During large scale PG&E PSPS Events, significant amounts of PG&E's generation capability are idled except Diablo Canyon
All: By carefully investigating the California Independent System Operator
(CAISO) website, I located an obscure web page that tabulates any
California generator dispatched by CAISO. Here is some text from that
page:
... Curtailed and Non-Operational Generators in California October, 2019
This list is posted in accordance with California public Utilities Code
Section 352.5. Section 352.5 which requires the ISO to make publicly
available daily a list of all power plants located in the state that are
not operational due to a Planned or Unplanned outage. The ISO does not at
this time have information regarding the operational status of all plants
located in the state. Accordingly this list includes only the units
regarding which the ISO has information....
This information helps to quantify the loss of generators during public
safety shutoff (PSPS) events. As you will see from the summary chart and
graph, during large scale PSPS events such as the one that began on
Saturday, October 26, 2019, PG&E's generators are curtailed. I also
created spreadsheets that highlight which generators are idled each day
that are available on request.
SUMMARY: During large scale PG&E PSPS Events, significant amounts of
PG&E's generation capability are idled, as CGNP predicted in our July 22,
2019 CPUC filing. In that filing, CGNP makes the case that Diablo Canyon
Power Plant (DCPP) protects California public safety and welfare. This new
information validates CGNP's perspective.
I've been provided several relevant articles and located others on my own.
I have made an information request to CAISO to obtain information about
which PG&E transmission limes were shut down - and when. Imported power
cannot flow over PG&E transmission lines that are shut down. All of this
information will become part of CGNP's CPUC filing in R.16-02-007 which is
due by COB on Thursday, October 31, 2019.
