  Duke Energy and Progress Energy, which recently overcame the final hurdle for their proposed merger, seek to construct three new nuclear plants, including two in the Carolinas. Duke officials, however, said the utility needs state approval to allow it to recoup the Carolina plants' construction costs from its customers.
