'Small Modular Reactors' No Panacea For What Ails Nuclear Power

The small modular reactor is being pitched by the nuclear power industry as a sort of production-line auto alternative to hand-crafted sports car, with supposed cost savings from the "mass manufacturing" of modestly sized reactors that could be scattered across the United States on a relatively quick basis.
by Staff Writers Washington DC (SPX) Oct 01, 2010 The same industry that promised that nuclear power would be "too cheap to meter" is now touting another supposed cure-all for America's power needs: the small modular reactor (SMR). The only problem is that SMRs are not only unlikely live up to the hype, but may well aggravate cost, safety, and environmental problems, according to a new fact sheet prepared by the Institute for Energy and Environmental Research (IEER) and Physicians for Social Responsibility (PSR).
The small modular reactor is being pitched by the nuclear power industry as a sort of production-line auto alternative to hand-crafted sports car, with supposed cost savings from the "mass manufacturing" of modestly sized reactors that could be scattered across the United States on a relatively quick basis.
The facts about SMRs are far less rosy. As the IEER/PSR document notes: "Some proponents of nuclear power are advocating for the development of small modular reactors as the solution to the problems facing large reactors, particularly soaring costs, safety, and radioactive waste. Unfortunately, small-scale reactors can't solve these problems, and would likely exacerbate them."
Co-author Arjun Makhijani, the president of IEER, holds a Ph.D. in engineering (specialization: nuclear fusion) from the University of California at Berkeley.
He said: "Amidst the evaporating hopes for a nuclear renaissance, nuclear power proponents are pinning their hopes on small modular reactors without thinking carefully about the new problems they will create such as inspecting production lines in China, procedures for recalls, or the complications and costs of a variety of new forms of nuclear waste."
The supposed cost benefits of SMRs are also subject to debate. The costs of mass manufacturing would be offset at least in part by loss of economies of scale. Further, modular construction will impose much higher costs on the first units, increasing the uncertainty and risk of initiating nuclear power projects.
As IEER/PSR researchers note: "The cost picture for sodium-cooled reactors is also rather grim. They have typically been much more expensive to build than light water reactors, which are currently estimated to cost between $6,000 and $10,000 per kilowatt in the US. The costs of the last three large breeder reactors have varied wildly. In 2008 dollars, the cost of the Japanese Monju reactor (the most recent) was $27,600 per kilowatt (electrical); French Superphenix (start up in 1985) was $6,300; and the Fast Flux Test Facility (startup in 1980) at Hanford was $13,800. This gives an average cost per kilowatt in 2008 dollars of about $16,000, without taking into account the fact that cost escalation for nuclear reactors has been much faster than inflation ... Spent fuel management for SMRs would be more complex, and therefore more expensive, because the waste would be located at many more sites."
The IEER/PSR fact sheet also raises significant safety-related concerns. Eliminating secondary containment would decrease costs but raise safety issues, while including that containment would raise costs.
As regards to sodium-cooled reactors they note: "The world's first nuclear reactor to generate electricity, the EBR I in Idaho, was a sodium-potassium-cooled reactor that suffered a partial meltdown. EBR II, which was sodium-cooled reactor, operated reasonably well, but the first US commercial prototype, Fermi I in Michigan had a meltdown of two fuel assemblies and, after four years of repair, a sodium explosion. The most recent commercial prototype, Monju in Japan, had a sodium fire 18 months after its commissioning in 1994, which resulted in it being shut down for over 14 years. The French Superphenix, the largest sodium-cooled reactor ever built, was designed to demonstrate commercialization. Instead, it operated at an average of less than 7 percent capacity factor over 14 years before being permanently shut."
The Pebble Bed Modular Reactor (PBMR) exemplifies the types of problems that SMR technology has encountered in the past two decades. The factsheet concludes that "Despite 50 years of research by many countries, including the United States, the theoretical promise of the PBMR has not come to fruition. The technical problems encountered early on have yet to be resolved, or apparently, even fully understood. PMBR proponents in the US have long pointed to the South African program as a model for the US. Ironically, the US Department of Energy is once again pursuing this design at the very moment that the South African government has pulled the plug on the program due to escalating costs and problems."
And what about SMRs as some kind of "silver bullet" for averting global warming?
The IEER/PSR fact sheet points out: "Efficiency and most renewable technologies are already cheaper than new large reactors. The long time - a decade or more - that it will take to certify SMRs will do little or nothing to help with the global warming problem and will actually complicate current efforts underway. For example, the current schedule for commercializing the above-ground sodium cooled reactor in Japan extends to 2050, making it irrelevant to addressing the climate problem. Relying on assurances that SMRs will be cheap is contrary to the experience about economies of scale and is likely to waste time and money, while creating new safety and proliferation risks, as well as new waste disposal problems."
The Institute for Energy and Environmental Research provides policy-makers, journalists, and the public with understandable and accurate scientific and technical information on energy and environmental issues. IEER's aim is to bring scientific excellence to public policy issues in order to promote the democratization of science and a safer, healthier environment.
The Physicians for Social Responsibility Safe Energy program focuses on protecting public health, taxpayer dollars, and national security by preventing the construction of expensive, dirty, and dangerous new nuclear reactors.
More than 60 years since the first civilian nuclear reactor was turned on, a mature industry is still dependent on government subsidies and economically unsound, mired in unresolved safety issues, and a threat to public health.

