Tepco admits Fukushima mistakes

Tokyo Electric Power Co., operator of Japan's Fukushima Daiichi nuclear
power plant, admitted that it had avoided taking some safety measures
prior to the March 2011 nuclear accident, a new report reveals.
"When looking back on the accident, the problem was that preparations
were not made in advance," states the report, prepared by a nuclear
