It marks that China has fully grasped the key technologies of control rod driving system applying for 12 and 14 feet fuel assembly.

The control rod driving system, as the only action part of the nuclear power reactor, playing role in the reactor startup, power regulation and protection functions, is the “heart” for the safe operation of the reactor. Before this, the key components and materials required by million-kilowatt nuclear power plants under construction and operation are all foreign brands that need to be imported from abroad.

In their unstinting zeal to safeguard Israel's stranglehold over the Palestinians, members of Congress may have inadvertently set the stage for the materialization of Israel's nightmare scenario: the collapse of the Palestinian Authority (PA). As the new 114th Congress gets underway, here's how the law of unintended consequences could unfold over the next few years.
In the consolidated appropriations bill passed last month, Congress renewed a provision that would cut off all economic assistance to the PA if "the Palestinians initiate an International Criminal Court [ICC] judicially authorized investigation, or actively support such an investigation, that subjects Israeli nationals to an investigation for alleged crimes against Palestinians."

Climate, geography and even accent may vary from state to state, but NRC’s regulations don’t, — and neither should our approach to applying them. So when someone suggests we might do a better job in consistently carrying out our mission, we listen carefully and act accordingly. We’ve followed this approach in following up on a September 2013 report from the Government Accountability Office (GAO).
npp3The GAO looked at how our Reactor Oversight Process objectively examines reactor safety based on inspection results and performance statistics. The report said we consistently and accurately respond to significant issues.
The GAO found, however, that the NRC’s four regional offices produced varied results when assessing the least-significant issues, such as improper maintenance for minor electrical transformers at a plant. While this programmatic variation fell short of creating a safety issue, the report recommended we look into this inconsistency.
Staff from our Office of Nuclear Reactor Regulation studied the regions’ approach to evaluating the least safety-significant inspection findings. The study also examined regional differences in dealing with “non-escalated enforcement” matters — plants must correct these issues, but they frequently fall short of the criteria for a formal NRC finding.
The staff’s study consisted of conducting “table-top” exercises to see how each region reviewed very low-significance issues. The study listened to resident inspectors at the plants as well as region-based inspectors and their supervisors.
The staff’s study and discussions with regional management and staff, along with some employees at headquarters, led to a few conclusions. First, the staff confirmed the results of the GAO’s review that there are indeed regional differences in implementing some reactor oversight program guidance. Secondly, the NRC’s guidance could benefit from some clarification to help the inspectors when it comes to evaluating very-low-significance issues. Finally, the agency’s annual self-assessments of the entire oversight process to date have been focused on dealing with significant issues, so the assessments didn’t consider or evaluate the regional differences with the least safety-significant inspection findings. This meant the inconsistencies went on longer than they otherwise might have.
The staff’s study looked at potential causes for the varying regional approaches. One area showed the agency devotes a lot of effort to training but that training and knowledge management results weren’t always shared as widely as possible. This meant that potential inconsistencies in training across regions should be addressed. The staff’s study saw no connection between inspector experience and the regional differences.
The staff’s study showed that the NRC can improve its objectivity and predictability in dealing with very-low-significance inspection findings. Management in the Office of Nuclear Reactor Regulation will consider changes that include enhancing review procedures, standardizing inspector training and revising the self-assessment process.

I am writing to let you know that, effective January 1,  I have left Akin Gump and the practice of law in order to create a new company in the electric power distribution business. The company, US Grid Company (USGRDCO),  is focused on strengthening the reliability, resilience, cybersecurity, efficiency and renewable integration of the nation’s electric distribution system.

I will be creating this company with two cofounders – Ray Gogel , former Chief Information Officer, Chief Administrative Officer and President of  Customer and Enterprise Solutions of Xcel Energy, and David Mohler, who served as Chief Technology Officer of Duke Energy, among other senior roles – as well as other senior professionals in the system design, project management and finance areas.

Our objective in forming USGRDCO is to transform today’s power delivery system by paving the way to the utility of the future in a way that customers can afford and that protects the utilities’ financial health so that they can serve the needs of all segments of society.

In particular, USGRDCO will focus on:

1.       Financing and ownership of distribution system improvements through innovative ownership and financing structures that will facilitate the making and regulatory approval of the investments required to strengthen the distribution system.
2.       Design and implementation of the system upgrades needed to resolve the challenges to the nation’s electric distribution system and to provide greater physical and cyber-security reliability, greater certainty of system performance, and cost and operating efficiencies that lead to lower costs.
3.       Commercial development of reliability resources, including micro-grids, energy storage for grid management and stability, micro-turbines and energy efficiency and demand side management.
4.       Investment in excellent grid companies.
5.       Regulatory, legislative, executive and public advocacy in support of policies to strengthen the nation’s electric distribution system infrastructure and to help create the utility model of the future.

Around the world, carbon-based fuels are under attack. Increasingly grim economic pressures, growing popular resistance, and the efforts of government regulators have all shocked the energy industry. Oil prices are falling, colleges and universities are divesting from their carbon stocks, voters are instituting curbs on hydro-fracking, and delegates at the U.N. climate conference in Peru have agreed to impose substantial restrictions on global carbon emissions at a conference in Paris later in the year. All this has been accompanied by what might be viewed as a moral assault on the very act of extracting carbon-based fuels from the earth, in which the major oil, gas, and coal companies find themselves portrayed as the enemies of humankind.
Under such pressures, you might assume that Big Energy would react defensively, perhaps apologizing for its role in spurring climate change while assuming a leadership position in planning for the transition to a post-carbon economy. But you would be wrong: instead of retreating, the major companies have gone on the offensive, extolling their contributions to human progress and minimizing the potential for renewables to replace fossil fuels in just about any imaginable future.