World's first 'cyber superweapon' attacks China


A computer virus dubbed the world's "first cyber superweapon" by experts and which may have been designed to attack Iran's nuclear facilities has found a new target -- China. The Stuxnet computer worm has wreaked havoc in China, infecting millions of computers around the country, state media reported this week.
Stuxnet is feared by experts around the globe as it can break into computers that control machinery at the heart of industry, allowing an attacker to assume control of critical systems like pumps, motors, alarms and valves.
It could, technically, make factory boilers explode, destroy gas pipelines or even cause a nuclear plant to malfunction.
The virus targets control systems made by German industrial giant Siemens commonly used to manage water supplies, oil rigs, power plants and other industrial facilities.
"This malware is specially designed to sabotage plants and damage industrial systems, instead of stealing personal data," an engineer surnamed Wang at antivirus service provider Rising International Software told the Global Times.
"Once Stuxnet successfully penetrates factory computers in China, those industries may collapse, which would damage China's national security," he added.
Another unnamed expert at Rising International said the attacks had so far infected more than six million individual accounts and nearly 1,000 corporate accounts around the country, the official Xinhua news agency reported.
The Stuxnet computer worm -- a piece of malicious software (malware) which copies itself and sends itself on to other computers in a network -- was first publicly identified in June.
It was found lurking on Siemens systems in India, Indonesia, Pakistan and elsewhere, but the heaviest infiltration appears to be in Iran, according to software security researchers.
A Beijing-based spokesman for Siemens declined to comment when contacted by AFP on Thursday.
Yu Xiaoqiu, an analyst with the China Information Technology Security Evaluation Centre, downplayed the malware threat.
"So far we don't see any severe damage done by the virus," Yu was quoted by the Global Times as saying.
"New viruses are common nowadays. Both personal Internet surfers and Chinese pillar companies don't need to worry about it at all. They should be alert but not too afraid of it."
A top US cybersecurity official said last week that the country was analysing the computer worm but did not know who was behind it or its purpose.
"One of our hardest jobs is attribution and intent," Sean McGurk, director of the National Cybersecurity and Communications Integration Center (NCCIC), told reporters in Washington.
"It's very difficult to say 'This is what it was targeted to do,'" he said of Stuxnet, which some computer security experts have said may be intended to sabotage a nuclear facility in Iran.
A cyber superweapon is a term used by experts to describe a piece of malware designed specifically to hit computer networks that run industrial plants.
"The Stuxnet worm is a wake-up call to governments around the world," Derek Reveron, a cyber expert at the US Naval War School, was quoted as saying Thursday by the South China Morning Post.

A file inside the Stuxnet code is named "Myrtus," an allusion to the Hebrew word for Esther, and is a possible Israeli calling card or, perhaps, a "red herring" designed to throw investigators off the track, the Times said.
According to security software experts and analysts, Stuxnet may have been designed to target Iran's nuclear facilities and suspicions have fallen on Israel and the United States.
Iran said this week that Stuxnet is mutating and wreaking havoc on computerised industrial equipment there but denied the Islamic republic's first nuclear plant at Bushehr was among the facilities penetrated.
Stuxnet specifically attacks Siemens supervisory control and data acquisition, or SCADA, systems commonly used to manage water supplies, oil rigs, power plants and other industrial facilities.
The self-replicating malware has also been found lurking on Siemens systems in India, Indonesia and Pakistan, but the heaviest infiltration appears to be in Iran, according to researchers.
No one has claimed credit for Stuxnet and a top US cybersecurity official said last week that the United States does not know who is behind it or its purpose.
The Times noted that there is no consensus among security experts about who may be behind Stuxnet but said "there are many reasons to suspect Israel's involvement."
Israel has poured huge resources into Unit 8200, its secretive cyberwar operation, and Stuxnet may be a "clear warning in a mounting technological and psychological battle" with Iran over its nuclear program, the newspaper said.
The Times said Ralph Langner, a German computer security consultant, was the first to note that "Myrtus" is an allusion to the Hebrew word for Esther.
Shai Blitzblau, head of the computer warfare laboratory at Maglan, an Israeli company specializing in information security, told the Times he was "convinced that Israel had nothing to do with Stuxnet."
"We did a complete simulation of it and we sliced the code to its deepest level," he said. "We have studied its protocols and functionality. Our two main suspects for this are high-level industrial espionage against Siemens and a kind of academic experiment."

