The Fukushima Daiichi nuclear plant was storing uranium fuel rods beyond its original capacity at the time of the March 11 earthquake, according to documents from Tokyo Electric Power. "They were headed for dense pack and that would have made the situation even worse," said Frank von Hippel, a U.S. nuclear-security adviser during President Bill Clinton's administration. Reuters
