India opens new reprocessing plant
Nuclear scientists and engineers were called 'nation builders' by prime minister Manmohan Singh as he inaugurated India's latest reprocessing plant.

The facility at Tarapur will break down highly radioactive used nuclear fuel to extract uranium and plutonium for reuse in fast neutron reactors.
"We have come a long way since the first reprocessing of spent fuel in India in 1964 at Trombay," said Singh at yesterday's ceremony, "The recycling and optimal utilization of uranium is essential to meet our current and future energy security needs."



There are already several reprocessing plants in India - all operated by the Bhabha Atomic Research Centre - at Tarapur, Trombay and Kalpakkam. Small plants at each site were supplemented in 1998 by a new one of 100 tonnes per year at Kalpakkam, and this is now being extended to so that it may handle carbide fuel from the Fast Breeder Test Reactor.

The new plant inaugurated yesterday at Tarapur also has a capacity of 100 tonnes per year, and another entirely new facility is under construction at Kalpakkam.

Experts at the International Atomic Energy Agency told World Nuclear News that this second reprocessing plant at Tarapur is not among the facilities covered by the early 'type 66' safeguards agreement or the more comprehensive India-specific safeguards regime agreed last year.

US helps Ukraine get rid of enriched uranium





Washington (AFP) Dec 31, 2010 The United States has helped Ukraine remove 50 kilos (111 pounds) of highly enriched uranium from three Ukrainian sites to be disposed of in Russia, US officials announced Friday. The move was made as part of a pledge by Ukrainian President Viktor Yanukovych at a nuclear security summit in Washington in April to remove all his country's highly enriched uranium -- which can be used to make atomic weapons -- by 2012.
"This action brings us all one step closer to securing all vulnerable nuclear materials," President Barack Obama said in a statement.
"These actions represent continued Ukrainian leadership in making sure that nuclear weapons never fall into the hands of a terrorist, and working toward a world without nuclear weapons."
In April 2009, Obama promised in a landmark speech in Prague to work towards a world without nuclear weapons. But he has admitted he does not expect to see that goal reached in his lifetime.
"The removal of this highly enriched uranium from Ukraine is a major milestone that brings us one step closer to US President Obama's goal of securing all nuclear material around the world within four years," said Thomas D'Agostino, director of the National Nuclear Security Administration (NNSA).
Five flights in the last half of December were made to remove the highly enriched uranium, fly it to Russia in specially designed caskets, and replace it with low enriched uranium for Ukraine, the NNSA said in its statement.
"NNSA worked closely with Ukrainian authorities, the International Atomic Energy Agency, the Russian Federation, and the United Kingdom to complete this very complicated operation," it added.
As part of the deal, NNSA flew two air shipments of low enriched uranium -- which cannot be used to make a bomb -- to replace the highly enriched uranium located at the Kiev Institute for Nuclear Research and the Kharkiv Institute for Physics and Technology.
"The remaining three flights removed fresh HEU from the facilities in Kiev and Kharkiv as well as the Sevastopol National University of Nuclear Industry and Energy," the NNSA statement added.
The United States also provided Ukraine with new safety equipment and agreed to work with Kiev and Moscow to build a state-of-the-art neutron source facility at the Kharkiv Institute, it added.
"The low enriched uranium and nuclear safety equipment provided to Ukraine in connection with this shipment will support Ukraine's development of safe and secure nuclear energy," Obama added in his statement.
In May, the NNSA working with Ukrainian authorities also successfully removed 56 kilograms (123 pounds) of Russian-origin highly-enriched uranium spent fuel which was taken to Russia by train for storage and disposal.
The US nuclear administration said it had now removed or helped to dispose of 3,085 kilograms (6,700 pounds) of highly enriched uranium and plutonium, adding that represented "enough material to make more than 120 nuclear weapons."

