As expected, at the end of last week the U.S. Environmental
Protection Agency issued regulations for carbon emissions from new coal-
and gas-fired power plants.
As expected, the regs will make it impossible in the foreseeable
future to build a new coal plant without providing for carbon capture
and storage. For more than one big reason, no more new coal plants would
have been built anyway.
