The EPA's New Coal Regulations As expected, at the end of last week the U.S. Environmental Protection Agency issued regulations for carbon emissions from new coal- and gas-fired power plants.   As expected, the regs will make it impossible in the foreseeable future to build a new coal plant without providing for carbon capture and storage. For more than one big reason, no more new coal plants would have been built anyway.    Thus, the immediate impact of the regs will be nil.