Israel destroyed Syria nuclear reactor: WikiLeaks



  Jerusalem (AFP) Dec 24, 2010 Israel destroyed a Syrian nuclear reactor in an air raid just weeks before it went online in 2007, said a US diplomatic cable released by WikiLeaks and published on Friday in an Israeli daily. "On September 6, 2007, Israel destroyed the nuclear reactor built by Syria secretly, apparently with North Korea's help," then US secretary of state Condoleezza Rice wrote in the cable published in Yediot Aharonot newspaper.
"Our intelligence experts are convinced that the attack targeted by the Israelis is in fact an atomic reactor of the same type built by North Korea in Yongbyon," she wrote in the message dated April 2008.
"We have good reason to believe that the reactor was not built for peaceful purposes," she said, adding the attack came only weeks before the reactor was to become operational.
Rice also noted the secrecy surrounding the construction of the nuclear facility, with the Syrian authorities refusing to invite the International Atomic Energy Agency or any media to inspect the site.
Syria has always denied that the structure targeted by Israeli warplanes was a nuclear reactor, although it has admitted it was a "military site under construction."
Israel has for its part never denied that its air force attacked a target in Syria, without ever officially claiming responsibility for the action.
Former US president George W. Bush recounted in his memoirs that he resisted Israeli pressure to bomb the site.
In 2008, current US President Barack Obama said when he was a Democratic hopeful for the White House that Israel was right to bomb the suspected nuclear facility in Syria.

Iran Seeks Foreign Nuclear Scientists, Former Diplomat Asserts


A former Iranian envoy to Norway said his country has pursued scientists from North Korea and other nations to help support a nuclear-weapon program, the London Telegraph reported yesterday (see GSN, Dec. 22).
Defector Mohamed Reza Heydari recounted facilitating the entry of dozens of North Koreans into Iran as a Foreign Ministry operative based at Imam Khomeini International Airport in Tehran.
"Our mission was to coordinate with a team from the Ministry of Intelligence in checking the visas of the foreign diplomatic and trade delegates who visited Iran, with special attention to VIPs," Heydari said.
"We had the instructions to forgo any visa and passport inspections for Palestinians belonging to Hamas and North Korean military and engineering staff who visit Iran on regular basis.
"The North Koreans were all technicians and military experts involved in two aspects of Iran's nuclear program. One to enable Iran to achieve nuclear bomb capability, and the other to help increase the range of Iran's ballistic missiles," Heydari said.
"In all our embassies abroad, especially in the African countries, the staff of [Iran's] Foreign Ministry were always looking for local scientists and technicians who were experts in nuclear technology and offered them lucrative contracts to lure them into Iran.
"The facade of the nuclear program is that it is for peaceful purposes, but behind it they have a completely different agenda," he said. The United States and other world powers have sought for years to negotiate curbs on Iran's uranium enrichment program, which can generate civilian nuclear fuel as well as weapons material.
Signs have emerged that Iran is working on centrifuges based on a North Korean design at facilities not revealed to the International Atomic Energy Agency, one Western official told the Telegraph (see GSN, Sept. 25, 2009). The North Korean centrifuges were said to be more technically advanced and greater in size than Iran's standard machines.
"Iran finances North Korea's missile program in exchange for access to technologies; North Korea's Nodong missile series is the basis for Iran's flagship Shahab missile project," former U.S. Defense Department adviser Christina Lin said.
It is necessary to "reassess" the status of Iran's nuclear program while taking North Korea's alleged assistance into account, Washington Institute for Near East Policy analyst Simon Henderson added (Damien McElroy, London Telegraph, Dec. 22).
Meanwhile, Russian President Dmitry Medvedev yesterday called on Tehran to bolster its nuclear transparency, Bloomberg reported.
“Iran must allow IAEA officials on its territory and make it possible to bring the situation under control,” Medvedev said. “This is why there are issues with Iran and sanctions against it.”
Iran has stonewalled certain efforts by the agency to clarify its nuclear intentions. For example, Tehran has refused to elaborate on its contention that Western powers falsified documents, provided to the U.N. nuclear watchdog, that suggest the Middle Eastern state studied nuclear-weapon design in the past (Arkhipov/Meyer, Bloomberg, Dec. 22).

