necessary, but it is possible to do them much faster—without allowing
project opponents to introduce spurious delays. Steve Aplin points out
that governments at the federal and provincial levels in Canada have
finally realized that these constituencies are holding up progress,
and, ironically, threatening the very environment they profess to care
about.”
