Thorough, upfront planning is key to the success of new research reactor projects, and a new guidance document published this week will help countries ensure that their new research reactors are run efficiently, effectively and safely, and are utilized to their full capacity.
The Feasibility Study Preparation for New Research Reactor Programmes, published under the IAEA Nuclear Energy Series, provides guidance on how to perform a comprehensive and reliable viability study for submission to decision-makers in order to move forward with building a new research reactor facility.
This book was published in response to Member State requests on good practices in evaluating the feasibility of research reactors. Similar IAEA publications have focused on the feasibility of nuclear power plant projects as well as the milestones and ideal timelines in the development of a research reactor programme. Presently the IAEA provides assistance to more than 20 countries at different stages of their new research reactor programmes, from consideration to preparatory work and implementation.
This interdisciplinary publication emphasizes the need for a sound justification for a new research reactor, a comprehensive assessment of the national nuclear infrastructure, cost and benefit analysis, including associated risks for implementation of such a programme. It also discusses the roles, obligations and commitments that come with planning, developing, constructing and operating a research reactor.
Additionally, the publication outlines not only what to include in a feasibility study report but also how best to present the findings of the study. It emphasizes the necessary content and ideal structure of a comprehensive feasibility study to prepare for building a new research reactor.
Fifty-five countries operate 239 research reactors, which are used for basic research, radioisotope production, neutron scattering and radiography, and material characterization and testing. They are also important tools of advanced education and training on nuclear technology for energy and other applications. The IAEA is providing support to these countries to strengthen safe and sustainable operation of their facilities, including effective utilization, through development and review of strategic plans, peer review missions and capacity building opportunities such as the IAEA’s Internet Research Reactor (IRL) programme, the regional research reactor Schools and the International Centres based on Research Reactor (ICERR) scheme.
“The document is an invaluable compendium of useful guidelines for all countries considering a new research reactor programme, whether as a new-comer or country with already existing experience,” said Francis I. Ibitoye, who is leading the new research reactor initiative at the Nigeria Atomic Energy Commission.
The IAEA publishes a series of publications within the IAEA Nuclear Energy Series. They are intended to provide information in the areas of nuclear power, nuclear fuel cycle, radioactive waste management and decommissioning, and on general issues relevant to all of the aforementioned areas.

Last night, the Senate passed H.R. 5895, the minibus that includes Department of Energy funding. The House will vote on it today, along with two other important bills: 
  • H.R. 589, the Department of Energy Research and Modernization Act, as amended and passed by the Senate. The bill includes provisions on laboratory modernization, research coordination, and authorization for new research programs, including one on low-dose radiation. It no longer includes advanced reactor legislation as the House is moving forward today with the Senate version of that language, below.
     
  • S. 97, the Nuclear Energy Capabilities Act, which includes authorization for a National Reactor Innovation Center and a versatile fast test reactor, among other provisions. It also allows the Department of Energy and the Nuclear Regulatory Commission to enter into a memorandum of understanding to share technical expertise and knowledge to support advanced reactor licensing.
 
Expect votes to come between 1pm and 5pm EST today, after which the House will break for a week-long recess.

for Hurricane Florence, which is expected to hit the coast as a
major hurricane on Friday.
The storm threatened to make landfall with massive waves and
winds of up to 130 mile per hour (209 km per hour), making it a
Category 3 or 4 storm on a five-step scale, the National
Hurricane Center in Miami warned.
There are 16 nuclear reactors in North Carolina, South
Carolina and Virginia, the states expected to suffer the most
damage from Florence.
Florence will most likely affect Duke Energy Corp's
1,870-megawatt (MW) Brunswick and 932-MW Harris nuclear plants
in North Carolina and, if it turns north, Dominion Energy Inc's
1,676-MW Surry plant in Virginia, Roger Hannah, spokesman
for the U.S. Nuclear Regulatory Commission's (NRC) Region 2
office in Atlanta said on Tuesday.
One megawatt can power about 1,000 U.S. homes.
Duke said it could take days to several weeks to restore
power to all customers after a storm like Florence depending on