Why are Arabs racing to go nuclear?
A top US energy official said this week in Riyadh that Saudi Arabia expects to generate nuclear power within 10 years. Egypt will invite tenders for its first nuclear plant later this month. And Kuwait this week not only launched a feasibility study aimed at having nuclear power as early as 2020, it bought a 4.8 percent stake in French Areva, the world’s top reactor supplier.
That follows Jordan’s ongoing march to enrich uranium and to build a power plant and the United Arab Emirates’ years-old program aimed at completing its first nuclear power plant by 2017. Syria is believed to have been working on setting up its own nuclear plant before it was destroyed by Israelis.
Each country is in a different stage and not all will be successful, but few doubt that Arab countries will inevitably join the nuclear power frenzy sooner or later. It’s a question of economics, all countries say pointing to their insufficient power capacity and lack of options. But a driving force is unquestionably Iran’s nuclear program.
“There’s no doubt that there is rising interest in nuclear power in the Middle East,” said Charles K. Ebinger, senior fellow and director of the Energy Security Initiative in the Brookings Institute. “I think the reality is that all these countries will pursue this for energy security reasons. There’s an interest to address power demand and water desalination efforts.”
“But in light of Iranian situation we would be fooling ourselves if we deny there’s not a prospect of another motivation, which is to train their nationals to build weapons of their own if they feel threatened,” Ebinger said.
Most Arab countries have signed cooperation agreements with nuclear powers, including the US, France, Russia, China, South Korea, and Japan. Qatar is also mulling developing a nuclear program, as is Bahrain, and there is ongoing talk to share a regional program in the Gulf Cooperation Council, the six-country alliance in the Persian Gulf.
The need to rapidly boost power capacity is real and there are no alternative sources, other than oil, which is significantly more valuable, sold in international markets, as long as crude prices remain about $80 a barrel, Kuwait estimated. Only Qatar has enough indigenous gas resources.
The UAE and Oman already import gas supplies. Saudi Arabia and Kuwait are burning millions of barrels of oil a day to meet demand, and Kuwait already suffers from blackouts. Egypt, which generates three quarters of its power with gas, will deplete its fields in 20 years. Jordan already imports 95 percent of its gas.
The question is whether Arab countries will follow the UAE in signing the so-called 1-2-3 agreements with Washington to access US nuclear technology on the condition that they forego enrichment and reprocessing, the two technologies that could be diverted for military purposes, as many believe Iran is doing.
Under International Atomic Energy Agency treaties, countries have the right to develop uranium enrichment, as long as they sign on to non-proliferation treaties. Egypt, for example, has said it intends to pursue enrichment. Jordan, with huge uranium deposits, said it will do the same in an effort to eventually become a regional supplier.
The more concerning case is Saudi Arabia, the regional powerhouse that rivals Iran. Riyadh recently agreed to buy up to $60 billion worth of American advanced weaponry to counter its enemy’s might. The Wikileaks documents exposed Arab concern over Iran’s nuclear program and support for a military campaign to derail Tehran, contradicting official Arab policy.
Earlier this week U.S. Undersecretary of Commerce Francisco Sanchez said Saudis “seem to be very committed to having civil nuclear as part of what generates energy for them and to do it relatively quickly, like within the next 10 years.” Sanchez said he saw “wonderful opportunities” for American companies, which implies Riyadh would forego enrichment.
But while Saudi Arabia has said they won’t pursue enrichment, they “included enrichment in terms of reference” of a contract signed with the French company helping the country map its nuclear future, said Ebinger.
For the time being, it appears only the UAE and Egypt nuclear power programs are set in stone. Analysts say there is a lot of politics directed at Iran in the Arab march toward nuclear power. “I think there’s that message implied that they will not fall behind. They are saying they will not fall behind technologically and they will keep their weapons issue open,” Ebinger said.

  Dhaka, Dec 13 (IANS) The International Atomic Energy Agency (IAEA) will extend all-out support to Bangladesh in setting up a nuclear power plant, visiting director general of the global nuclear watchdog Yukiya Anano said Monday.
'Bangladesh is an excellent partner of the IAEA. We will help the country strengthen the nuclear infrastructure and capacity building to set up the power plant,' he said.

Jakarta. Indonesia is well positioned to develop nuclear power should it choose to, an international nuclear energy official visiting Jakarta said on Friday.

Glyn Davies, in his first trip to Indonesia as United States representative to the International Atomic Energy Agency (IAEA) this week, said that Indonesia is among nations with the best nuclear infrastructure in Southeast Asia.

He said this infrastructure included research reactors and trained personnel.

