The U.S. Nuclear Regulatory Commission is poised to award Scana Corp. (SCG) a license to build two reactors in South Carolina, the second such action after a three-decade drought.
The NRC will vote March 30 on the Cayce, South Carolina- based company’s proposal to build two units at its existing Virgil C. Summer plant, about 26 miles (42 kilometers) northwest of Columbia, the agency said today on its website.
This seemed likely to happen after the approval for two reactors at Vogtle in Georgia last month, but that didn’t happen. And even in this instance, the NRC calendar marks this event as tentative. So we’ll see.

A recent NRC blog post (see here) brings up a matter that has come into focus of late at San Onofre Nuclear Generating Station in California. The problem, briefly, is this; leaks have been detected in the steam generators at Unit 3 at the site, and Unit 2, with identical steam generators and which has been shut down for work anyway, was also inspected and the operator, Southern California Edison, has made the decision to restart neither plant until the cause of the leaks at No. 3 plant and assurance it won't happen at No. 2 plant are both secured. While No. 2 plant did have some steam generator tubes plugged as a part of normal work, and there appears to be no commonality between the few leaking tubes at No. 2 and the leaks at No. 3, SCE has decided to be cautious.

          EMPLOYMENT IN GREEN GOODS AND SERVICES - 2010


In 2010, 3.1 million jobs in the United States were associated with
the production of green goods and services, the U.S. Bureau of Labor
Statistics reported today. Green Goods and Services (GGS) jobs are
found in businesses that produce goods and provide services that
benefit the environment or conserve natural resources. GGS jobs
accounted for 2.4 percent of total employment in 2010. The private
sector had 2.3 million GGS jobs and the public sector had 860,300.
Manufacturing had 461,800 GGS jobs, the most among any private sector
industry. (See table 1.)

Among the states, California had the largest number of GGS jobs
(338,400), accounting for 2.3 percent of employment in the state.
Vermont had the highest proportion of GGS employment at 4.4 percent;
the District of Columbia had the second highest at 3.9 percent. (See
table 4.)

The GGS employment data are compiled through the Green Goods and
Services survey under the Quarterly Census of Employment and Wages
(QCEW) program. The GGS survey includes approximately 120,000 business
and government establishments within 333 industries that are
identified as potentially producing green goods or providing green
services. Establishments in the sample report whether they produced
green goods and services and the percentage of their revenue or
employment associated with that output. Those percentages are
multiplied by their employment to derive the number of GGS jobs for
the establishment. More information about the survey is provided in
the Technical Note.
  
Private Industry

The private sector had 2,268,800 total GGS jobs in 2010. The
manufacturing industry had the greatest number of GGS private jobs
(461,800). (See table A.) These jobs were 4.0 percent of manufacturing
employment. Examples of green goods and services produced by
manufacturing industries include iron and steel from recycled inputs,
air conditioning and refrigeration equipment meeting selected
standards, hybrid cars and parts, and pollution mitigation equipment.

Construction had 372,100 GGS jobs, comprising 6.8 percent of
construction employment. Among the GGS activities performed within
this industry are the construction of plants that produce energy from
renewable sources and weatherizing and retrofitting projects that 
reduce household energy consumption.

Professional, scientific, and technical services had 349,000 GGS jobs,
accounting for 4.7 percent of the industry’s employment. Industries
within professional, scientific, and technical services that have GGS
output include engineering and architectural services, computer
systems design, and management and consulting services.

Administrative and waste services accounted for 319,900 GGS jobs, 4.3
percent of industry employment. Waste collection and remediation
services are examples of GGS services within administrative and waste
services.

Utilities

In private industry, the utilities industry accounted for 65,700 GGS
jobs, or 11.9 percent of total private utilities employment. Among the
industries involved in private sector electric power generation,
nuclear power had the highest GGS employment with 35,800 jobs in 2010.
Hydroelectric power generation had 3,700 total private GGS jobs in
2010. (See tables 2 and 3.)

The other electric power generation industry, which includes
electricity generated from biomass, sunlight, wind, and other
renewable sources, had 4,700 GGS private sector jobs. Within this
industry, electricity generated from wind had the highest employment
with 2,200 jobs, followed by biomass with 1,100 jobs, geothermal with
600 jobs, and solar with 400 jobs.

Government

The public sector had 860,300 GGS jobs in 2010, or 4.0 percent of
public sector employment. Local government had the largest portion of
GGS employment in the public sector, with 476,500 GGS jobs
representing 3.4 percent of total local government employment. The
transportation and warehousing sector, which encompasses mass transit
systems, had the largest GGS employment in local government with
228,900 GGS jobs. (See table 2.)

