S.Korea to build 14 new nuclear reactors by 2024

South Korea, which currently has 20 operational nuclear reactors, will build 14 new facilities to make atomic power the biggest source of energy by 2024, state-run Korea Power Exchange said.
As a result, nuclear energy will provide 48.5 percent of the nation's energy consumption by the target year from the current 32 percent, KPE said in a long-term national energy development plan.
Coal is currently the biggest source of energy in South Korea that meets 42 percent of the nation's energy needs.
Renewable energy sources like solar and wind power will also provide 8.9 percent of the nation's energy needs by 2024 compared with the current 1.3 percent, it said.
Asia's fourth-largest economy imports 97 percent of its energy needs from overseas and has moved to cut dependence on fossil fuels and to diversify energy sources.
In October Seoul unveiled a five-year plan to spend 36 billion dollars developing renewable energy as its next economic growth engine, with a goal to become one of the world's five top players in the sector.

The power plant will target the fast-growing commercial applications market segment, particularly in Asia.
POSCO Power will fund the $5.8 million program in stages as performance milestones are reached, with an initial funding of $2.9 million for design and development of a smaller scale fuel cell stack.
Due to their highly efficient power generation, lack of pollutants and quiet operation, fuel cell power plants are well-suited for commercial buildings located in urban environments.
Fuel cells efficiently generate power using an electrochemical process that does not involve combustion. The lack of combustion results in virtually zero pollutants and quiet operation.
Fuel cell generated power can make use of available clean energy incentives, and can compete favorably with commercial and residential electricity rates in many regions of the world.
"FuelCell Energy's DFC products have been demonstrated as a dependable, ultra-clean solution," said Ben Toby, Vice President of Global Business Development for FuelCell Energy. FuelCell Energy's core DFC power plant product line consists of the 300 kilowatt DFC300, the 1.4 megawatt DFC1500, and the 2.8 megawatt DFC3000. The DFC3000 is scalable for utility-size applications of multiple megawatts.

Westinghouse Expects Additional AP1000 Nuclear Reactor Orders From China

“There are going to be more AP1000s and the success of the current ones will determine that,” Jack Allen, Westinghouse’s president for Asia, said in an interview in Beijing today, adding talks haven’t formally begun. “There are no guarantees. Westinghouse is working very hard with customers here.”
China and India are leading the biggest atomic expansion since the decade after the 1970s oil crisis to cut pollution and power economies. Under a 2007 accord, Westinghouse is jointly building four AP1000 reactors with companies led by China National Nuclear Corp., and has transferred nuclear technology as it seeks to forge a lasting partnership with future rivals.

The Kalpakkam atomic power station near Chennai in Tamil Nadu may have escaped the fury of the deadly tsunami six years ago, but it need not be second time lucky.

A new study says the Madras Atomic Power Station - as it is formally called - and another station under construction in Kudankulam are at risk of being affected by the anticipated one-metre sea level rise (SLR) as early as 2050 due to climate change.

'A one-metre rise in average sea level will permanently inundate about 1,091 sq km along the Tamil Nadu coast, but the total area at risk will be nearly six times as much,' says the study released in Chennai.

'These nuclear power stations and their associated infrastructure are located just beyond the zone estimated to be directly at risk from storm surges from a 1-metre SLR,' says Sujatha Byravan, senior researcher at the Centre for Development Finance (CDF) in Chennai and principal author of the study.

The Madras Atomic Power Station 1&2 reactors are at elevations of 5-10 metres above current mean sea level, while the Kudankulam nuclear power plant is even higher.

'Nevertheless, both are very close to the shoreline and are of concern because of the risk associated with coastal erosion,' the study says.

The report was co-authored with Rajesh Rangarajan of CDF and Sudhir Chella Rajan, humanities and social sciences professor at the Indian Institute of Technology, Madras.

The authors admit that the exact rise in sea level resulting from climate change is highly debatable and that their estimate of one-metre SLR by 2050 is 'conservative'.