Meeting the growing demand for energy in the U.S., even through sustainable means, could entail greater threats to the environment, new research shows.
The study was carried out by Circle of Blue, a network of journalists and scientists dedicated to water sustainability, and could have implications not just for the relationship between energy demand and water scarcity in the U.S. but elsewhere in the world, as well. "It is not just that energy production could not occur without using vast amounts of water. It's also that it's occurring in the era of climate change, population growth and steadily increasing demand for energy," explained Circle of Blue's Keith Schneider, who presented the findings in Washington Wednesday.
"The result is that the competition for water at every stage of the mining, processing, production, shipping and use of energy is growing more fierce, more complex and much more difficult to resolve," he said. About half the 410 billion gallons of water the U.S. withdraws daily goes to cooling thermoelectric power plants, and most of that to cooling coal-burning plants, according to the U.S. Geological Survey.
Meanwhile, climate change is leading to decreased snowmelt, rains and freshwater supplies, says Circle of Blue.
One of the things missing from the discussion, then, is the recognition that saving energy also saves water, the group contends.
The U.S. government has not been blind to the conflict between energy and water needs. The first part of a report commissioned by the U.S. Congress in 2005 laid out the consequences of not paying enough attention to water supply issues in increasing energy production. The second part, which would have laid out a research agenda and begun developing solutions, has yet to be made public, says Schneider.
He says the U.S. Department of Energy has declined repeated requests to explain why the report has not been published.
Energy demand in the U.S. is expected to increase by 40 percent as the U.S. population rises above 440 million by 2050. The water supply will not be able to support that growth, Schneider says.
Renewable sources of energy will certainly be a large part of trying to meet that energy demand, but these, too, come with a hidden water cost.
In 2009, the U.S. dedicated 23 million acres of public lands in six states for new solar electricity-generating plants as part of its economic stimulus package, which apportioned nearly 100 billion dollars for clean energy projects. Though the plan appeared promising, environmentalists soon began to point it could have damaging, unintended consequences. Schneider notes that criticism of the impact the water-cooled solar plants could have on water priorities in the U.S. Southwest even came from within the government.

LONDON, Sept 22 (Reuters) - Much of the debate over whether or not countries should invest in nuclear technology for power production revolves around the potential danger of radiation leaks or even a reactor meltdown.
The International Atomic Energy Agency's (IAEA) International Nuclear Event Scale (INES) has seven categories, with one resembling an anomaly and seven representing a major accident.
On this scale, there has only ever been one category seven event, which was the Chernobyl nuclear reactor accident on 26 April, 1986.
The accident was a result of a violation in safety regulation, rather than a technical error, and the incident was not a full meltdown.
The accident at Chernobyl happened when the facility operators, in violation of safety regulations, switched off important control systems and allowed the reactor to reach unstable, low-power conditions, according to a United Nations report.
Although research continues, the first reports about long-term radiation damage have been published, and the results are that the radiation did less damage than initially feared.
"There is a tendency to attribute increases in the rates of all cancers over time to the Chernobyl accident, but it should be noted that increases were also observed before the accident in the affected areas," the United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR) said in its summer 2010 assessments of the radiation effects in Chernobyl.
"Moreover, a general increase in mortality has been reported in recent years in most areas of the former Soviet Union, and this must be taken into account when interpreting the results of Chernobyl-related studies," the report said.
The World Health Organization's (WHO) and Chernobyl Forum reports from 20 years after the accident in 2006 came to similar conclusions.  
Below is a summary of these reports:
* Although those most highly exposed individuals are at an increased risk of radiation-associated effects, the great majority of the population is not likely to experience serious health consequences as a result of radiation from the Chernobyl accident.
* Among the residents of Belarus, the Russian Federation and Ukraine, there have been up to the year 2002 about 4,000 cases of thyroid cancer reported in children and adolescents who were exposed at the time of the accident, and more cases can be expected. Many of those cancers were likely caused by radiation exposures shortly after the accident.
* However, apart from this increase, there is no evidence of health impacts attributable to radiation exposure 20 years after the accident.
* There is no scientific evidence of increases in overall cancer incidence or mortality rates or in rates of non-malignant disorders that could be related to radiation exposure.
* The risk of leukaemia in the general population, and in overall cancer, mortality rates or rates of non-malignant disorders does not appear to be elevated.
* Many other health problems have been noted in the populations that are not related to radiation exposure.
* In its conclusion, the UN report says that "the vast majority of the population need not live in fear of serious health consequences due to the radiation from the Chernobyl accident".
* The report also said that the majority of the affected population in the region was exposed to radiation levels "comparable to or a few times higher than the natural background levels, and future exposures continue to slowly diminish as the radionuclides decay". According to findings of the Chernobyl Forum, released in April 2005, misinformation has been the most significant problem for people affected by the accident. A group of more than 100 scientists representing eight United Nations agencies and the governments of Belarus, Ukraine, and the Federation of Russia, the Forum found that most predictions about the accident have been exaggerated. While many had forecast tens and hundreds of thousands of fatalities, it reports a better estimate from among the population of emergency workers and those in the most contaminated areas is around 4,000. The most noticeable effect has been an increase in thyroid cancers among children, with survival rates fortunately greater than 98%. Otherwise, group concludes, there have been no detectable effects of the accident among the general population: no increase in infant mortality, no increase in birth defects, no increase in cancers, and no effects on immune system function that could be linked to radiation from Chernobyl.


