World Institute for Nuclear Security September Newsletter

September 2020

Next week we're excited to be taking part in the annual IAEA General Conference,
the forum for all IAEA Member States as well as official Observer Organisations such as WINS to meet and discuss important issues, including nuclear security. Like other events this year, it will look a bit different, incorporating health and safety measures and including more online events.

While Rhonda Evans, WINS' Head of Engagement and Sustainability, represents us in person, the rest of the WINS team will be taking part in virtual side events. As a highlight, the Global Partnership’s Nuclear & Radiological Security Working Group invited WINS to contribute to an event on Sustaining Nuclear Security in the Time of COVID-19.

We're also taking the opportunity to reflect on the ways we've continued our robust programme through global cooperation. Officers from the UK Civil Nuclear Constabulary are joining us for a webinar on Women in Armed Policing to examine gender in nuclear security. The US Defense Personnel and Security Research Center participated a video about insider threat mitigation and tools available for WINS members.

Our WINS Academy Ambassadors around the world are performing local outreach in creative ways, and we're launching a revised edition of the Transport Security Module. We recently held a remote training to prepare nuclear security specialists in Thailand to pursue ISO certification for learning services as well.

Read on to learn all the details!

WINS Announces Webinar on Women in Armed Policing

WINS is pleased to announce several officers from the UK Civil Nuclear Constabulary will speak at an upcoming webinar on diversity and women in armed policing.

“We are committed to championing the role women play in the policing and nuclear sectors, and this event is another chance for us to do so,” Chief Superintendent Duncan Worsell said.

The webinar will take place Friday, 9 October 2020, 17:00 CEST (16:00 BST), and registration is free.

US Defense Personnel and Security Research Center Shares Resources and Tools for WINS Members

WINS sat down with Eric Lang and Stephanie Jaros from the US Defense Personnel and Security Research Center, known as PERSEREC, to discuss practical strategies and tools for insider threat mitigation.

In addition to stressing the importance of organisational trust and cooperation between departments, they shared a number of publicly available tools that WINS members can use within their own organisations:

WINS Participates in NRSWG Event at IAEA GC

The Global Partnership’s Nuclear & Radiological Security Working Group has invited WINS to participate in a side event to the IAEA General Conference. WINS will appear in a video montage highlighting nuclear security activities during the COVID-19 pandemic.

“Covid-19 has made us think ‘What if the unexpected happens?  Have we got our processes and resources fully risk assessed? Are our mitigating actions clear and understood?’ At WINS, we are a small and dynamic team, and we cannot afford to allow Covid-19 to get the better of us,” WINS Academy and Communications Manager Roland Fletcher said in his comments.

WINS Launches Revised Transport Module

WINS is launching a new edition of the Transport Security Management module. We have revised and updated the material to ensure it is in line with current best practice and developments in the industry. The new edition features expanded coverage of emergency preparedness and response as well as the underlying principles that support security management. We’ve also added a dedicated chapter on cybersecurity.

WINS Academy Ambassadors Advocate for Certification
The WINS Academy Ambassadors are sharing their experiences and promoting the CNSP and CRSP programmes in creative and personalised ways, both individually and within their organisations.

“The interest and enthusiasm I got from my audience gave me the motivation to reach out to more people with the goal of having
competent professionals in this field and building capacities to prevent, detect and respond to criminal uses of radioactive materials,” Mercy Muriithi said after holding a workshop for new staff at the Kenya Nuclear Regulatory Authority.

You can read more of stories about outreach by WINS Academy Ambassadors on our website.
WINS Trains Thai Specialists in Quality Management of Learning Services

Thirteen Thai specialists from the Office of Atoms for Peace, Chulalongkorn University and the Thailand Institute of Nuclear Technology completed training on ISO 29993:2017 certification requirements for learning services. WINS and the European Nuclear Safety Training & Tutoring Institute worked together to present the online course from 7-10 September.

“Achieving ISO 29993:2017 certification supports long-term sustainability and structured processes to develop training material, deliver courses, and assist learners in their knowledge acquisition journey,” Raquel Delgado, WINS Programme Manager, said.