The Intergovernmental Panel on Climate Change expects a maximum SLR of 59 centimetres by 2100 while the Scientific Committee on Antarctic Research suggests a rise in mean sea level of up to 1.4 metres by 2100 and other scientists anticipate SLR of one to several metres, Byravan says.

The study warns that unless advanced planning is made to deal with the impacts of climate change, 'the country is in danger of finding itself in extremely dire circumstances'.

The authors note that major, existing and proposed, economic and infrastructure developments, including ports, power plants, highways and even airports, are being planned very close to the shoreline along India's coast.

The study concentrates on the impact of SLR in India's southern-most state of Tamil Nadu that has a coastline of about 1,076 km - about 15 percent of India's total.

The authors estimate the total replacement value of infrastructure (ports, power plants and major roads) in the state to be Rs.474 billion-Rs.535 billion.

The largest impact will be on the land at risk with an estimated market value of Rs.3,176 billion-Rs.61,154 billion - much higher than the state's annual GDP of Rs.2,500 billion ($54 billion), the study says.

The authors say they used Geographic Information Systems and information available in the public domain to calculate the financial implications of SLR.

They point out that their study provides an 'early warning' of the implications of indiscriminate development close to the shoreline.

Although Tamil Nadu was chosen for the case study, 'its findings will provide the basis for conducting more detailed studies covering larger portions of the Indian peninsula,' the authors say.

Soviet Nuclear Test Site Now A Model For Safeguards by Mike Shuster

Nobuhiro Muroya, the IAEA's senior official here, remarked on the irony of the region's history Thursday after the final seal was put in place.
"It is a coincidence that in this nuclear test site, it was more than 450 nuclear weapons tested. But this site is at the same time now very safe and very peaceful. And we would like this material to stay calm and peacefully for a long time," he said.
That is the intention of the U.S. and Kazakhstan governments. The storage casks are designed to last half a century.

Energy Tells Tale of Fading West, Booming East
 
The patient is the United States and the diagnosis is "Asia shock."
 
It is a psychological disease with physical symptoms and no known cure. However there are therapies, therapies of trade, diplomacy and fiscal restraint at home.
 
As President Barack Obama jetted around Asia, he may have pondered not so much the economic power that waits East of Suez, but why it took so long to emerge. And why the patient is in denial.
 
In the 18th and 19th centuries, Asia was for the taking by the European colonialists; and take they did.
 
Foremost was Britain with India, Ceylon, Burma, Malaya and coastal enclaves in China. France lumped together the countries of Vietnam, Cambodia and Laos as Indochina. Holland, of shrinking consequence in Europe, dominated Indonesia. Portugal had its toehold in Goa and Macao. Spain dallied in the Philippines till booted out by the emerging power of the time, the United States.
 
Only Japan was sufficiently organized to be a local maker of mischief in Korea and China.
 
Anyone looking at brawling, muscular, talented Asia today has to wonder why the giants slept for so long, and how the colonial masters were so ignorant of the abilities of their subservient people.
 
Blame Britain.
 
During the 15th century, the Age of Discovery, exploration was driven by a lust for wealth in the form of spices, gold and silver. Once the Industrial Revolution got under way in late 18th-century Britain, the lust was for those things plus raw materials to feed the factories. The newly wealthy in London and the south, with their lavish country homes, wanted tea and coffee, herbs and spices, tropical goodies and strange flavors from the East.
 
The colonial compact, more implied than written, was simple: They--the Asians--grow and harvest; the West manufactured.
 
Britain, followed by its rivals, set the policy, and in so doing kept the Industrial Revolution at home; it was not for export.
 
While the British like to export their values, their justice systems and, in a tepid way, Anglicism (Catholic countries were more aggressive in the export of religion), they kept their industrial revolution at home, and all of the secondary industry it spawned. It was a black day in London when it was learned that industrial espionage had allowed spinning technology to escape to America.
 
To this day, the remnants of the system which ruled that "value-added will take place in Britain" can be seen in British specialty products. The great tea-packing houses are still in Britain and Ireland, and some cottons are still woven in Britain.
 
No factories sprang up in the Asian empires of the European colonists. No technology transfer was encouraged, and the enormous latent talent of Asia went unrecognized.
Japan, without colonial influence, industrialized in the first part of the 20th century, but mostly to mechanize its military.
 