“Indonesia is a regional leader, in fact to such a great extent that other countries sometimes come to Indonesia and poach the talent that’s here — the physicists and the others that have been built up over the decades,” he said. More at link:

Mini nuclear reactors Thinking small Nuclear power: Combining several small reactors based on simple, proven designs could be a better approach than building big ones

WHEN the two big nuclear reactors under construction at Flamanville in France and Olkiluoto in Finland come on stream, each will boast enough electricity-generating capacity to light up a city of 1.5m. But despite the best efforts of EDF and Areva, which are building the reactors, both are behind schedule and, at over $5 billion apiece, well over budget. With results like these, it is little wonder that the vaunted “nuclear renaissance” has failed to materialise. In fact, the number of operating reactors is in decline, spurring the nuclear-power industry to look for new approaches. Rather than relying on huge, traditional reactors costing billions, it is turning to small, inexpensive ones, many of which are based on proven designs from nuclear submarines or warships.
A global race is under way to develop small-reactor designs, says Paul Genoa of the Nuclear Energy Institute, an industry body in Washington, DC. He estimates that more than 20 countries have expressed serious interest in buying mini-reactors.
At least eight different approaches are being developed, mainly in America and Asia, by an army of 3,000 nuclear engineers, according to Ron Moleschi of SNC-Lavalin Nuclear, an engineering firm based in Montreal. Regulatory and licensing procedures are lengthy, so little will be built until around 2017, he says. But after that the industry is expected to take off. The International Atomic Energy Agency (IAEA) estimates that by 2030 at least 40 (and possibly more than 90) small reactors will be in operation. It reckons that more than half of the countries that will build nuclear plants in coming years will plump for these smaller, simpler designs. More at:

The existence of a heavy water facility near the town of Arak first emerged with the publication of satellite images by the US-based Institute for Science and International Security in December 2002.
Heavy water is used to moderate the nuclear fission chain reaction either in a certain type of reactor - albeit not the type that Iran is currently building - or produce plutonium for use in a nuclear bomb.
In August 2010, the IAEA visited the IR-40 heavy water reactor site at Arak. It said the facility was still being built but some major equipment had been installed. Iran told the IAEA the operation of the reactor was planned to start in 2013.
The IAEA said that based on satellite imagery, the heavy water production plant appeared to be in operation, but had not had access to it to confirm such reports.

Iran's nuclear programme began in 1974 with plans to build a nuclear power station at Bushehr with German assistance.
The project was abandoned because of the Islamic revolution five years later, but revived in the 1990s when Tehran signed an agreement with Russia to resume work at the site.
Moscow delayed completion on the project while the UN Security Council debated and then passed resolutions aimed at stopping uranium enrichment in Iran.
In December 2007, Moscow started delivering the canisters of enriched uranium the plant needs.
Earlier in the same month, a US intelligence report said Iran was not currently running a military nuclear programme.
There are two pressurised water reactors at the site.
Satellite images from March 2010 show the first completed reactor building on a site that occupies 2.5 square kilometres (one square mile), about 17 km (11 miles) south of the city of Bushehr. Recent developments include a narrow channel to carry cooling water for the reactor from the Gulf.

In December 2010, Iran said it had delivered its first domestically produced uranium ore concentrate, or yellowcake, to a plant that can make it ready for enrichment.
Iran's nuclear chief Ali Akbar Salehi said the first batch of yellowcake had been sent from Gachin mine sent to the Isfahan conversion facility.
Mining operations started at the mine in 2004.
Iran was believed to be running low on its stock of yellowcake, originally imported from South Africa in the 1970s.

Iran is building a plant at a nuclear research facility to convert yellowcake into three forms:
  • Hexafluoride gas - used in gas centrifuges
  • Uranium oxide - used to fuel reactors, albeit not the type Iran is constructing
  • Metal - often used in the cores of nuclear bombs. The IAEA is concerned about the metal's use, as Iran's reactors do not require it as fuel.

Iran resumed uranium enrichment work at Natanz in July 2004, after a halt during negotiations with leading European powers over its programme.
It announced in September 2007 that it had installed 3,000 centrifuges, the machines that do the enrichment. In 2010, Iran told the IAEA Natanz would be the venue for new enrichment facilities - construction of which would start around March 2011.
This is the facility at the heart of Iran's dispute with the United Nations Security Council.
The Council is concerned because the technology used for producing fuel for nuclear power can be used to enrich the uranium to a much higher level to produce a nuclear explosion.

