Gov’t releases document at center of North Korean nuclear power plant uproar: The Ministry of Trade, Industry and Energy released a document at the center of a controversy about South Korea possibly offering a nuclear power plant to North Korea. But it did not say who wrote it — or at what level of government it came from.