State government had 227,100 GGS jobs accounting for 4.9 percent of
state government employment. The public administration sector was the
largest industry in state government, having 141,700 GGS jobs in 2010.
This industry includes the enforcement of environmental regulations
and the administration of environmental programs.

The federal government had 156,700 GGS jobs representing 5.3 percent
of federal government employment. As was the case with state
government, most GGS jobs in federal government were in the public
administration sector, which had 128,300 jobs. The leisure and
hospitality sector, which includes national parks, had the second
largest GGS employment in federal government with 13,500 jobs.

Geographic Detail

The states with over 100,000 GGS jobs in 2010 were California
(338,400), New York (248,500), Texas (229,700), Pennsylvania
(182,200), Illinois (139,800), and Ohio (126,900). (See table 4.)

California had the highest GGS employment in the United States, with
338,400 GGS jobs representing 2.3 percent of the state's total
employment. Construction had the largest number of private sector GGS
jobs in California (39,600), followed by administrative and waste
services (39,300); professional, scientific, and technical services
(39,200); and manufacturing (31,200). (See table 6.)

New York had 248,500 GGS jobs or 3.0 percent of the state’s total
employment. In New York, the transportation and warehousing industry
had the largest amount of GGS jobs (32,000), followed by construction
(21,100), professional, scientific, and technical services (20,600),
and administrative and waste services (20,600).

Texas had 229,700 GGS jobs or 2.3 percent of the state’s total
employment. Professional, scientific, and technical services had the
largest number of GGS jobs in the state (35,800), followed by
construction (34,300) and manufacturing (27,400).

Vermont had the highest percentage of GGS total employment of any
jurisdiction (4.4 percent). The District of Columbia had the next
highest proportion of its employment in GGS jobs (3.9 percent).

Background

Definition

The BLS green jobs definition contains two components, an output-based
approach and a process-based approach. Output-based jobs are jobs
associated with producing goods or providing services that benefit the
environment or conserve natural resources. Process-based jobs are jobs
in which workers' duties involve making their establishment's
production processes more environmentally friendly or use fewer
natural resources.

This news release covers the output approach only.  The process
approach data will be released later this year.

The output based approach estimates the number of jobs associated with
producing green goods or providing green services. The BLS output
definition of GGS employment does not include workers from all
industries. BLS identified 333 industries from the 1,193 detailed
industries in the 2007 North American Industry Classification System
(NAICS) that potentially provide goods and services that directly
benefit the environment or conserve natural resources. These 333
industries, the GGS scope, consist of industries that may produce
green goods and services within one or more of the following five
groups:

  1.  Energy from renewable sources.
  2.  Energy efficiency equipment, appliances, buildings and vehicles,
      and goods and services that improve the energy efficiency of buildings
      and the efficiency of energy storage and distribution.
  3.  Pollution reduction and removal, greenhouse gas reduction, and
      recycling and reuse goods and services.
  4.  Organic agriculture; sustainable forestry; and soil, water, and
      wildlife conservation.
  5.  Governmental and regulatory administration; and education,
      training, and advocacy goods and services.

The GGS scope was identified by BLS after consultations with industry
groups, government agencies, stakeholders, and the public, which
helped BLS identify industries that potentially provide green goods or
services. Not every activity or product in the industries within the
GGS scope is considered green. An establishment classified in one of
these 333 NAICS industries may produce only green goods, both green
and non-green goods, or only non-green goods. Only the employment
associated with the production of green goods and services within
these selected industries is counted as GGS jobs. BLS recognizes that
establishments producing green goods and services may fall outside of
the GGS scope, and the associated employment will not be counted in
the GGS survey results.

GGS Scope

The GGS scope contained 25,513,300 jobs, or 20.0 percent of the
nation's total employment. Of these jobs, GGS estimates that 3,129,100
jobs, or 2.4 percent of total employment, were related to producing
goods and services that met the BLS GGS definition. (For more
information regarding the GGS definition and methodology, please see
the Technical Note.)

Data Presentation

Data includes GGS employment, GGS employment percentage, and total
QCEW employment by industry and state. The total employment levels are
from the Quarterly Census of Employment and Wages (QCEW). The QCEW
includes all businesses with employees covered by state or federal
unemployment insurance, which is approximately 95.3 percent of
civilian wage and salary employment in the U.S.

