Paks powers up for nuclear expansion



While the public debates the merits of renewables versus fossil fuels in power generation, Hungary is quietly preparing to build new units at the Paks nuclear power plant, making a significant – and carbon-free – contribution to the country's future energy supplies.
The state-owned Paks nuclear plant, Hungary's largest power plant with 2,000 MW generation capacity, plans to at least double its capacity by adding two new units in the 2020s. If the project clears financial, regulatory and political hurdles in the coming years, it may help Hungary achieve a sustainable and competitive energy mix.

Chamber of Commerce says investment in nuclear energy is being sidelined
chickensIf you are wondering if the White House is paying any attention to the future of the nuclear energy industry in the U.S., stop right now.
If you were counting your chickens, new nuclear power plants, before they were hatched, e.g., got loan guarantees, take a deep breath and exhale slowly.
Instead of a chicken in every pot, what the Obama administration is dealing with is a crisis around every corner. The President and his advisors are overwhelmed with a lot of really big issues. The future of nuclear energy is way down the list. The agenda at the White House looks like this.
  • The real rate of unemployment is approaching 20%
  • U.S. debt and the federal government deficit are sky high
  • Health care reform may cost more than the nation can afford to pay
  • Financial regulatory reform is creating more uncertainty for business
  • International trade imbalances are doing the economy no favors
That’s the world view of the U.S. Chamber of Commerce which says the government is desperate for revenue and deficit reduction through budget cuts.

What nuclear renaissance?
lamar_alexanderThe problem, as they see it, is the renaissance isn’t likely to happen in this country or at least not on the scale advocated by Sen. Lamar Alexander (R-Tenn.) (right) who called for 100 new U.S. reactors. Most of the activity in the nuclear renaissance will take place in non-OECD countries with China and India leading the pack.
Federal loan guarantees need to get out the door in the U.S. Harbert says to show the industry the government is committed to nuclear energy. When asked by this blog why the next round of awards is hanging fire at the Department of Energy, she said “the bureaucratic process gets in the way.” And she added that the NRC is a problem with its four-year long review of applications for new reactors and new plants.
jaczko According to Harbert, the Chamber invited NRC Chairman Gregory Jaczko (left) to speak to a group of senior business executives. When asked what the NRC will do to make the regulatory process more efficient for approval of new plants, Jaczko reportedly pushed back saying he sees his role as making existing plants “more safe.” Harbert said “you could feel the air go out of the room.”
The NRC has been hiring new nuclear engineers to do the reviews, and has won a coveted award as one of the best places to work in the federal government. According to Harbert, what matters are the bottom line results – are new reactors getting licenses in a timely manner so they can break ground, create jobs, and generate electricity?
Congress isn’t helping either by failing to approve an expansion of the loan guarantees this August. Plus, Harbert notes, “There was nothing for the nuclear industry" in the Waxman-Markey climate change bill.
What’s wrong with this picture Harbert says is that her analysts say that to meet U.S. CO2 emission goals by 2050, the U.S. would have to build 32 reactors every decade for the next 40 years, or 128 new nuclear reactors, along with other energy measures. That’s actually close to Sen. Alexander’s number, but just not on the time scale that he envisions.
What should be done? Harbert says the White House must understand that business is focused on “the time / cost of money.” Once it figures this out, support for nuclear loan guarantees might be more forthcoming.
What should the utilities that want to build new reactors do? First of all, there are policy and public relations steps it can take. Harbert says the nuclear energy industry has to stop getting painted into a corner over the waste problem. Instead, the industry has to portray itself as a “smart choice” when countering the views of green groups.

Back from the Dead Europe's scramble for nuclear energy is making for radioactive politics. BY AARON WIENER

At the dawn of the 21st century, nuclear power appeared to be drawing its last breath across much of Europe. Italy had shut down its last reactor in 1990. The Netherlands had closed one of its two reactors in 1997, and the other was set to cease operating in 2003. The Austrian parliament had voted in 1997 to keep the country nuclear-free; the Belgian government followed six years later with a move to rid itself of nuclear power by 2025. Sweden planned to complete its nuclear phaseout by 2010. And the center-left government in Germany, Europe's largest economy, introduced the Nuclear Exit Law in 2000, which mandated the end of nuclear power in 20 years.
Each country, it seemed, was taking its turn driving the nail deeper into nuclear energy's coffin. But the nail didn't hold.
Ten years later, nuclear power is staging a comeback in Europe, capped by German Chancellor Angela Merkel's announcement this month that her center-right administration was overturning the nuclear phaseout and permitting reactors to remain operational into the 2030s. Under the new policy, which resulted from lengthy negotiations with utility companies, nuclear plants will be allowed to remain in operation for an average of 12 years beyond their current shutdown dates -- eight years for plants constructed before 1980 and up to 14 years for those built afterward. In exchange, the operators of Germany's 17 nuclear plants will pay a combined 2.3 billion euros in annual fuel-rod taxes and contribute to a renewable-energy fund. Merkel and the plan's supporters argue that the nuclear extension will allow the country to retain a clean and affordable energy supply until the renewable-energy industry is more fully developed.
Europe, of course, is not the only place where a nuclear expansion is taking place -- China, India, and other Asian countries are rapidly expanding their nuclear capacities, and any major energy policy to emerge in the United States will almost certainly contain generous loan guarantees for nuclear construction. But in Europe -- where Chernobyl still looms in the background, where green activism is at its strongest, and where nuclear power until recently seemed to be on its way out -- the reversal is by far the sharpest. And there's anger in the streets.

India to Offer Small to Medium Nuclear Power Plants

India is poised to become a global player in the nuclear industry business by offering a variety of options to countries requiring cost-competitive and proven technology like pressurized heavy water reactors (PWHR), a top official said Wednesday.
Addressing the 54th General Conference of the International Atomic Energy Agency (IAEA) in Vienna Wednesday, Atomic Energy Commission chairman Srikumar Banerjee said that the Indian PHWRs offer a basket of options for countries looking for cost-competitive and proven technologies in small and mid-sized reactors.
Accordingly, the Nuclear Power Corporation of India Ltd (NPCIL) is ready to offer PHWRs of 220 MWe or 540 MWe capacity for exports.
"Indian industry is not only poised to make a bigger contribution to India's own nuclear program, but also is on the way to becoming a competitive supplier in the global market with regard to special steels, large-sized forgings, control instruments, software, other nuclear components and services," Banerjee said.
In this context, he mentioned that India is in the process of setting up a Global Centre for Nuclear Energy Partnership, which would provide a forum for joint work with international partners in areas of topical interest.
Banerjee added that the government had granted in-principle approval to five energy parks at five coastal sites in India.
"Each such park would be populated with a number of water-cooled reactors to be constructed through international co-operation," he said.
These would enable India expand its installed nuclear power capacity to about 60GWe by 2032, even as the global nuclear power generation is expected to touch 500 GWe by 2030
