Westinghouse works on Chinese contracts

Discussions continue for Westinghouse regarding the scope of its involvement in the next wave of AP1000 build in China. 

Major contracts were signed last week covering the engineering procurement and construction of two reactors at Xianning, Hubei province but these omitted to mention the US nuclear technology company that originally developed the AP1000 design.

China's AP1000s will be the biggest standardised fleet in the world

Technology transfer was part of the deal that Westinghouse signed with China National Nuclear Corporation in February 2007 to supply four AP1000s at two sites. This was expected to result in "long term participation" for Westinghouse in the future Chinese domestic market, stakeholder relations manager Adrian Bull told World Nuclear News. However, Chinese statements on the day of the contracts emphasised its move to the next phase in a program to develop self-sufficiency in nuclear technology.

Bull confirmed to WNN that it "continues to engage in discussion" with State Nuclear Power Technology Corporation (SNPTC) as well as its subsidiaries and various manufacturers that have "sought assistance" in their efforts to deploy AP1000s en-masse.

One item Westinghouse would be expected to supply to new AP1000s would be nuclear fuel. In addition, it expects its scope in future projects to include engineering services, automation as well as certain components and materials. Consultation, training and support could also come as part of new "full contracts" which should be finalized within the next few months at the same time as construction permits, said Bull.

While two AP1000s are being built at Sanmen and two more at Haiyang, preparations are under way for new pairs at Xianning (Hubei province), Pengze (Jiangxi province), and Taohuajiang (Hunan province). Beyond those, over 50 AP1000s are currently on the books with many more likely in the further future.

Nuclear power is re-emerging as a major part of the energy portfolios of a wide variety of nations. With over 50 reactors being built around the world today and over 100 more planned to come online in the next decade, many observers are proclaiming a "nuclear renaissance" (1). The success of a nuclear revival is dependent upon addressing a well-known set of challenges, for example, plant safety (even in the light of improved reactor designs), costs and liabilities, terrorism at plants and in transport, weapons proliferation, and the successful siting of the plants themselves (2, 3).

Comparison of Energy Technologies on Economics, Jobs, Land Footprints and More

Last May, Public Utilities Fortnightly published an independent analysis by Navigant Consulting that provided some great comparisons between various energy technologies. One of the comparisons is the number of jobs created on an equivalent basis.
To analyze the economic and workforce contributions of various energy technologies, the authors began by reviewing the contribution of permanent direct local jobs per megawatt of installed electric capacity for the most common types of generation technologies…

Opinion: 20-year safety record at N.H. plant

The Nuclear Regulatory Commission should take into account the perfect safety record of Florida Power & Light's Seabrook nuclear plant in New Hampshire -- a record that stretches back 20 years -- when assessing its application for a 20-year extension of its operating license, according to this editorial. New York revives Entergy nuclear spin off issue; mulls new rule





  • Any financial maneuver attempted by Entergy that may affect the economic viability of its two nuclear plants in New York should be reviewed by the New York Public Service Commission, the regulatory body said Thursday. The measure is a response to Entergy's earlier plans to spin off 5,000 megawatts of nuclear capacity in several states, including New York. Russia, Armenia sign deal on new nuclear reactor

No 'risk' from Iran's Russian-built nuclear plant: USWashington (AFP) Aug 21, 2010 - The United States sees no "proliferation risk" from Iran's Russian-built first nuclear power plant at Bushehr that was loaded with fuel Saturday, the State Department said. The Russian involvement in the reactor, intended for civilian purposes, "underscores that Iran does not need an indigenous enrichment capability if its intentions are purely peaceful," State Department spokesman Darby Holladay told AFP. "We recognize that the Bushehr reactor is designed to provide civilian nuclear power and do not view it as a proliferation risk," he said. The reactor, said Holladay, is "under IAEA (International Atomic Energy Agency) safeguards and Russia is providing the needed fuel and taking back the spent nuclear fuel, which would be the principal source of proliferation concerns." A White House official stressed, however, that US views on the Bushehr reactor "should not be confused with the world's fundamental concerns with Iran's overall nuclear intentions, particularly its pursuit of uranium enrichment."