Iran revealed the existence of the Fordo enrichment facility, which is being built about 30km (20 miles) north of Qom, in September 2009.
The facility is believed to be on a mountain on a former Iranian Revolutionary Guards missile site to the north-east of Qom on the Qom-Aliabad highway, Western diplomatic sources say.
Iran said it began the project in 2007 - but the IAEA believes design work started there in 2006.
The IAEA said it expected the Qom site to start enriching uranium in 2011. It is believed to have facility for 3,000 centrifuges for the enrichment of uranium.
Iran wrote to the International Atomic Energy Agency saying it intended to build a plant to enrich uranium to 5% - not enough for a weapon.

UN watchdog approves nuclear fuel bank

The International Atomic Energy Agency's 35-member governing board approved a United States-sponsored proposal for a 150-million-dollar (112-million-euro) fuel bank, with 28 countries in favour.
No country voted against the resolution, but six developing countries -- Argentina, Brazil, Ecuador, South Africa, Tunisia and Venezuela -- abstained.
One country's delegation, Pakistan, chose to be absent when the vote was held in a gesture showing it was disassociating itself from the project.
The resolution was based on an original proposal by former IAEA chief Mohamed ElBaradei, but which ran into stiff resistance last year.
Developing nations saw it as a way for the existing western nuclear powers to curtail other countres' right to acquire and develop nuclear technology of their own for peaceful purposes.
The resolution stipulated that only countries whose supplies were halted for political reasons and which had a clean non-proliferation record would access to the bank.
But such conditions were rejected by Pakistan, one of only a handful of nations which refuse to sign the nuclear Non-Proliferation Treaty (NPT).
"We are thus obliged to disassociate ourselves from such specific elements of the draft resolution," said Pakistan's ambassador Khurshid Anwar. Accordingly, the Pakistan delegation was absent when the vote was held.
Among those countries in favour, the EU said such a fuel reserve "can bring benefits for energy security and for non-proliferation, without distorting the existing well-functioning market."

Iran produces first uranium yellowcake from southern mineTehran (AFP) Dec 5, 2010 - Iran has produced its first batch of uranium yellowcake, the raw material for enrichment, from a mine in the south of the country, atomic chief Ali Akbar Salehi said on Sunday. "The West had counted on the possibility of us being in trouble over raw material but today we had the first batch of yellowcake from Gachin mine sent to Isfahan (conversion) facility," Salehi said on state television. Conversion is the process by which yellowcake is converted into uranium hexafluoride for enrichment.

The atomic chief said the new step made Iran "self-sufficient" in the entire nuclear fuel cycle as it had previously been obliged to import yellowcake from abroad but he declined to reveal the amount of the first domestically produced batch. "We cannot cover the overall need of the Isfahan facility but we will produce a significant part of it" from the Gachin mine near the Gulf port city of Bandar Abbas, Salehi said. He said Iran would formally notify the International Atomic Energy Agency of its yellowcake production.

The announcement came as Iran is poised to hold a new round of talks with world powers on its controversial nuclear programme in Geneva on Monday. Uranium enrichment lies at the heart of Western concerns about Iran's nuclear activities as the process can produce fuel for nuclear reactors or in highly extended form the fissile core of an atom bomb. Analysts believe Iran has nearly exhausted 600 tonnes of yellowcake acquired from South Africa in the 1970s before the Islamic revolution, triggering speculation that a lack of raw material might halt its nuclear programme.
A February 2009 study by the US-based Institute for Science and International Security (ISIS) said there was scant evidence at the time that Iran had been able to supplement its dwindling yellowcake supply with domestically mined uranium.
Salehi said Iran still cannot meet "the overall need of the Isfahan facility but... will produce a significant part of it" from Gachin near the Gulf port city of Bandar Abbas.
"Iran has become self-sufficient in the entire fuel cycle, starting from (uranium) exploration, mining and then turning it into yellowcake and converting it to UF6 and then turning it into fuel plates or pellets," he said.
He said Iran would formally notify the International Atomic Energy Agency (IAEA) of its yellowcake production, but declined to disclose the amount of the first domestically produced batch.

