US appeals court upholds rules curbing greenhouse gases

A US court has unanimously upheld the efforts of the US Environmental Protection Agency (EPA) to limit greenhouse-gas emissions from industry and automobiles. The 26 June ruling, from a federal appeals court in Washington DC, dismisses the complaints brought against the federal government by, among others, four states — Virginia, Texas, Nebraska and North Dakota — and paves the way for further regulations.
“In the end, petitioners are asking us to re-weigh the scientific evidence before EPA and reach our own conclusion. This is not our role,” said the panel of three judges in a sharply worded 82-page brief.
The EPA has been ramping up its efforts to curb carbon dioxide emissions ince a 2007 US Supreme Court decision that allowed the agency to regulate greenhouse gases under the 1970 Clean Air Act. The court ruling on Tuesday found that in 2009, when the EPA labelled greenhouse gases a danger to public health, it was being “neither arbitrary nor capricious”. They also dismissed objections to the EPA’s later vehicular- and industrial-emissions rules.
The judges took particular issue with the allegations that the EPA has relied too much on reports from other agencies and uncertain climate science. “EPA is not required to re-prove the existence of the atom every time it approaches a scientific question,” said the panel.
According to the Washington Post, opponents have already said that they intend to appeal the decision, and the New York Times reports that Republican presidential nominee Mitt Romney has already made greenhouse-gas regulations a campaign issue.

Uruguay Announces Plans to Develop 1,000MW of Wind Power by 2015

Uruguay has increased its already impressive wind power capacity targets from 800MW to 1,000MW before 2015, with over half of that expected to be under construction by the end of 2012.Uruguay already has a hydroelectric capacity of about 1,500MW, but started to develop wind power following a long lasting drought which reduced the volume of water available to power the hydroelectric generators. On some windy summer nights Uruguay can now produce 80 to 90 percent of its electricity demand from wind power, however the hydroelectric plants will remain…Read more...

No Dark Clouds on Oil Horizon

The U.S. Department of Energy predicted that OPEC will remain in relatively the same position in terms of market share at least through 2035. In terms of the pricing, the DOE's Energy Information Administration said a variety of factors that contribute to a relatively consistent OPEC mean crude oil prices should increase roughly 5 percent per year for the rest of the decade. Meanwhile, the share of renewables increases with U.S. oil production, suggesting a leading economy could retreat from the international market. The recent drastic decline…Read more...

US Senator Ron Wyden: Spreading Nuclear Fear…And Allowing Natural Gas Exports to Japan?

US Senator Ron Wyden: Spreading Nuclear Fear…And Allowing Natural Gas Exports to Japan?

Reuters has a very interesting story today: “As Congress looks away, U.S. tiptoes toward exporting a gas bounty.” America’s Democratic and Republican parties disagree on almost everything, but they seem to agree about taking no major action to prevent American gas companies from exporting liquefied natural gas (LNG).
One of the major players in this game is Senator Ron Wyden, who you may remember as one of the main sources the New York Times used in a recent Fukushima radiation fear story. Wyden, who has no real expertise on nuclear reactors or engineering, took a single day field trip to Fukushima earlier this year and returned to America as an authority on the radioactive doomsday that would soon befall us all. Wyden firmly took his place beside the other amateur “experts” who were doing their best to spread fear about Fukushima and nuclear energy.
At the time, it was hard to figure out Wyden’s motivations. Now it appears that he is not supporting any legislative action to prevent natural gas exports:

The South China Sea Oil Card

Over the weekend, the China National Offshore Oil Company (CNOOC) quietly announced that nine new blocks in the South China Sea were now open to foreign oil companies for exploration and development.  This move reflects one of the starkest efforts by China to assert its maritime rights in these disputed waters – and constitutes a direct challenge to Vietnam’s own claims.
Unlike the blocks that CNOOC offered in 2010 and 2011, the new ones are located entirely within disputed waters in the South China Sea.  As this map shows, the new blocks lie off Vietnam’s central coast and comprise of more than 160,000 square kilometers. The western edge of some blocks appear to be less than 80 nautical miles from Vietnam’s coast, well within that country’s Exclusive Economic Zone. All the blocks overlap at least partially with PetroVietnam’s, including potentially ones where foreign oil companies have ongoing exploration activities.
Foreign companies may be unlikely to cooperate with CNOOC to pursue investments in disputed blocks. Nevertheless, CNOOC’s action is significant for several reasons.  To start, the announcement of these blocks reflects another step in China’s effort to strengthen its jurisdiction over these waters. Just last week, for example, China raised the administrative status of the Paracel and Spratly Islands from county- to prefectural-level within Hainan Province.