After more than three decades of construction delays, engineers on Saturday finally began loading the Russia-supplied atomic fuel in the nuclear power plant in the presence of UN inspectors. Western nations led by Washington suspect that Iran's nuclear program masks a weapons drive, a charge strongly denied by Tehran. Russia's supply of fuel to Iran is the "model" that Washington and its P5-plus-one partners -- permanent UN Security Council members Britain, China, France, Russia and the United States, plus Germany -- have endorsed, Holladay said. But he added: "It is important to remember that the IAEA's access to Bushehr is separate from and should not be confused with Iran's broader obligations to the IAEA on this score, as the IAEA has consistently reported Iran remains in serious violation of its obligations." In June, Russia backed a fourth round of UN sanctions against Iran over its uranium enrichment program, the most controversial part of its atomic drive. Iran says it is enriching uranium to power nuclear reactors so they can eventually generate around 20,000 megawatts of electricity.

Iran Begins Fueling First Civilian Nuclear Power Reactor -- Miami Herald/McClatchy News


WASHINGTON -- Iran has crossed a new nuclear threshold, but it's one the Obama administration isn't worried about.

On Saturday, technicians began loading low-enriched uranium fuel supplied by Russia into Iran's first civilian nuclear reactor, and if all goes smoothly, the Bushehr plant could start producing electricity under United Nations monitoring late this year or early next.

Global sourcing meets demand from growing number of new reactor projects

It is one thing to say you are going to build a new 1,000 MW nuclear reactor.  It is entirely another to get the parts for one.  For starters there is the reactor pressure vessel itself which can only come from one place – Japan Steel Works. Want one? Get line because there is a backlog that puts a new order placed today on schedule for delivery in 2013 or later.

That may change as large forges are developed in South Korea, India, and the U.K. If you select an Areva reactor, your pressure vessel will come still from Japan Steel Works, but other components will come from the Creusot Forge in France.

There are no plans in the U.S. to develop a large forge capable of handling 400 ton pressure vessels, but there are efforts underway to make everything else.  Areva and Northrop Grumman are building a $300 million factory in Newport News, VA. The Shaw Group is building a similar scale facility in Lake Charles, LA.

The output from the two U.S. factories will supply reactor components, including pipes, pumps, and steam systems to build Areva EPRs and Westinghouse AP1000s.  Early construction projects which will get their parts from these plants include Constellation's Calvert Cliffs III project in Maryland (Areva EPR), Southern's Vogtle plant (twin AP1000s), and Southern's V.C. Summer station (twin AP1000s).

GE-Hitachi is going overseas inking a deal with several Indian heavy industry firms to build a reactor components factory.  The firm's launch with its Indian partners is expected to supply components that will be used to build the reactors the company hopes to sell to the Nuclear Power Corporation India Ltd. (NPCIL), a public sector enterprise under India's Department of Atomic Energy. Taking advantage of India's lower labor costs, the consortium also hopes to gain market share with exports to global markets.

Initially, it will supply parts for two new 1,520 MW ESBWR reactors to be located in either Gujarat or Andra Pradesh.  Of the two, Gujarat is the more likely site for co-location of the factory and construction of the two GE-Hitachi reactors.  If liability legislation clears the Indian parliament this year, the reactor project could break ground by 2012.

Reviving the U.S. manufacturing base

According to the IAEA, construction of nuclear reactors peaked worldwide about 1980. Until recently, it's been a downhill slide. Almost all of the U.S. new nuclear plant manufacturing base disappeared along with tens of thousands of jobs and the skills that came with them.

Key elements of the supply chain for the new build in the U.S. will include steam generators, pressurizers, coolant pumps and motors, control rod drive mechanisms, digital instruments and controls, and the front end of the nuclear fuel cycle. Balance of plant will require steam turbines, generators, as well as electric grid transmission and distribution infrastructure.

