I believe it's a good reason for decentralized organization and control of grids, along with locating generating stations as close to load centers as possible and minimizing long-line HV transmissions which merely adds exposure and increases the difficulty of protection against physical threats.

 

A "smart grid" designed by central planners would likely be as reliable as the Obamacare web site.

 

Unfortunately, a few terrorists with unsophisticated weapons can do a lot of damage and knock out a lot of power -- as this story seems to confirm.

In October 1974, President Gerald Ford signed the landmark Energy Reorganization Act splitting the Atomic Energy Commission into two agencies effective January 19, 1975.

Today, almost 40 years later, some still confuse the Department of Energy and the NRC. But the independence of the NRC from DOE was – and is – no small matter. By separating the regulator from the promoter, the U.S. led the way in ensuring credible oversight of the nuclear industry.
This evolution is explored in my latest “Moments in NRC History” video, found on the agency’s YouTube channel. This video explores how the AEC — a storied and powerful federal agency – began “falling apart” in the words of one Congressman.
The video has archival photos to illustrate the change from a Cold War mentality to the fall-out over radioactive fallout from weapons testing in the 1950s to the controversy over nuclear power plant sites in the 1960s and ‘70s.
The 1974 legislation sought to ensure NRC’s independence with a five-member commission, bipartisan commissioner appointments, an office of regulatory research, and a substantial research budget. The NRC staff also gained greater independence than the AEC staff had on regulatory decisions.
The new agency was met with enthusiasm from both the nuclear industry and antinuclear activists – although for different reasons. While the NRC was born out of a consensus that independent regulation was essential, how could it satisfy the divergent expectations? Many decades later, that question still confronts the NRC.
I hope you’ll take a few moments to watch this latest video. I’ll explore how the new agency responded to the challenge in a future installment of “Moments in NRC History.”

Mr. Chairman,
On 24 November 2013, China, France, Germany, the Russian Federation, the United Kingdom and the United States agreed on a Joint Plan of Action with the Islamic Republic of Iran.
The Plan is aimed at achieving "a mutually-agreed long-term comprehensive solution that would ensure Iran's nuclear programme will be exclusively peaceful." Iran is to undertake a series of "voluntary measures" over a period of six months.
This is an important and encouraging development after several years of little or no progress in efforts to address international concerns about the nature of Iran's nuclear programme.
The Joint Plan of Action is an agreement among seven IAEA Member States. It envisages the Agency undertaking monitoring and verification of the measures to be implemented by Iran. The Permanent Representatives of the seven countries have submitted a request to the Agency to this effect.
I therefore considered it appropriate to convene this meeting of the Board of Governors to seek your endorsement of the Agency undertaking the monitoring and verification, in response to the request.
My report on Monitoring and Verification in the Islamic Republic of Iran in Relation to the Joint Plan of Action outlines the nuclear-related measures which we have been requested to monitor and verify, as well as the implications for the Agency.
We will need to nearly double the staff resources devoted to verification in Iran. We will need to significantly increase the frequency of the verification activities which we are currently conducting. Our inspectors will need access to additional locations. We will have to acquire and install more safeguards equipment and analyse more samples. And the volume of analytical work and reporting will increase.
This additional effort will result in increased costs to the Agency, which we estimate at around six million euros over the next six months.
We expect to cover around 500 000 euros of the extra costs within the Department of Safeguards through re-prioritization of our work, re-scheduling of activities and re-allocation of staff.
But the Agency will still need additional extrabudgetary contributions of some 5.5 million euros for the six-month period. I call upon countries which are in a position to do so to make the necessary funding available.
The Agency needs to be able to adapt to changing circumstances, so these estimates are preliminary and may have to be revised later.
Mr. Chairman,
A report on the Status of Iran's Nuclear Programme in Relation to the Joint Plan of Action was circulated on 20 January. In the coming months, I will issue regular brief updates.
Under the Joint Plan of Action, the Parties will establish a Joint Commission which "will work with the IAEA to facilitate resolution of past and present issues of concern."
We welcome cooperation which Member States, including those belonging to the Joint Commission, may wish to provide as we fulfil our responsibilities. But it goes without saying that the Agency will continue to act independently, in accordance with the Statute.
Mr. Chairman,
I ask the Board to endorse the Agency undertaking monitoring and verification in relation to the nuclear-related measures set out in the Joint Plan of Action, subject to the availability of funds.
This will be a further important step towards achieving a comprehensive solution to the Iran nuclear issue. But there is still a long way to go.
Before concluding, I wish to note that we will continue our regular work of implementing safeguards in Iran, which will be presented in detail in my quarterly reports.
At the March Board, I will also report on implementation by Iran of the six practical measures agreed in the Joint Statement on a Framework for Cooperation with the Islamic Republic of Iran, which was signed by Iran and the Agency last November. I hope to identify the next measures envisaged under the Framework.
I hope that all of the work undertaken by the Agency will provide an important contribution to advancing the resolution of the Iran nuclear issue and will lead to further positive developments.

