Force-on-Force or Was That a Gunfight at a Nuclear Power Plant? by Moderator Clay Johnson Chief, Security Performance Evaluation Branch   They are dressed in camouflage, fit and well-trained, and they creep quietly toward the perimeter of a nuclear power plant under cover of darkness. Their realistic weapons reflect dully in the moonlight, but these weapons fire blank ammunition and lasers that record hits and misses. Their goal? A particular target set within the plant which, if compromised, could impact the safety of the plant and the community that surrounds it. The target set this night? A closely guarded secret known only to the “armed intruders” and the NRC inspection team that includes active duty military members from the U.S. Special Operations Command. The attacks will be repeated over the course of three days and nights so that different attack methods and various targets at each nuclear power plant are tested. In each scenario, the plant’s security personnel work to protect specific areas of the plant according to their facility’s individual security plan. Each plant is tested in this manner every three years. These force-on-force inspections have been part of the NRC inspection regime since 1991, but they were significantly beefed up and the frequency increased to every three years after Sept. 11, 2001. They are designed to assess the plant’s ability to defend itself against the conditions put forth under the “design basis threat” or DBT. These inspections are in addition to the baseline security inspections performed by the NRC’s regional inspectors and the inspections done daily by the NRC’s resident inspectors. NRC security experts routinely review options for further enhancements to the program. The details of what happens during a force-on-force inspection are not public due to the sensitive nature of security plans at the plants. If a deficiency is found during an inspection, the NRC inspectors stay on site until compensatory measures are put in place, and then the NRC reviews the plant’s long-term plan to rectify the problem, and may issue violations. These violations are only discussed in a general way with the public. The “bad guys” are part of what is called the Composite Adversary Force and they are contracted by the nuclear industry to perform these mock attacks to NRC specifications. The plant knows the force-on-force will occur at a specific date for safety and logistical purposes and to provide time to coordinate two sets of security offices – one to participate in the inspection and one to maintain the security posture of the plant. The mock attacks are also preceded by significant planning and on-site tabletop drills conducted by the NRC inspection team. These realistic and physically intensive exercises are but one vehicle by which the NRC ensures the country’s nuclear power plants and Category I fuel facilities are prepared and able to protect themselves. Iran, IAEA to Launch New Push to End Nuclear Standoff

Iran and the International Atomic Energy Agency are set at a Wednesday meeting to initiate the latest and potentially last international effort to peacefully resolve a long-running standoff over the nation's atomic activities, Agence France-Presse reported on Monday.
Officials would gather in Tehran to again discuss a possible arrangement for conducting a U.N. probe into possible military elements of Iran's atomic activities. Agency Director General Yuikiya Amano on Friday said he was "not necessarily optimistic" about the upcoming discussion with Tehran, which insists its nuclear ambitions are purely peaceful.
Iran might intend to wrap up the session before replying to a proposal by six major governments to convene a separate gathering this month. Iranian diplomats held three high-level meetings last year with counterparts from China, France, Germany, Russia, the United Kingdom, and the United States in an effort to address global fears that Tehran's nuclear program is intended to support development of an arms capacity.
A Western envoy said "it doesn’t seem likely that an agreement will be reached."

Major cuts to surging CO2 emissions are needed now, not down the road, study finds

In 2004 a very popular study aimed to address climate change by deploying wedges of different existing energy technologies or approaches. According to the study by Robert Socolow and Stephen Pacala, each wedge would avoid one billion tons of carbon (1 GtC) emissions per year after 50 years. Abstract On January 14th Paul Britton of EnerSea Transport LLC will be speaking at the MIT Energy Initiative about how technological innovation in marine transport could revolutionize the global natural gas market. In particular, he will describe his company's low-cost, Compressed Natural Gas (CNG) shipping technology, which is being considered around the world as a compliment to the current international gas transport technologies, namely, large-scale pipelines and liquefied natural gas (LNG) ships/terminals. About the Speaker Paul Britton has served as EnerSea’s Managing Director since May 2001, and has overall responsibility for the Company’s commercial and technical development. Paul started his career with Conoco working internationally in both upstream and downstream infrastructure projects that included deepwater pipelines in the North Sea and natural gas processing plants in Trinidad. Paul then managed several large engineering projects for INTEC Engineering, most notably Gazprom’s Blue Stream Phase I development study for a gas pipeline connecting Turkey and Russia in 2,150 meters of water depth. Paul started up and managed Advanced Production and Loading, Inc. (“APL”) in Houston, marketing offshore ship’s turrets and loading systems to new markets in the Gulf of Mexico, Atlantic Canada and South America. Prior to working at EnerSea, Paul developed Schlumberger’s Asset Management business in Asia. Paul earned his Bachelor’s degree in Petroleum Engineering from the University of Oklahoma in 1986, and is a registered Professional Engineer in the State of Texas.
