Yesterday the hard copy of the book “Plentiful Energy — The story of the Integral Fast Reactor” (CreateSpace, Dec 2011, 404 pages) arrived in the post. It is wonderful to see it in print, and now available for all to enjoy and absorb. I was honoured to play a small part in its realisation.
The subtitle of the book is “The complex history of a simple reactor technology, with emphasis on its scientific basis for non-specialists”. Written by the two leading engineers and Argonne National Laboratory Associate Directors behind the integral fast reactor, Dr. Charles E. Till and Dr. Yoon Il Chang, it is a landmark in the sustainable energy literature.

Publications Lessons Unlearned:  Syria is the first WMD-armed country to descend into civil war. How the United States and the world handles Syria will unmistakably affect future dealings in similar situations in which hostile countries possess WMDs.  In a new article in the Bulletin of the Atomic Scientists, Senior Fellow on State and Non-State Threats Mr. Charles P. Blair writes to get the WMD assessment in Syria right, U.S. and world leaders will have to break free of the past habits of obfuscation, unsound scientific forensics, and withholding of conflicting data.  An Inquiry Into the Dynamics of Government Secrecy: At times, it seems that the national security classification system is static, monolithic and hopelessly inert. But in fact it is relentlessly in motion, with new secrets constantly being created as old secrets are gradually released. In a new paper published by Harvard University's Civil Rights-Civil Liberties Law Review, Director of the Government Secrecy Project Mr. Steven Aftergood investigates the factors involved in the classification of government information. Nonproliferation Misinterpretation: In a new op-ed in The National Interest, Adjunct Senior Fellow Dr. Yousaf Butt writes that if  U.S. policy makers are interested in making headway towards a negotiated solution with Iran they must clarify their understanding of the NPT. There is no agency or international body tasked with checking compliance with the NPT, and  no enforcement arm of the NPT.

Abstract: The nuclear industry used to dispose of nuclear waste in a safe and environmentally benign way. It’s a trivial technical problem compared to many other much larger waste problems that kill and sicken thousands of people daily. But they stopped. Not because of any problems, but because people who understand reactors and medicine and isotopes and engineering discovered that nuclear waste is far too valuable to simply throw out … it is already being used to kill cancer … and it has many other uses. So the policy changed from disposal to “retrievable storage”: don’t put it anywhere you can’t get it back from.

That abstract will surprise more than a few people who talk about nuclear waste as if its some kind of elephant in the room. “But they can’t even solve the waste problem!” they shout, or “I wouldn’t mind nuclear if only there was a solution to the waste problem”. If it really is an elephant, then it’s incredibly small. Just a little shrew scurrying along hoping to hell somebody doesn’t decide to make its habitat collateral damage underneath tonnes of concrete, steel and mirrors for a solar farm.

This article screens 103 lifecycle studies of greenhouse gas-equivalent emissions for nuclear power

plants to identify a subset of the most current, original, and transparent studies.

It begins by briefly detailing the separate components of the nuclear fuel cycle before explaining the

methodology of the survey and exploring the variance of lifecycle estimates. It calculates that while the

range of emissions for nuclear energy over the lifetime of a plant, reported from qualified studies

examined, is from 1.4g of carbon dioxide equivalent per kWh (gCO

2

e/kWh) to 288gCO

2

e/kWh, the

mean value is 66gCO

2

e/kWh. The article then explains some of the factors responsible for the disparity

in lifecycle estimates, in particular identifying errors in both the lowest estimates (not comprehensive)

and the highest estimates (failure to consider co-products). It should be noted that nuclear power is not

directly emitting greenhouse gas emissions, but rather that lifecycle emissions occur through plant

construction, operation, uranium mining and milling, and plant decommissioning.