Never Ending Load of Gobshite from the Lying Bastards of Tokyo Electric Power Company by Richard Wilcox

One thing that Tokyo Electric Power Company (Tepco) can be relied upon for: a never ending stream of disinformation with cesium laden piles of putridity.
Firstly, there is the matter of the Unit 4 spent fuel pool, that many experts claim could collapse in a major earthquake leading to massive releases of radiation. When I sent the story written by Japanese diplomat, Akio Matsumura, to a Japanese professor I know whose focus is international relations, the tenure-track professor dismissed it as “tabloid journalism.” Talk about a nation with its focus on its own navel, they don’t even know what danger they are in despite the 3/11 catastrophe. Can you imagine what respectable people who attend conferences and wear suits and ties would have said of someone like me if I went on a campaign to alert people of the disaster that awaited Japan pre-March 2011? I would have been completely ignored or laughed at as a Cassandra and conspiracy nut! So were many sincere anti-nuclear activists at the Citizens Nuclear Information Center in Tokyo.
Now we have to attend to the matter of Tepco’s arrogant stupidity, snideness and snottiness. On April 26, 2012, Tepco attempted to refute claims by Arnie Gunderson and other nuclear experts that the Unit 4 fuel pool building was tilting. Tepco stated that “[t]he No. 4 reactor building is not tilted and it, including the storage pool, will not be destroyed by a quake”.1
Yet, very recently we learned from NHK and Tepco itself that the Unit 4 building is less stable than previously thought. NHK, the conservative government-run news station reports of “tilted walls found at Fukushima No.4 reactor” which is different than the entire building being tilted, but does indicate serious problems.2 Tepco, itself, has admitted that the Reactor 4 bulge is worse than previously announced. The Fukushima Diary website reports that “[t]he South-West corner of Reactor 4 building turned out to be bulged” and leaning outward. This clearly contradicts Tepco’s earlier illogical stance quoted above and analyzed and debunked elsewhere3,4,5.
There is more evidence of contradictions from Tepco (i.e., the Nuclear Village), who appear to run the Japanese government, based on statements made by Tepco in a recent news report, versus what the government has stated regarding the speed to which Tepco will remove the fuel rods from the badly damaged Unit 4 building. Perhaps international pressure along with vociferous anti-nuclear domestic protests are working to some extent, given the following report:
Workers at the crippled Fukushima nuclear plant will begin removing fuel rods from a damaged reactors a year ahead of schedule, a government minister said June 21, a move to address concerns about the risk of a new quake that could cause a further accident and scatter more radioactive debris. ‘We would like to start taking out undamaged fuel this year. Preparation is now under way,’ Japan’s nuclear crisis minister, Goshi Hosono, told Reuters in an interview.6
However, in the recent news report aired on June 25, 2012, by ABC Australia,7 we learn from the Tepco spokesman that they have no plans to remove the fuel rods until 2013. Perhaps the word did not get out or there is a disconnect between what the government is trying to promote versus what Tepco is deciding to do. It’s another case of the Keystone Cops (Tepco) playing a game of tiddlywinks with the Larry Curly and Moe Outfit (Japan Government).

i-Nuclear Update: UK in talks to burn plutonium in Candu reactor

i-NUCLEAR

UK in talks to burn plutonium in Candu reactor

by I-Nuclear
The UK Nuclear Decommissioning Authority revealed June 27 that in addition to exploring the use of the GE Hitachi Prism fast reactor for plutonium disposition, it is also in talks with Atomic Energy of Canada Ltd (AECL) for burning the NDA’s plutonium stockpiles in MOX fuel in a Candu reactor to be built in the UK.
The government’s stated preferred option for disposing of the UK’s 112 tonnes of civil plutonium is to re-use the plutonium in mixed uranium-plutonium oxide (MOX) fuel for burning in light water reactors.
But in February, the NDA requested proposals for alternatives to the preferred option, and acknowledged it was engaged in talks with GE Hitachi, who was offering its Prism fast reactor for use in plutonium disposition.
The statement issued by the NDA June 27 was the first time NDA has acknowledged it was in discussions with additional parties, apart from GE Hitachi, who were offering alternatives to the government’s preferred option.
The idea of re-using the plutonium as MOX fuel in a Candu-6 reactor was included in the NDA’s 2010 credible options study, but at the time it was assumed the idea would require extensive international shipments of MOX fuel to Canada and the return of spent fuel, as there are no Candu reactors in operation in the UK.
The Canadian reactor design, which uses heavy water as a moderator, rather than light water, is in use in Canada and in India, Pakistan, Argentina, South Korea, Romania and China.
But according to the NDA’s June 27 statement, the proposal currently being discussed with AECL involves “UK deployment of its Enhanced CANDU-6 reactor and associated facilities to provide a solution for Plutonium disposition.”
NDA said it had received a total of four responses to its February request for proposals seeking alternatives for plutonium disposition and that it has carried out further discussions with only two of the four – GE Hitachi and AECL.
It didn’t identify the other two proposals.
“NDA undertook initial discussions with each respondent and considered that there was merit in progressing two of the alternative proposals alongside development of reuse as MOX in Light Water Reactors.
“Further detailed discussions have taken place and NDA has subsequently engaged General Electric-Hitachi (GEH) and Candu to provide further information regarding their proposals,” NDA said.
“It is anticipated that the work on both proposals agreed at this stage will be concluded later this year. NDA will subsequently assess the information and consider how best to proceed with alternative proposals alongside the preferred option of reuse as MOX,” the NDA said.—David Stellfox