By Monday, the world's attention will focus on Seoul, Korea when over 50 heads of state and heads of international organizations gather to discuss nuclear security. Their aim is to increase international cooperation to better protect nuclear materials and facilities.
Nuclear and radioactive materials, though useful and beneficial in a many fields, ranging from manufacturing to medicine, could pose a danger to the environment and to the public if handled improperly.
Therefore states need to be vigilant about keeping these materials and associated facilities safe and secure from those without the proper protection and expertise, and from those who would use these materials maliciously or sabotage such facilities.
The IAEA works closely with Member States to create and improve measures that are needed to control and protect these materials.
"On-going international cooperation and support contribute to a 'nuclear security culture' that transcends borders and provides a common basis for understanding and action at local, regional and global levels. The threat is global and the response must be global," says Khammar Mrabit, Director of the IAEA Office of Nuclear Security.
The IAEA defines nuclear security as "the means and ways of preventing, detecting, and responding to sabotage, theft, and unauthorized access to or illegal transfer of nuclear material and other radioactive substances, as well as their associated facilities".
By offering training, providing technical advice and advisory services, delivering equipment and issuing guidance and standards, providing education and training, coordinated research and development on improving nuclear security, the IAEA helps countries prevent, detect and respond to criminal or unauthorized acts involving nuclear or radiological material.
IAEA experts help states protect nuclear facilities and transport against sabotage or theft. The Agency coordinates support and funding to strengthen and upgrade security at nuclear facilities and in protecting nuclear and other radioactive material in use, storage and in transport. To close any gaps in these defences, the IAEA offers states education and specialised training, helps intensify cooperation between law enforcement officials and supports the installation of radiological monitoring equipment and training at border crossings.
Incidents and Emergencies
Should a nuclear security incident occur or a nuclear or radiation emergency arise, the IAEA's Vienna-based Incident and Emergency Centre (IEC) coordinates 24/7 specialized support and assistance for Member States.
Securing Major Events
Member States have called upon the IAEA to assist them in effectively securing major public events against radiological threats, including: the Olympic Games (Greece 2004, China 2008), the Pan American Games (Brazil 2007), World Cup competitions (Germany 2006, South Africa 2010), and the UEFA EURO 2012 football championship (Poland).
Repatriating Highly Enriched Uranium
Since 2002 the IAEA has also helped repatriate 1600 kg of highly enriched uranium (HEU) research reactor fuel to their countries of origin. One of the most notable instances was the repatriation of HEU from the Vinča Institute of Nuclear Sciences in Serbia back to Russia. This was the largest shipment of spent fuel ever removed as part of the international programme to repatriate research reactor fuel.
Illicit Trafficking Database
In addition, the Agency's Illicit Trafficking Database, with 113 participating states, is the most authoritative source of information in its field and tracks trafficking and unauthorized incidents involving nuclear and other radioactive materials, including highly enriched uranium.
Dirty Bombs
Certain industrial and medical radioactive sources such as cobalt-60, caesium-137, strontium-90, and iridium-192, emit high levels of radiation. These sources are carefully monitored and protected to prevent their misuse as so-called "dirty bombs" or radiation dispersal devices. Such a bomb uses conventional explosives to spread radioactive material that causes injuries and creates social disruption through the evacuation, the subsequent clean-up of contaminated property and the associated economic costs.

IAEA International Expert Meeting on Fukushima Accident Proposes Safety Improvements

