We know now, thanks to recent court hearings and settlements, that all this happened because oil company managers were cutting corners on safety, and the federal government’s monitoring system for offshore drilling was broken.
We also know that it wasn’t the first time oil companies had spilled in the Gulf. What we don’t know — and probably never will — is how much oil has been spilled. Even now, three years after the Deepwater disaster, many spills go unreported. Writing in Plain English—An Ongoing Challenge

The NRC’s technical experts are highly educated individuals with a lot of expertise in their fields. But getting them to speak in plain English can be a challenge. That can be a problem because the public needs to be able to easily read and understand the reports these experts produce -- explaining everything from whether a particular nuclear power plant is safe to what steps the NRC is requiring to make sure potential safety issues are addressed.
lettersThere is even a law—the Plain Writing Act of 2010—that requires government documents read by the public to be written in plain language, to the greatest degree possible. (This subject also happens to be a personal cause of NRC Chairman Allison Macfarlane.)
The difficulty is that the nuclear facilities we regulate are, well … complicated! A power plant, for instance, may have many different types of pipes, valves, switches, gauges and electrical controls. Each of these parts must have a specific name that identifies where it fits in the whole. All of which leads to a plain language pitfall that grammar experts called “noun/adjective clusters.”
Here’s an example from a recent NRC document: “a through-wall leak was identified in the body of a Reactor Core Isolation Cooling System Steam Supply Inboard Isolation Bypass Warmup Valve.” That’s a lot to swallow!
One solution is to drop any non-essential terms, and then use prepositions and other connecting words to break things up. So, “an isolation bypass warm-up valve for steam supply to Reactor Core Isolation Cooling,” would be a bit easier to follow. That’s still accurate but a bit less overwhelming. And, depending on the audience, it may be the better choice.
To comply with the Plain Writing Act—and to improve the clarity of our communications more generally—the NRC’s Executive Director of Operations has instructed the staff to include plain language summaries for technical documents that the public follows (mainly inspection reports, significant enforcement actions, and generic communications to NRC license-holders). A new memo reminding staff to use plain language will be issued later this month. And our human resources staff have created no less than five different training courses (some lasting two full days) to improve the staff’s plain writing skills.
Our Office of Public Affairs is also working to enhance the readability of many of our publications – including the Information Digest – by reducing the grade level needed to easily read the material.
We are not 100 percent there yet, but the NRC recognizes the importance of helping the public understand our documents, and we continue to take steps to improve in this area.

 現在3号機では、原子炉建屋上部ガレキ撤去工事で原子炉建屋上部オペフロ北側のガレキ撤去を行っております。
 本日、撤去ガレキを原子炉建屋西側に配置した高線量ガレキ運搬用トラック(無線式)に積載する際に、約540mSv/hの高線量率ガレキがあることを発見しました。
 そのため、本日13時45分に当該高線量ガレキ運搬用トラック周辺を立入制限しました。
 なお、作業員への影響ならびに今後のガレキ撤去作業への影響はありません。
 また、モニタリングポスト指示値に有意な変動は確認されておりません。
 当該高線量率ガレキの処理等については、今後まとまり次第お知らせします。

The U.S. is experiencing a boom in the production of oil. Only since the beginning of 2011, oil production in the U.S. has gone up by 30%, from 5.5 million barrels per day (mbd) to 7.2 mbd. Just this week, the U.S. Geological Survey announced that the amount of technically recoverable oil in North Dakota was tripled from a previous estimate – so this boom is unlikely to fall away in the short term

Berry does many of the same things I have done in "Nuclear Green", but he does them far better than I have. One of the things I did when I started "Nuclear Green" was a comparison of the relative costs of renewable energy and nuclear energy. I looked at the costs of conventional nuclear energy. Although I believed that the cost of nuclear power could be substantially reduced with the introduced of molten salt technology, but even without molten salt technology conventional nuclear energy would cost less and be far more reliable than renewable energy.

I also looked at planning studies that assumed only renewable energy and pointed out flaws in them. Soon Berry began publishing similar reports written by people far better qualified than I was that supported my conclusions. I thought that there was no need for me to continue this if Berry was covering it in a far more adequate fashion than I was. I must say that most of these studies were not written by Berry personally, but were written by collaborators who Berry encouraged to offer these reports. Taken together, the studies of renewable energy in "BraveNewClimate" have offered devastating critiques of the renewable energy concept. Berry's associates have shown that replacing fossil fuels with renewable energy would be far more expensive and problematic than replacing them with nuclear power. Florida electric utility completes smartgrid installations
(Phys.org) —Florida Power & Lighting has completed its $800 million smart grid upgrade, with installations of 4.5 million smart meters. Smart meters are digital devices that use radio frequencies to communicate with automated feeder switches and other devices on poles and power lines. The meters can measure a building's use of electricity. FPL installed 4.5 million smart meters alongside more than 10,000 sensors. FPL says the benefit to customers is that by installing the smart meters each customer can get on the Internet to see the power being used by the hour, day, and month. The customer can also see bill estimates based on current usage patterns. FPL believes more information can lead to customers making more informed choices about usage and costs. Abstract

Russia is in the middle of modernizing its nuclear forces, replacing Soviet-era ballistic missiles with fewer improved missiles. In a decade, almost all Soviet-era weapons will be gone, leaving a smaller but still effective force that will be more mobile than what it replaced. As of early 2013, Russia has a stockpile of approximately 4,500 nuclear warheads, of which roughly 1,800 strategic warheads are deployed on missiles and at bomber bases. Another 700 strategic warheads are in storage, along with 2,000 nonstrategic warheads. There is some uncertainty in these estimates because Russia does not disclose how many nuclear weapons it has and the United States has stopped releasing data supplied by Russia under strategic arms reduction agreements. The authors use public statements made by Russian officials, newspaper articles, observations from commercial satellite images, private conversations with government officials, and analysis of Russian nuclear forces over many years to provide the best available unclassified estimate of Russian nuclear forces.