The International Atomic Energy Agency (IAEA) will be convening a midday event on 4 February 2014 at its headquarters to mark World Cancer Day. Debunk the Myths, the theme of this year's World Cancer Day, aims to encourage greater public discussion of some of the pervasive myths surrounding cancer - that we don't need to talk about it, that there are no symptoms of cancer, that there's nothing we can do about it, or that people don't have the right to cancer care.
The IAEA event, a panel discussion featuring high-level participants from Australia, Costa Rica, Sudan and the United Kingdom, reaffirms the IAEA's commitment to helping Member States combat cancer, and seeks to raise awareness of the cancer related activities the IAEA carries out through technical cooperation projects and coordinated research activities, in partnership with a range of lead organizations in the cancer field.
At the moment, the IAEA is supporting more than 130 technical cooperation projects in cancer diagnosis, management and treatment. IAEA support is helping countries to establish oncology and radiotherapy centres, and is facilitating extensive training for medical and technical staff. The IAEA Programme for Cancer Therapy (PACT) works in collaboration with the World Health Organization, the International Agency for Research on Cancer, and the Union for International Cancer Control, to help ensure that radiotherapy investments are integrated into a sustainable and comprehensive cancer control approach.
In addition, the IAEA hosts a specialized website, the Human Health Campus, which provides online resources for health professionals. It contains up-to-date material and interactive learning tools on radiotherapy, nuclear medicine, medical physics and nutrition. IAEA-supported coordinated research projects are also supporting cancer research in countries around the world.
Last but not least, the IAEA stresses the importance of the highest level of radiation safety in Member States. To this end, radiotherapy equipment for cancer treatment can only be provided if Member States have a functional national infrastructure for radiation safety, with a strong regulatory and legal system at its core. Here the IAEA also offers essential support to Member States.
The participants in the high-level panel are H.E. Ms. Ana Teresa Dengo, Ambassador of the Permanent Mission of Costa Rica; Dr. Hania Morsi Fadl, Founder and Chairman of Khartoum Breast Cancer Centre, Sudan; Professor Ian Olver, Chief Executive Officer, Cancer Council, Australia; and Dr. James F. Cleary, Associate Professor of Medicine, from the University of Wisconsin School of Medicine and Public Health, United States. The panel will be moderated by Ms. Julie Torode, Deputy Chief Executive Officer of the Union for International Cancer Control (UICC), the Organization responsible for World Cancer Day.

World Cancer Day: Learn How IAEA Assists Member States in Fight Against Cancer

28 January 2014 | Ahead of World Cancer Day on 4 February 2014, the International Atomic Energy Agency (IAEA) is inviting journalists to learn about the Agency's cancer-related work during an informal, on-the-record discussion hosted by Kwaku Aning, IAEA Deputy Director General and Head of the Department of Technical Cooperation. The event is set to start at 11:00 on Friday, 31 January 2014 in room MOE75 of the Vienna International Centre's M-Building.
Journalists are also invited to the IAEA event to mark World Cancer Day, to be held from 12:00 to 13:30 on Tuesday, 4 February 2014, on the ground floor foyer of the Vienna International Centre's M-Building. The event will feature a panel discussion with international experts from IAEA Member States, cancer-related partners and organizations and will be opened by Deputy Director General Aning. A programme is available here.
The IAEA is a key actor in efforts to tackle cancer in developing countries. The Agency works with its Member States to improve access to radiotherapy and nuclear medicine, and partners with organizations such as the World Health Organization (WHO) to strengthen national cancer control programmes.
According to the WHO, seventy percent of cancer deaths now occur in developing countries, where resources to prevent, diagnose and treat the disease are often limited. During the last three decades, the IAEA has delivered more than US $260 million of cancer-related assistance to developing countries, including equipment and training.
