Energy Department Announces Plans to Fund

Radiochemistry Traineeships at University

The U.S. faces a growing demand for scientists trained and educated in radiochemistry, the chemical study of radioactive elements. With that in mind, the Energy Department's offices of Nuclear Energy (NE) and Environmental Management (EM) are co-funding a new traineeship program in radiochemistry at Washington State University (WSU) in Pullman. The five-year cooperative agreement will train graduate students in disciplines aligned with the Department's science, technology, engineering and mathematics (STEM) workforce needs in radiochemistry.
   Much of radiochemistry deals with the use of radioactivity to study ordinary chemical reactions. The Department has mission-critical workforce needs in the area of radiochemistry in NE and EM, and will need radiochemistry expertise for decades to come to support the nation’s energy and security interests. Traineeship programs like this also will help the U.S. maintain global leadership in the next generation of safe nuclear energy.
   WSU was chosen following a rigorous, competitive process. This award, valued at up to $3 million, will support training for the next generation of STEM professionals who will accomplish complex scientific and technical work at the lead university, collaborating national laboratories and other universities.  
   Once established, the WSU Radiochemistry Traineeship will significantly advance the Department's program objectives by employing its well-established Radiochemistry Institute for graduate students as well as an established radiochemistry program. In addition to its own personnel, WSU is partnering with the Colorado School of Mines and three national laboratories — the Idaho, Pacific Northwest, and Lawrence Livermore national laboratories.

The NRC requires U.S. nuclear power plants to be able to shut down safely in the face of many extreme events – tornados, hurricanes and earthquakes. But the NRC also takes into account far more unusual events, like solar flares and man-made electromagnetic pulse (EMP). Both can affect generators, transformers and other parts of the electric grid – which in turn could affect nuclear power plants.
The NRC has been examining these issues for more than 30 years, starting in the late 1970s when the agency studied how EMP could affect nuclear power plant safe-shutdown systems. In February 1983 the NRC issued the study’s conclusion: nuclear power plants’ safety systems can do their jobs after an EMP event. The agency revisited the issue in 2007 to account for the increasing use of digital computer systems in nuclear plants, which potentially could be more susceptible to EMP. The agency continued to conclude as recently as two years ago that nuclear power plants can safely shut down following an EMP event.
solarflareThe NRC has also examined “solar storms” and their potential to damage the electric grid. A strong geomagnetic storm on March 13, 1989, for example, severely disrupted electrical power equipment in Canada, Scandinavia, and the United States. After studying the event the NRC issued an Information Notice in June 1990, to ensure nuclear power plants understood how severe solar activity could affect transmission systems and other components of the power grid.
Additional research in 2010 analyzed and compared solar or geomagnetically-induced current events to those of the EMP events previously analyzed. This work led to the same conclusion as the EMP studies – U.S. nuclear power plants can safely shut down if a solar storm disrupts the grid.
The edge of the NRC’s authority lies in a nuclear power plant’s electric switchyard, where our rules mesh with those of the Federal Energy Regulatory Commission, which oversees the nation’s electric grids. Another body, the North American Electric Reliability Corporation develops and enforces grid reliability standards. The NRC works closely with FERC and NERC on grid reliability issues, including the effects of solar or geomagnetic storms and EMP. In 2015 FERC began the process of creating reliability standards to protect the grid against these events.
In 2011 a citizen petitioned the NRC to revisit the issue of grid disruption. The petition discussed ensuring U.S. nuclear power plants have emergency systems to keep spent fuel pools cool for two years after an electric grid failure. The NRC’s draft rule on maintaining key plant safety functions after a severe event, issued last year, includes measures to keep spent fuel pools cool.
The NRC is also participating in a White House-led task force on better understanding and dealing with space weather such as solar flares. Much of this work aims to improve society’s ability to forecast and warn against these events. Both the Department of Energy and electric grid companies have started efforts to stockpile specialized electrical equipment (such as large transformers) needed to restore the grid after these events.

That's right! Greenpeace as a death cult. Writer Pascal-Emmanuel Gobry says, "Environmentalism sometimes has a little bit of a whiff of a death cult. It sometimes leans towards an anti-human worldview, one that views the Earth goddess as the only valuable "life-form" and humans as parasites. And it sometimes feels like more of a fundamentalist religion than anything else."

While the article focuses primarily on GMO rice, there's a considerable part (near the end) concerning nuclear energy, where the author says, "Another famous example is nuclear power, which has almost no carbon emissions, is very cheap to run, and works fine. Opposition to nuclear power seems mostly motivated by superstition."

After the Great Transformation

Ted Nordhaus Introduces Breakthrough Journal Issue 6

At some point over the last decade, the human population crossed a remarkable threshold. Today, over half of humanity lives in cities and towns, up from one-third in 1960 and only 3 percent in 1800. By 2050, the United Nations estimates, two-thirds of the global population will live in urban settings.

The shift from rural to urban represents far more than a change in settlement patterns. It brings with it profound changes in social, political, and economic organization: the urbanization of the planet has been largely inseparable from industrialization and the rise of market economies.

Writing at the close of World War II, the sociologist and economic historian Karl Polanyi called that shift “the Great Transformation.” For most people over the past two centuries, the Great Transformation has entailed moving from subsistence agriculture to off-farm employment; from economic relations based upon barter, tribute, and reciprocity to those structured around markets and wages; and from economies in which arable land, and the amount of labor that could be applied to it, were the sole determinants of wealth and economic growth to economies in which capital and technology have untethered human well-being from brute physical labor.

In this, the sixth issue of the Breakthrough Journal, we consider the Great Transformation, if not fully in retrospect, then at least from deep within it. We live today on an increasingly urban and industrialized planet. The Great Transformation has solved old problems and created new ones. And while the nature of the shift from premodern economies to what Polanyi called “market society” has long been clear, what comes after has yet to be written...