The documentary Let There Be Light narrates the story of dedicated scientists working to make nuclear fusion a reality: unleashing perpetual, inexpensive and clean energy for humanity. The possibility that fusion, which powers the Sun, could be achievable on Earth as an energy source has driven scientists for almost a century. After decades of enormous international efforts, a massive push is now underway to demonstrate that fusion can work in an experimental setting. In the south of France, scientists from 35 countries are building the most complex machine ever attempted. This endeavour, named ITER, if successful, will illuminate the way to produce clean, cheap, and abundant energy for millions of years.
The film has been awarded the University of Bergen's Gulluglen Award at the Bergen International Film Festival in 2017 and the Artistic Vision Award at the Big Sky Documentary Film Festival the same year.
Follow the upcoming 27th IAEA Fusion Energy Conference (FEC 2018), which will provide a forum for discussion of key physics and technology issues as well as innovative concepts of direct relevance to the use of nuclear fusion as a source of energy.
Co-founder of EyeSteelFilm and co-director of the movie, Mila Aung-Thwin has produced more than 25 feature documentaries, including Up the Yangtze, Forest of the Dancing Spirits, and the Emmy Award-winning Last Train Home. He served for five years as president of the Rencontres International du Documentaire (RIDM), Montreal’s international documentary festival, as well as a juror for the International Emmy Awards, AFI DOCS, the New Zealand Film Awards, and the Sundance Film Festival. He has also taught documentary film programs to students in places such as Inukjuak, Canada, and Yangon, Myanmar.
You had not worked in fusion or anything related to ‘nuclear’ before this film. Why did you choose to focus on this topic?
To be honest, I hadn’t done that much in science documentaries in general. But I’ve always been interested in the human side of science, why people are driven to discover new things and solve big problems. I knew energy and energy resources were big problems, and I wanted to make a film about potential pie-in-the-sky future sources of energy. And I was months into the research before I heard that ITER was being built. And the more I found out about it, the more interested I became. But I was also increasingly confused why more people weren’t talking about it. So, to me that’s an excellent starting point for a documentary.
The movie zips through a few fusion projects although several other ambitious initiatives are underway around the world. Why did you decide to feature ITER, Wendelstein 7-X, General Fusion and LPPFusion?
I suppose there were simply too many examples to choose from if I were to do a proper survey of everything. The film is meant to illuminate some of the approaches to fusion, some of the challenges, as told by unique individuals. When you make a film, one of the big things that can kill the flow of the story is simply making a list: “here’s one example, here’s another, here’s another…”. What you want to do instead is find contrasts and counter-examples to keep the audience engaged. If they get excited by this, then they can go and read more about all the other examples. So, I had to choose unique pieces of the puzzle, and unique characters. I wanted ideas and approaches that contrasted each other as much as they complimented.
What do you think about the many start-ups that have recently sprung up doing their own fusion projects?
In general, I think it’s great that there’s more private entities supporting innovation. Perhaps we are at the level of technology now where start-ups can compete with national labs and agencies, as they seem to be in space travel. It was explained to me that that is indeed the aim of national labs: to push research into areas where it is not profitable in the short-term, so that it gets to the point where the free market can come in and innovate once the proof-of-concept exists. So, in that case it’s great. However, I think – like most who have studied the history of fusion – I am wary of those who promise more than they can deliver.
The documentary juxtaposes the complexity and scale of the ITER machine and the human stories of the people involved in the quest for fusion. What inspired you to focus on these individual stories?
In brief, it’s very hard to care about a machine in a film. We tend to care about people and their challenges. We only can comprehend that a machine is hard to build if we see a person struggling because we need to understand the human scale, human know-how and human motivation. Also, I wanted to celebrate the heroes of fusion. I’ve met a lot of people who work in fusion who have shown this to their friends and family and the reactions have been that they finally understand that whet they are dedicating their lives to is indeed very cool and not incomprehensible.
What was the most surprising thing about fusion energy that you learned while working on the documentary?
The most surprising thing was the level of international cooperation required to make ITER, and the fact that it dated back to the cold war. This ongoing pursuit of the dream of fusion energy is so different from how most people experience progress in daily life. We don’t see decades-long struggles to get things done very often – to the point where we don’t even know if they are possible. We’ve resigned ourselves to short-term goals and don’t think we can change the future for the better. We don’t think we can collaborate for the common good. The story of ITER refutes that way of thinking.