UN atomic watchdog approves nuclear fuel bank

The International Atomic Energy Agency's 35-member governing board approved a United States-sponsored proposal for a 150-million-dollar (112-million-euro) fuel bank, with 28 countries in favour.
No country voted against the resolution, but six developing countries -- Argentina, Brazil, Ecuador, South Africa, Tunisia and Venezuela -- abstained.
One country's delegation, Pakistan, chose to be absent when the vote was held in a gesture showing it was disassociating itself from the project.
The resolution was based on an original proposal by former IAEA chief Mohamed ElBaradei, but which ran into stiff resistance last year.
Developing nations saw it as a way for the existing western nuclear powers to curtail other countres' right to acquire and develop nuclear technology of their own for peaceful purposes.
The resolution stipulated that only countries whose supplies were halted for political reasons and which had a clean non-proliferation record would access to the bank.
But such conditions were rejected by Pakistan, one of only a handful of nations which refuse to sign the nuclear Non-Proliferation Treaty (NPT).
"We are thus obliged to disassociate ourselves from such specific elements of the draft resolution," said Pakistan's ambassador Khurshid Anwar. Accordingly, the Pakistan delegation was absent when the vote was held.
Among those countries in favour, the EU said such a fuel reserve "can bring benefits for energy security and for non-proliferation, without distorting the existing well-functioning market."

U.S. Sees Greater North Korea Nuclear Threat

VIENNA—The Obama administration told the United Nations nuclear watchdog that North Korea likely has built more than one uranium-enrichment facility, significantly raising the proliferation threat posed by the secretive communist state.
U.S. and European officials are pressing the International Atomic Energy Agency to better scrutinize Pyongyang's potential role in sharing its nuclear technologies with third countries. Russia opens world's first nuclear fuel bank

The Rosatom state atomic energy corporation said the Siberian fuel reserve -- which will operate under the auspices of the United Nations' International Atomic Energy Agency (IAEA) nuclear watchdog -- will have enough material to refuel two civilian nuclear power plants.
"The purpose of this facility is to reduce the risk of other countries processing their own uranium to a minimum," former Foreign Intelligence Service chief Gennady Yevstafyev told AFP. "This will dramatically improve control over the proliferation of nuclear weapons."
The Angarsk bank is the first of about a dozen facilities proposed by various nations following the 2003 discovery of covert enrichment activity in Iran.
The plant now stores 120 tonnes of low-enriched uranium (LEU) that has been enriched to between two and 4.95 percent. Scientists say it can satisfy the electricity needs of a 12-million-strong city for up to a year.
The fuel is considered safe because the weapons-grade uranium desired by nations seeking to build nuclear weapons must be enriched to at least 90 percent.
The IAEA approved the Russian reserve's creation at a historic but contentious two-day meeting in November.
The type of fuel stored in Angarsk is used by most of today's civilian nuclear power plants. Russia first proposed the idea to the IAEA in September 2007 amid fears here that supply cutoffs could be used by Western nations for political purposes.
"This bank was created under the Russian president's initiative to form a global nuclear energy infrastructure (that would ensure) reliable compliance with the nuclear weapons non-proliferation regime," Rosatom said in a statement.
Then-president Vladimir Putin first forwarded the nuclear fuel bank initiative in January 2006 amid a resumption of nuclear dialogue between Russia and the United States.
Moscow and Washington signed their own peaceful nuclear cooperation deal -- known as the 123 Agreement -- two years later and the two sides then both pushed for the bank's approval at the IAEA.
The idea was backed by 23 of the 35 IAEA members at the Vienna meeting but opposed by countries such as Brazil and Pakistan that are just beginning to establish their own nuclear programmes.
"The main problem with nuclear energy is that countries try to develop their own nuclear fuel cycles," Yevstafyev said in reference to the independent production and enrichment of uranium -- an ability perfected by a limited group of states.
"And this cycle is then turned around and focused on developing nuclear weapons. This plant should help stop that."
The Angarsk announcement comes one week after Russia and the IAEA signed a separate agreement on developing a joint training programme for nuclear experts who could then be employed at the various facilities across Russia.
Officials here have voiced fears that they no longer have the scientists and experts they did in the Soviet era to safely operate the country's vast network of nuclear facilities.