The development of the capability to build these components is initially taking place in two large factory complexes being built by Areva and the Shaw Group.  However, the original equipment manufacturing supply chain for parts and subassemblies is getting larger. The American Nuclear Society Buyers Guide for April 2010 listed over 900 firms with more than two dozen taking half page and full page ads in the thick issue.

Areva launches at Newport News

A year ago this week AREVA and Northrop Grumman Shipbuilding, a sector of Northrop Grumman Corporation joined forces to build a new nuclear manufacturing and engineering facility in Newport News, Va. The joint venture will manufacture heavy components for the U.S. EPR, AREVA's Generation III+ nuclear reactor.

The 300,000 square-foot facility represents an investment of more than $360 million and will bring more than 500 jobs to Virginia. AREVA Newport News will be the first full-scale manufacturing facility dedicated to supply heavy components, such as reactor vessels, steam generators and pressurizers to the U.S. nuclear energy industry.

These components will supply the first new U.S. nuclear power plants to be built in 35 years. Industry experts have viewed limited production of heavy components positioned against rising demand as a constraint on nuclear energy's expansion. Not anymore. The plant is expected to start operations in 2013.

Shaw builds new factory in Louisiana

The Shaw Group, which holds a 20% equity stake in Westinghouse, is in the midst of ramping up operations at a Lake Charles, LA, site to manufacture structural components, pipes and related reactor equipment to build the firm's 1,150 MW AP1000 reactors. The 600,000 square foot facility will support the modular construction of a fleet of U.S. reactors. It is expected to employ 1,500 workers once it reaches full operation. It began operations in late 2009.

Like Areva's Virginia plant, the Shaw facility is located at the nexus of major transportation systems including the capability to deliver huge nuclear components to customers via deep water access using barges.

Shaw is building a similar factory in China to support Westinghouse which has contracts to build four new nuclear reactors in that country. Lessons learned in China will reap benefits for U.S. plants which will break ground in the next decade.

Some components for Westinghouse reactors will come from South Korea's Doosan Heavy Industries. In June 2008 the firm signed a contract to supply nearly $200 million in major nuclear equipment components for two AP1000s to be built at Scana's V.C. Summer station in South Carolina.

GE-Hitachi seeks opening with India's new build

Last February GE-Hitachi announced it planned to acquire special steel components and large forged parts from Larsen & Toubro (L&T). The Hindu also reported that L&T is also in a joint venture with NPCIL to set up a nuclear components manufacturing center in Gujarat. L&T plans to build a capability to produce ingots weighing up to 600 tons and a heavy forge shop with a world class press rivaling the one at Japan Steel Works.  That competition won't come on line right away, but it will come.

GE-Hitachi executives said the deal not only helps India, but also provides export earnings. Indian companies reportedly can make nuclear components for as little as half the price of sourcing them from the U.S.  Jack Fuller, CEO, told the Hindu Feb 2, "It can be part of our supply chain for India and other markets."

A month after the L&T agreement was announced, GE-Hitachi inked an agreement March 23 with India's Bharat Heavy Electrical and NPCIL to build multiple GE-designed reactors to meet the country's goals for carbon emission free electrical power. The focus of the agreement is GE-Hitachi's 1,350 MW ABWR reactor.

India plans to boost its use of nuclear energy to generate electricity from the current 4 GWe to 60GWe by 2032. It is one of the world's most aggressive new builds after China. The work scope is estimated to be worth $175 billion.

In December 2009 India inked a deal with Russia to build four new reactors. However, the Russians have their own component manufacturing capabilities and aren't, at this time, offering any deals to locally source reactor parts with Indian companies.

India's parliament still has not approved measures setting limits on accident liabilities and insurance for regulatory or other delays that would prevent a reactor from entering revenue service. Stiff opposition continues from left wing parties who are critical of the limits in the bill. In May 2010 Science Minister Prithviraj Chavan introduced the latest round of legislation with an overall cap of $450 million per accident.

