The legacy
of Richard Lugar and lessons for the nuclear sector
Richard Lugar’s legacy can provide lessons for
today’s U.S. nuclear power industry. One of the late senator’s most important
achievements was the Nunn-Lugar Cooperative Threat Reduction (CTR) program,
which served as a source of funding and monitoring to bolster arms control
agreements between the United States and the Soviet Union/Russia. In addition,
the CTR program may offer a roadmap for how the United States might adjust its
foreign policy structure to support international nuclear energy cooperation,
leading to a resurgent nuclear energy industry.