Nuclear power’s electricity generating capacity risks shrinking in the coming decades as ageing reactors are retired and the industry struggles with reduced competitiveness, according to a new IAEA report. The declining trend may set back global efforts to mitigate climate change, IAEA Director General Yukiya Amano said.
The 38th edition of Energy, Electricity and Nuclear Power Estimates for the Period up to 2050, published today, provides detailed global trends in nuclear power by region. Its projections1 for nuclear electricity generating capacity are presented as low and high estimates, reflecting different driving factors that have an impact on the worldwide deployment of the low-carbon energy source.
Overall, the new projections suggest that nuclear power may struggle to maintain its current place in the world’s energy mix. In the low case to 2030, the projections show nuclear electricity generating capacity falling by more than 10% from a net installed capacity of 392 gigawatts (electrical) (GW(e)) at the end of 2017. In the high case, generating capacity increases 30% to 511 GW(e), a drop of 45 GW(e) from last year’s projection. Longer term, generating capacity declines to 2040 in the low case before rebounding to 2030 levels by mid-century, when nuclear is seen providing 2.8% of global generating capacity compared with 5.7% today.
“The declining trend in our low projection for installed capacity up to 2050 suggests that, without significant progress on using the full potential of nuclear power, it will be difficult for the world to secure sufficient energy to achieve sustainable development and to mitigate climate change,” Amano said.
The wide range in the projections is also due to the considerable number of reactors scheduled to be retired around 2030 and beyond, particularly in North America and Europe, and whether they will be replaced by new nuclear capacity.
Nuclear power produced about 10% of the world’s electricity in 2017, accounting for about one-third of total low-carbon electricity. As of today, the world’s 455 operating nuclear power reactors have a record level of 399.8 GW(e) total net installed capacity.
Over the short term, the low price of natural gas, the impact of renewable energy sources on electricity prices, and national nuclear policies in several countries following the accident at Japan’s Fukushima Daiichi Nuclear Power Plant in 2011 are expected to continue weighing on nuclear power’s growth prospects, according to the report. In addition, the nuclear power industry faces increased construction times and costs due to heightened safety requirements, challenges in deploying advanced technologies and other factors.
Still, interest in nuclear power remains strong in the developing world, particularly in Asia where countries such as China and India need huge amounts of electricity and also want to reduce greenhouse gas emissions. Commitments agreed to at the 21st session of the United Nations Climate Change Conference (COP21) could also produce a positive impact on nuclear energy development in the future, according to the publication.
Regional Trends
Northern America: Nuclear electricity capacity could decrease by almost one-third in 2030 in the low case or maintain output near 2017 levels in the high case.
Latin America & the Caribbean: Nuclear electricity generating capacity is projected to increase in both low and high cases, but its role will remain small in the coming decades.
Northern, Western and Southern Europe: Several countries in these regions have announced a gradual phase-out of nuclear power. Generating capacity is projected to fall by as much as 30% or slightly increase by 2030.
Eastern Europe: Generating capacity is projected to maintain current levels or expand by 30% in the next two decades.
Africa: In the low case, generating capacity is projected to remain at current low levels, with the possibility of greater expansion by 2050.
Western Asia: Generating capacity is expected to increase significantly in the low and high cases.
Southern Asia: Generating capacity is projected to continue to grow in both the low and high cases.
Central and Eastern Asia: Nuclear electrical generating capacity is projected to increase significantly in both low and high cases.

Done Deal

Congressional negotiators reached agreement today on H.R. 5895, the "minibus" which contains FY 2019 Department of Energy funding. It is the first FY 2019 appropriations bill to emerge from conference. The final bill (talking points here) will have a House vote later this week and likely a Senate vote next week, after which it will land on the President's desk.