The Pentagon has notified Congress that it plans to sell Patriot missile surface-to-air defense systems to Kuwait. The sale would be part of an effort by the U.S. to shore up air defenses in the region as the threat from Iran grows. In addition to Kuwait, missile batteries have been sold or promised to Bahrain, Qatar, and the UAE over the course of the last year. America's continued and accelerated support of Israeli missile defenses is well-known as well. Russia Reinforces Abkhazia & South Ossetia with S-300s

Russia has announced the deployment of S-300 surface-to-air interceptors to Abkhazia and South Ossetia, two breakaway regions on the Georgian border. The breakaway of South Ossetia, of course, was the pretext for a Russian invasion of formerly Georgian territory in 2008 and the recognition, by Russia, of Abkhazian and South Ossetian independence.

Russian Air Force Commander Aleksandr Zelin, speaking to the Russian press, has said that the missile batteries—capable of intercepting aircraft, cruise missiles, and tactical ballistic missiles—will be in place to protect "government borders." Russia has been aggressively exporting the S-300 system over the last decade to Asia, Europe, and the Middle East. An Iranian and a German have been charged by German authorities with illegally exporting long-range missile materials. The Iranian, Mohsen Afrasiabi, bought an expensive furnace used to harden guidance systems against the intense temperatures associated with ICBM flight. The German, Mr. Heinz Ulrich, helped cover up the purchase by telling the firm that Afrasiabi was the final recipient (rather than the Iranian regime). The men were working an end-run around sanctions and arms export embargoes imposed on Iran by Europe.
This story out of Germany comes on the same day that Agence France Presse reports that North Korea continues, through Chinese shell companies and other means, to smuggle into North Korea materials for use in missile launches, despite sanctions and international bans.

Both of these stories point to the need for multi-pronged strategies against rogue actors like Iran and North Korea. Sanctions, by themselves, are insufficient. Tight export controls, especially in militarily advanced places like the U.S. and much of Western Europe, must be vigilantly enforced. Additionally, good intel—whether from electronic or human sources (or both)—is essential to ensuring the possibility of the clear-eyed and muscular diplomacy that can be the only alternative to war with such regimes. (Article, Link)

Ukraine to Buy Share of International Nuclear Fuel Bank

Ukraine has committed to buying a 10 percent share of an international nuclear fuel repository planned in Angarsk, Siberia, RIA Novosti reported yesterday (see GSN, March 30).
The site, approved last year by IAEA governors, would enable countries to purchase nuclear power plant fuel on an apolitical basis as an alternative to developing fuel production capabilities that could also generate nuclear-weapon material.
Ukraine is expected to complete the purchase by paying Russia for the stake in October (RIA Novosti, Aug. 19).

South Korea Nears Atomic Trade Deals With India, Japan

India and South Korea are on pace to come to an agreement on nuclear energy collaboration before the start of 2011, the Asahi Shimbun reported yesterday (see GSN, July 14).
The deal could give South Korean nuclear suppliers access to the burgeoning Indian atomic energy market.
The agreement could upset North Korea, though government sources in Seoul said not much worry was voiced over the trade deal with the nuclear-armed South Asian nation. Both India and the North have developed nuclear weapons outside the Nuclear Nonproliferation Treaty.

