New FAS Issue Brief on Sanctions and Nonproliferation in Iran and North Korea On June 18-19, Iran and the six world powers will come together in Moscow to try to resolve international concerns about the Iranian nuclear program. In a new FAS issue brief, "Sanctions and Nonproliferation in North Korea and Iran," Daniel Wertz, Program Officer at the National Committee on North Korea, and Dr. Ali Vaez, former Director of the Iran Project at the Federation of American Scientists, offer a comparative analysis of U.S. policy toward Iran and North Korea. Sanctions have played a major role in U.S. efforts for the denuclearization in Iran and North Korea. U.S. policymakers have had to find a balance between concerns over proliferation and other undesirable policies; between taking coercive action and considering humanitarian needs; and between taking immediate unilateral measures and seeking to build coalitions for a multilateral approach. The nuclear programs of North Korea and Iran have been, for many years, two of the most pressing and intractable security challenges facing the United States and the international community. While frequently lumped together as “rogue states,” the two countries have vastly different social, economic, and political systems, and the history and status of their nuclear and long-range missile programs differ in several critical aspects. The international responses to Iranian and North Korean proliferation bear many similarities, particularly in the use of economic sanctions as a central tool of policy. The new report assesses the logic and value of sanctions as a tool of nonproliferation by analyzing the history, terms, and efficacy of U.S. and international sanctions on these two states.