Chernobyl was a terrible accident, but no one is served by misrepresenting its consequences. Documentaries distorting the truth pose a more serious problem because they have a stamp of authority and are trusted. Here that trust was betrayed, not just by the Chernobyl Children's Project releasing a documentary with mangled facts, but also by Hollywood granting it an Academy Award with no apparent effort to check them. The Chernobyl Children's Project should be given credit for its charitable work, but its documentary should be criticized rather than applauded. Certainly HBO should pull it from the air, and the National Education Association should discourage its use as an educational aid for the children of America.

The United States military must entirely get off oil by 2040 if it wants to reduce operational vulnerabilities, reduce costs, stop new security risks caused by climate change and avoid the coming peak oil supply crunch. That's the word from the Center For a New American Security, whose Fueling the Future Force report details the hows and whys of the situation.

Petroleum is 77% of Military Energy Supply
Report authors Christine Parthemore and Dr. John Nagl say, "Reducing dependency on petroleum will help ensure the long-term ability of the military to carry out its assigned missions. Moving beyond petroleum will allow DoD to lead in the development of innovative technologies that can benefit the nation more broadly, while signaling to the world that the United States has an innovative and adaptable force."
How big is that dependency? Currently US forces rely on petroleum for 77.2% of all energy needs, with "other electric" sources coming in second at 11.4% and natural gas coming at 8.4%.
In Thirty Years Oil Will Be Hard to Come By
Why the 2040 timeframe? The report lays it out (emphasis is mine):

This 30-year timeframe reflects market indicators pointing towards both higher demand for petroleum and increasing international competition to acquire it. Moreover, the geology and economics of producing petroleum will ensure that the market grows tight long before petroleum reserves are depleted. Some estimates indicate that the current global reserve-to-production ratio--how fast the world will produce all currently known recoverable petroleum reserves at the current rate of production--is less than 50 years. Thus, given projected supply and demand, we cannot assume that oil will remain affordable or that supplies will be available to the United States reliably three decades hence. Ensuring that DOD can operation on non-petroleum fuels 30 years from today is a conservation hedge against prevailing economic, political and environmental trends, conditions and constraints.
In other words, 30 years from now there odds aren't good that there will be petroleum to fuel anything with much consistency or at minimum with any level of affordability. This echoes recently revealed reports that the German military is pretty freaked out about the prospect of peak oil as well.
Oil Price Rises Cost Military Millions, Dependency Creates Security Risks
As for costs of continued military oil dependence, the report notes that for every dollar increase in the price of petroleum an additional $130 million is added to the Department of Defense's operating costs.
The report itself outlines a twelve-point plan to transition the military off oil--which is frankly all pretty ordinary stuff for regular TreeHugger readers--as well as some of the security issues of continued oil dependency (Iran and Venezuela get further leverage over US) and logistical challenges (currently purchased vehicles require petroleum and have a long service life).

How Much Less Energy Needed, If We Didn't Have to Secure Oil?
Though it sounds somewhat cynical, I ask this quite practically: I wonder what how much the US military's energy demand and required size would be if part of its (not loudly or fully stated) mission weren't positioning itself around the world to secure the very energy supplies which are going to be relatively soon depleted? It's not like the military's purpose ceases to exist absent having to secure oil supplies, not by a long shot, but surely its size and fuel demand would be reduced.