Authorities Drill at MIT for "Dirty Bomb" Material Theft

Federal, state and local agencies yesterday responded to a simulated attempt by extremists to seize radioactive cobalt from the Massachusetts Institute of Technology for use in a radiological "dirty bomb," the Boston Globe reported (see GSN, Aug. 11).
The FBI and Energy Department coordinated the unpublicized exercise, which involved medical and fire personnel as well as state, city and campus police. The effort was part of the "Silent Thunder" series of drills, which focuses on responses by multiple levels of government to threats involving chemical, biological, radiological or nuclear weapons.
Government sources refused to discuss difficulties that might have emerged in the drill, which addressed possible means of preventing would-be thieves from obtaining dirty-bomb ingredients as well as potential government responses to an attack involving radiological material or a different type of unconventional weapon.
"Exercises of this type are valuable tools for enhancing coordination among the various organizations involved in response management," MIT Nuclear Reactor Laboratory head David Moncton said.
"The purpose of these exercises is to get all the key players together around a table to practice going through the kind of crisis management and emergency response scenarios that could come up in a real world emergency, to make sure we get the kinks worked out in advance," National Nuclear Security Administration spokesman Damien LaVera said of the drill. "It helps communities think through all the contingencies they would need to be prepared for, in the event of a real attack."

North Korea in Agreement With China on Nuke Talks

North Korea announced yesterday it had reached common ground with China on restarting stalled multilateral nuclear negotiations, Reuters reported (see GSN, Aug. 19).
Beijing dispatched a senior diplomat to Pyongyang this week for discussions on reinvigorating the long-stalled six-party talks that also involve Japan, South Korea, Russia and the United States. China is North Korea's top foreign ally and has called on nations to "flip the page" on the March sinking of a South Korean warship and to resume negotiations aimed at ending Pyongyang's nuclear weapons program.
Agreements reached during the talks propose to reward Pyongyang's permanent nuclear disarmament with large infusions of economic aid and security guarantees. As part of the six-party process, North Korea took several denuclearization steps only to reverse course in April 2009 when it abandoned the negotiations and then detonated a second nuclear test device.
China and North Korea held "in-depth discussions on the regional situation and the bilateral relations of friendship and matters of mutual concern including the resumption of the six-party talks and the denuclearization of the whole Korean Peninsula," Pyongyang's state-controlled Korean Central News Agency said. "They reached a full consensus of views on all the matters discussed."
Seoul and Washington have accused the North of carrying out a submarine attack on the Cheonan and have resisted Beijing's prodding to return to the regional talks. They are insisting that North Korea first take some permanent nuclear disarmament measures (Jeremy Laurence, Reuters I, Aug. 20).
The Stalinist state, meanwhile, has demanded to be freed from international sanctions and to conduct peace treaty talks with the United States as preconditions to resuming the nuclear negotiations.

Israel Convinced of Longer Iranian Nuclear Time Line, Officials Say

U.S. officials believe the Obama administration has convinced Israel that Iran would need a year or more to finish what would be a highly public "dash" to convert its low-enriched uranium into nuclear bomb material, possibly lessening the likelihood of Israeli military action against its Middle Eastern rival in the next 12 months, the New York Times reported yesterday (see GSN, Aug. 19).
“We think that they have roughly a year dash time,” said Gary Samore, National Security Council coordinator for arms control and nonproliferation. “A year is a very long period of time.”
The International Atomic Energy Agency would spot the military diversion of material from Iran's nuclear program in a matter of weeks, giving Jerusalem and Washington ample time to weigh attacks on the country, the Obama administration determined based on intelligence gathered in the last year and U.N. safeguards reports. Israel previously believed Iran was capable of building a nuclear weapon within months if it chose to do so.

WASHINGTON -- Law enforcement and public health experts from around the globe will gather next week in Switzerland to discuss the potential use of biological weapons and how nations can improve their preparedness to respond to intentional or natural disease outbreaks (see GSN, Aug. 10).

Specialists from roughly 100 of the Biological Weapons Convention's member states are expected in Geneva for a four-day meeting beginning Monday.

The meeting is part of the "intersessional process" conducted between the convention's review conferences held every five years. This year's discussion is "perhaps the most lively" in years because "it combines both the peaceful side -- developing public health capacity, disease surveillance and so on -- with the very hard-edged security side that is responding to actual use of a biological weapon," Richard Lennane, head of the treaty's Implementation Support Unit, said last week in a telephone interview.
