in the IAEA-Iran process for resolving the “possible military dimensions” (PMD) issue however, Iran’s Permanent Representative to the IAEA, Reza Najafi, told the Board of Governors during its quarterly conference November 21 that Iran was ready to give the IAEA “one managed access” to the western Marivan region to “prove” that the allegations of nuclear weapons experiments were “wrong and baseless.” He said such alleged experiments “could easily be traced if the exact site would be visited.”http://www.lobelog.com/why-hasnt-the-iaea-followed-up-irans-inspection-offer-marivan/#more-27300

SNPTC signed Agreements with South Africa

The State Nuclear Power Technology Corporation (SNPTC) signed training agreement on South’s Africa’s nuclear program with the South African Nuclear Energy Corporation SOC Limited (NECSA) at Great Hall of the People on December 4th. Meanwhile, SNPTC also signed South Africa’s nuclear power project financing framework agreement with Industrial and Commercial Bank of China and South Africa’s Standard Bank.

Those two agreements are the implementation of related projects of the nuclear cooperation framework agreement between the governments signed on November, 7th, which will lay a solid foundation for two countries to deepen nuclear power project cooperation.

According to the training agreement, SNPTC will train nearly 300 nuclear power professional technical and management personnel within two years through basic training, professional training and on-the-job training according to local talent training demand of South Africa. The training will be started form March 2015.

The financing agreement will support SNPTC’s overseas nuclear power project development work.