On 22 March 2012, international experts concluded their meeting at the IAEA headquarters in Vienna. In their presentations and discussions, the experts sought to identify the root causes of the accident at TEPCO's Fukushima Daiichi Nuclear Power Plant. Over 230 experts from 44 IAEA Member States and four international organizations undertook wide-ranging and open discussion to analyze all the relevant technical aspects of reactor and spent fuel safety in light of the accident.
The Task is Never Done
The meeting's Chairman, Richard Meserve, Chairman of the International Nuclear Safety Group and President of the Carnegie Institution for Science, said, "In the nuclear business you can never say, 'the task is done'." It is an inherent responsibility to explore, examine, and assess the significance of nuclear safety and security vulnerabilities continuously.
Learning Lessons
The meeting gathered a wide range of expertise and perspectives to discuss the lessons now being learned from the accident. For instance, many Member States assessed the safety vulnerabilities of their nuclear power plants. These national assessments are supported by the IAEA's complementary methodology for assessing nuclear power plants' safety vulnerabilities, which was released in November 2011. The complementary methodology provides practical methods to assess whether structures, systems, components and operator actions are sufficiently resilient to be able to fulfill necessary safety functions when extreme events occur.
The results of the national assessments were discussed in detail at this experts meeting, which the IAEA organized as a part of its implementation of the Action Plan on Nuclear Safety. Approved in September 2011 by all IAEA Member States, the Action Plan provides a comprehensive programme and all the nuclear safety tools to systematically strengthen the global nuclear safety framework at the national, regional and international levels. The meeting served to meet one of the Action Plan's objectives to facilitate a fully transparent assessment of the accident in cooperation with Japan.
Comprehensive Analysis
In summarizing the Member States' and the IAEA's work to analyze the Fukushima accident and to take appropriate actions to respond, Meserve characterized these effort as "comprehensive, thoughtful and quite impressive."
Presentations at the international experts meeting included a detailed update by Japan of the current understanding of the accident's sequence. Meserve noted that much remains to be learned and continuing investigations will progressively allow for an even deeper analysis of the accident.
Together with the meeting's co-chairs, Jacques Repussard, Director General of the French Institut de Radioprotection et Sureté Nucléaire and S.K. Chande, Vice Chairman of the Atomic Energy Regulatory Board of India, Meserve summarized the meeting's conclusions, noting that the IAEA Member States' regulators, industry, operators and technical support organizations, and other relevant organizations had made "good progress in improving safety and a large number of activities are in process." Member States, both regulatory bodies and operators, are "taking aggressive actions to increase safety." And the IAEA Action Plan is providing an appropriate framework for the development and sharing of essential lessons learned.
While the Member States' analyses were independent and utilized different approaches to study different aspects of the accident, Meserve said that the set of conclusions has converged around similar recommended actions to be taken. "I take confidence from the fact that these similarities suggest that significant issues have not been overlooked."
Additional Protection
The Member States' analyzed and shared several common safety improvement priorities, including, enhancing nuclear power plant protection against extreme events, earthquakes, tsunamis, flooding, and tornadoes and their consequences, such as total "station blackout", loss of reactor and spent fuel pool cooling and loss of communications. Several recommendations were presented on enhancing emergency response and hydrogen explosion control, as well as providing for more robust instrumentation that can withstand accident conditions to ensure the continued monitoring of key safety parameters in the reactors and spent fuel pools. Experts recommended that more attention be paid to implementing stronger accident mitigation measures and improving emergency management capabilities.
Nuclear power plants are designed to handle "design basis" accidents as a part of their licensing process in accordance with established design criteria and conservative methodology. Experts also discussed the establishment of a much more robust capacity to deal with accident conditions that are more challenging to the design.
Several of the presentations proposed establishing an additional layer of protection to prevent a severe accident, regardless of the initiating event. This additional protection would prevent an accident's progression to a situation that results in fuel damage and melting. Additional fixed and mobile equipment should be considered to provide the increased capacity to meet essential functions, such as delivering power and cooling water. This should result in "greatly strengthened defense in depth," Meserve said.
Next Steps
Since many lessons from the accident are yet to be learned, participants felt that preparing a full report on all the important information presented at this experts meeting would be beneficial, and also suggested that an International Experts' Meeting of similar scope could be convened in the future. Lessons derived from the meeting should inform the implementation of the Nuclear Safety Action Plan and should be evaluated for possible incorporation into IAEA safety standards.
Many countries are strengthening severe accident management and these efforts will benefit from continuing such interaction among international experts. The experts also proposed that further research be undertaken to better understand how accidents progress and to develop scenarios to expeditiously identify the relevant lessons from the accident.
"The Three Mile Island and Chernobyl accidents brought about an overall strengthening of the safety system, it is already apparent that the Fukushima accident will have a similar effect," Meserve said.
Background
Action to Strengthen Nuclear Safety
Under the Nuclear Safety Action Plan, IAEA Member States conduct assessments of the safety vulnerabilities of nuclear power plants in the light of lessons learned from the Fukushima accident. The framework for IAEA peer reviews is being strengthened. The effectiveness of national and international emergency preparedness and response arrangements, IAEA safety standards and the international legal framework is also being reviewed. National regulatory bodies, as well as the management systems, safety culture, human resources management and scientific and technical capacities in operating organizations are being regularly reviewed. The IAEA helps newcomers create an appropriate nuclear infrastructure based on IAEA Safety Standards. National capacity building programmes that sustain nuclear safety are being expanded. The IAEA is cooperating on monitoring, decontamination and remediation with Japan. The effectiveness, transparency and dissemination of communications during a nuclear emergency are being improved. Research and development is underway in areas highlighted by the accident, such as extreme natural hazards.

The International Nuclear Safety Group was convened in 1985 by the IAEA. The Group's members are recognized nuclear safety experts who provide authoritative guidance, recommendations and opinions on current and emerging nuclear safety issues to the IAEA, the nuclear community and the public.

While traveling in Japan several weeks ago, Fairewinds’ Arnie Gundersen took soil samples in Tokyo public parks, playgrounds, and rooftop gardens. All the samples would be considered nuclear waste if found here in the US. This level of contamination is currently being discovered throughout Japan. At the US NRC Regulatory Information Conference in Washington, DC March 13 to March 15, the NRC's Chairman, Dr. Gregory Jaczko emphasized his concern that the NRC and the nuclear industry presently do not consider the costs of mass evacuations and radioactive contamination in their cost benefit analysis used to license nuclear power plants. Furthermore, Fairewinds believes that evacuation costs near a US nuclear plant could easily exceed one trillion dollars and contaminated land would be uninhabitable for generations.
