From the War on al Qaeda to a Humanitarian Catastrophe: How the U.S. Got Dragged Into Yemen | Foreign Policy

 Note that this FP article says that the U.S. refueling of Saudi-UAE
warplanes bombing north Yemen continues, in contradiction to what
Members of the House are being told by HFAC and HASC. The significance
of this is that refueling the Saudi/UAE planes constitutes direct
participation in the war. But Congress has never authorized direct U.S.
participation in the war - the Houthis are not Al Qaeda and are not an
"associated force" to Al Qaeda so they are not covered by the 2001 AUMF,
as SFRC chair Corker has publicly acknowledged. That's why U.S.
participation in the Saudi war in Yemen violates the Constitution and
the War Powers Resolution.
