Forget Kyoto: Putting a Tax on Carbon Consumption
Given
the failure of international climate negotiations, an Oxford University
economist says a carbon consumption tax would be the most effective way
of lowering CO2 emissions. If countries are serious about addressing
climate change, he argues, then they must pay for the carbon pollution
they cause.