It was not until after World War II that Asia stirred and threw off the European constraints. Ironically, along with Japan, the British colonies of Hong Kong and Singapore showed the way.
 
If China was slow to industrialize, it has charged ahead, changing the balance in the world and embracing the central truth of the Industrial Revolution: You need energy to make and move goods.
 
China has signed up developing countries' oil and gas suppliers at a dizzying rate. In contrast, the United States looks at energy--the indispensable element in industrial output--through a post-industrial, environmental lens.
 
According to the World Nuclear Association, China has 39 nuclear reactors planned or on order and 23 under construction. There are 120 on its wish list. The United States has nine on its wish list and is building two.
 
The United States can no longer forge the large components for nuclear reactors. This can be done only in Japan; but China and South Korea are building new facilities to do the work.
The U.S. dominates the world in two disparate arenas: defense technology and entertainment. In nearly all else, it is slipping.
 
It will be a shocking day for Americans when people from another country walk on the moon, where astronauts Neil Armstrong and Buzz Aldrin trod in 1969. But it will happen.

GE Expects India Sales to Grow 30% Annually

China is breaking into the top ranks of global power-equipment exporters with a $10 billion deal signed with India on Thursday.
By nabbing the deal with India, which is on an infrastructure spending spree, China poses a new competitive threat to established suppliers of technology such as General Electric Co., Siemens AG and Alstom SA.
China's new position is also evidence of a growing trend of emerging markets doing business among themselves, after years of focusing on trade with partners in developed nations. More at:

China's Nuclear Reactors and Bridges and budgets and schedules

China's nuclear reactors are getting built for about US$2 billion per gigawatt of reactor. Nuclear skeptics have a tough time believing that China, South Korea and Asia in general can build for far about half cost of Europe and the USA. They think either the low cost estimates will not be realized in actual construction completion or that safety and other factors are compromised. I will review the recent costs of actual completions. An Asian nuclear renaissance Although its use is on the rise, experts still do not agree on the facts of nuclear power

AS SINGAPORE mulls over whether it should go down the route of nuclear energy, Asian countries are leading the field in what some insiders have called a nuclear renaissance.

"There's certainly an expansion in nuclear power, especially in Asia. Sixty-one reactors are under construction worldwide and 40 of these are being built in Asia," Mr Scott Peterson of the Nuclear Energy Institute (NEI) in the United States told Today.

"Even the UAE in the Gulf, which you would think would use oil and gas," is embracing nuclear power, said Mr Ian Cronshaw, a top official at the Paris-based International Energy Agency. "It's definitely fair to talk about a nuclear renaissance."

There are strong reasons for this trend. At a time of volatile gas prices, nuclear energy could ensure "stable" electricity prices, said Mr Cronshaw, highlighting an advantage of nuclear power amid rising energy use worldwide.

In a world confronting climate change, nuclear is a carbon-free alternative to fossil fuels and it provides energy security, he said.

Nuclear power is also an energy-dense resource, leaving a small amount of radioactive residue or spent fuel, and requiring less space than renewable energy projects such as wind farms, the industry says.

"Uranium has tremendous energy density," said Mr Peterson, the NEI's vice-president of communications. "The amount of spent fuel that was used to provide electricity for a family of four in the US during their lifetimes is about the size of a 12-ounce can - a Coca-Cola can."

The greatest growth in nuclear generation is expected in China, Japan, South Korea and India, according to the London-based World Nuclear Association (WNA).

In contrast, the US is emerging from a 30-year period in which few new reactors were built and the European scene has remained relatively dormant, activists and industry professionals noted.

N.Korea says ready to resume nuclear disarmament talks

The statement from a foreign ministry spokesman gave no indication of whether Pyongyang has dropped its preconditions: a lifting of sanctions and separate talks with Washington on a permanent peace treaty.
The North is ready for a six-party resumption "but decided not to go hasty but to make ceaseless patient efforts now that the US and some other participating countries are not ready for them", the spokesman told the official Korean Central News Agency.
