How the transition from fossil fuels to renewable energy sources will affect world security

How the transition from fossil fuels to renewable energy sources will affect world security
An extraordinary global energy transformation will be required for the world to successfully slow and then halt climate change, and that transformation will change the power dynamics among nations. The security arrangements necessary to keep the peace among the powers that vie for an energy advantage in the coming renewables era demand attention now.

Here's what you need to know:

The Bulletin of the Atomic Scientists engages science leaders, policy makers, and the interested public on topics of nuclear weapons and disarmament, the changing energy landscape, climate change, and emerging technologies. We do this through our award-winning journal, iconic Doomsday Clock, public access website, and regular set of convenings. With smart, vigorous prose, multimedia presentations, and information graphics, the Bulletin puts issues and events into context and provides fact-based debates and assessments. For more than 70 years, the Bulletin has bridged the technology divide between scientific research, foreign policy, and public engagement.

The concept of drones may send a mixed message to the public, but it is likely that domestic uses of drones outnumbers military deployments. From agricultural and forest management concerns to Hollywood movie making, drones are proving,in a gadget-oriented world, to be an irresistible addition to many activities.

And now commercial drone creator FlyCam UAV, which specializes in drones for work in television and feature films, has teamed up with US Nuclear Corp to create drones that detect particles that contain alpha, beta, gamma and neutron radiation. The uses, the companies say, include detection of leaks from nuclear power plants and chemical analysis of smoke plumes above industrial accidents or residential fire scenes. The later is possible, as the drones for radiation detection include a gas collection option that tests for the presence of chlorine, biological particulates and aerosols, such as anthrax and nerve gas. NRC Blog Update: REAL ID and Access to Nuclear Power Plants

REAL ID and Access to Nuclear Power Plants

Mark Resner
Senior Security Specialist
October 10 was the deadline for five states to comply with the REAL ID Act of 2005, implementing federal standards for tamper-proof identification documents such as driver’s licenses. According to the Department of Homeland Security, effective Jan. 30, 2017, “nuclear power plants may not accept for official purposes driver’s licenses and state IDs from a noncompliant state/territory without an extension.”
deadly force horzThe five states now coming under REAL ID Act enforcement are Kentucky, Maine, Oklahoma, Pennsylvania and South Carolina. They join Minnesota, Missouri and Washington state on DHS’s “non-compliant” list. Several other states have extensions in effect through either June or October of next year, allowing federal facilities to accept their existing identification documents while the states try to come into compliance with the Act’s requirements.
What does this mean for nuclear plants? Will residents of non-compliant states have trouble gaining access to plants?
For the majority of people entering nuclear plants – those who work there – this will have virtually no effect. State issued IDs such as driver’s licenses are never the sole data point for admitting anyone to a nuclear plant, either a worker or a visitor. Nuclear power plant workers have employee badges issued by their employers following an extensive background and criminal records check, psychological assessments, and drug and alcohol testing.
Although visitors are generally known in advance of their arrival, screened through the industry database against a list of individuals who would be denied access, approved by a nuclear plant employee who has undergone the required background screening, and continuously escorted while inside the protected area of the facility, visitors will need to show REAL ID Act-compliant identification. If their state is non-compliant, they will need to produce other official identification such as a passport.
The REAL ID program is intended to enhance the nation’s security by making it harder for terrorists to obtain state-issued identification documents. The NRC’s access authorization requirements for nuclear power plants (set out in regulation at 10 CFR 73.56 and 10 CFR 73.57) already go beyond REAL ID in ensuring anyone allowed into the protected area of nuclear plants is properly vetted.

The bigger picture of risk

The bigger picture of risk
Understandably in the world of nuclear, risk management is focused on safety. Wider considerations of longer term strategic risks and short to medium-term project risks can easily be neglected. A broader approach in which risk management is embedded across your organisation could be key to improving overall business performance, writes Val Jonas. http://www.world-nuclear-news.org/V-The-bigger-picture-of-risk-01111601.html

A “quiet nuclear renaissance” unfolds in the United States

By reaching commercial operation on October 19, the Watts Bar 2 unit became the first nuclear power plant to come on stream in the US in 20 years. The new reactor program, which includes four other large reactors under construction, and another five planned, is part of a quiet nuclear renaissance that’s taking shape in the US today. Nuclear energy production in the US continues to be near all-time highs with recent developments indicating that it is likely to grow in the coming years.

Russia not to limit uranium commercial supplies to US - Rosatom

October 30, 2016 TASS
Russia would not limit commercial supplies of uranium products to the U.S., state-run Rosatom said commenting on foreign media reports about response measures to the U.S. anti-Russian sanctions - limitations of uranium products’ export to the U.S. companies.
"The Rosatom State Corporation states officially that the Russian side does not consider any measures to limit supplies of uranium products to the U.S. market," the company said. "Commercial cooperation in peaceful use of nuclear energy is based on long-term contracts, which are subject to unconditional fulfilment."
Rosatom’s organization, called Techsnabexport, involved in export of uranium products, has been in the global market for more than 40 years and has observed full its all contracted obligations even in most complicated periods of the Russia-U.S. relations. A demonstrative proof is the successful implementation of a most complicated Highly Enriched Uranium Purchase Agreement (Megatons to Megawatts Program), Rosatom’s head of Development and International Business Department Kirill Komarov said.
"And today there are no reasons to doubt reliability of Russian supplies," he stressed.

IEA raises its five-year renewable growth forecast as 2015 marks record year
